Site Plan 1. Please include a response letter with the next submittal that states how all comments have been addressed. Include plans/redlines from previous plan submittal. 2. Indicate contour intervals along with the north arrow, and scale. This should be placed together. D.S. 2-02.2.1.A.1 3. Indicate legal property description. D.S. 2-02.2.1.A.2 4. Indicate a larger area for the location map. D.S. 2-02.2.1.A.4 5. Indicate all existing buildings and structures, including roof slope and location of downspouts. D.S. 2-02.2.1.A.6 Add note, "All roof spouts will be routed under any adjacent sidewalk." Sidewalks shall be flood free for all storm discharges of up to a ten (10) year flood event. The existing site is 8% impervious. The proposed design will increase the surface to 30% impervious. Therefore a drainage statement will be required due to structures impacting a non-regulatory flow to the adjacent properties. The Arizona Registered Professional Civil Engineer preparing the report may exercise his or her own judgement in presenting the technical information for review. In all cases, the drainage statement must be clearly written, sealed, and signed by the Engineer; and may contain the following information concerning the proposed project according to SMDDFM 2.3.2 |

| 11/24/2004 | David Rivera | ZONING | REVIEW | Denied | DSD TRANSMITTAL FROM: David Rivera Senior Planner FOR: Patricia Gehlen Principal Planner PROJECT: T04CM03013 Triplex-Residence for Rob Gilbert 4758 E. 2nd Street Commercial Site Plan Transmittal date: 1st Review November 24, 2004 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. This project has been reviewed as a commercial site plan. The plan must been drawn to comply with the site plan contents and specifications per Development Standards 2-02. 1. Add the following legal description to the 'Site Information' text block "SWAN WAY LOT 2 BLK 6". DS 2-02.2.1.A.2 2. The location map must be drawn at a scale of 3" = one mile. The location map must include all major streets, and if within the one square mile area railroads, freeways, and watercourses. The location map must also include the cross streets on which the parcel is located. The parcel should be depicted and labeled. All the streets must be labeled. Include the section corner numbers. See redlines. DS 2-02.2.1.A.4 3. Label in addition to the lot dimensions the lot line bearings. DS 2-02.2.1.A.5 4. Label on the site plan sheet the building dimensions and list the building heights. If the buildings are to be constructed gable roofs draw, dimension and label the overhangs. All existing structures on the site must be drawn, dimensioned and labeled on the plan. If existing structures or portions of the structures are to be removed please indicate on the plan. DS 2-02.2.1.A.6 Per a site inspection made by me on November 23, 2004 it was noted that an existing storage shed which is located in the rear of the property was not shown on the plans. I could not verify if a rear porch also exists. Also the site plan drawing and the building plans do not depict the existing structure correctly. A front porch exists which has not be drawn on the plan. The building is perfectly square as depicted on the plan. The site plan must be revised to correctly depict the existing conditions on the site. 5. The interior perimeter building setbacks are based on 10 feet or ¾ the height of the structure. The height is measured from design grade at any point around the building. Based on the proposed building height of the parapet walls from finished floor plus the eight inches from design grade the building height is a total of 15 feet. Based on this height the minimum building setback from the east and west property line is 10'-6". The building setback along the east side is proposed at 10'-3". A Lot Development Option (LDO) variance for the building setback is required. The building setback for the west side of the existing building is non-conforming and does not require a setback variance but because the exterior walls are to be reconstructed with a new parapet wall above the existing roof line a variance will be required. The LDO request can be made for both the east and west building setback. A separate application and review is required. You can contact Frank Podgorski if you have any questions about the process. It is advisable that the applicant addresses all comments, which are made by all the DSD reviewers, and a revised site plan is submitted for review prior to applying for the LDO. DS 2-02.2.1.A.7 6. The following items related to vehicle parking and vehicular use area must be addressed. DS 2-02.2.1.A.8 a. The parking calculation must be revised to state that required parking is based on the number of bedrooms per unit. In this case two parking spaces must be provided for each two-bedroom unit for a total of six spaces. Each space must be 18 feet long and 8-1/2 feet wide. Tandem parking is not allowed for this type of development. b. All parking spaces must be completely on site and each space must be accessed from a Parking Area Access Lane (PAAL). This project is designed with parking spaces that will back out on to the street and with tandem parking. A redesign of the parking area is required. The parking area must provide for two-way traffic on site, back-up spurs where required, on site parking with out backing out onto the street or tandem parking, wheel stop (concrete bumpers) paved parking areas, striped parking spaces. See development standards 3-05 for more information on vehicular use area requirements and design. Additional requirements may be necessary based on the revised site plan. c. Handicapped parking is not required for three or less residential units. If the owner wishes to provide a handicapped space, the space must be 8 feet wide with an 8-foot wide access aisle. If the handicapped space is to remain please design accordingly. d. This project is subject to landscape and screening requirements. Please see comments by the landscape reviewers for more information of these requirements. 7. Sight visibility triangles at the intersection of the PAAL street entrance must be drawn and labeled. See engineering comments related to the size and application of the required triangles. DS 2-02.2.1.A.10 8. As indicated in the comment above, a driveway, which is wide, enough for two-way traffic is required. The minimum width is 24 feet. An additional two-foot shy area between the PAAL and the property line may be required depending on the placement of the PAAL. As stated in the previous comment additional comments may be forthcoming based on the revised plan. See engineering comments for information on the width of the driveway entrance or curb cut requirements. DS 2-02.2.1.A.11 9. If applicable drawn and label the type of any proposed signage. DS 2-02.2.1.A.13 10. Draw and label the 2nd street right-of-way. The centerline and curb to property line dimension must be labeled. DS 2-02.2.1.A.19 11. Label all existing and proposed easements. The location, width, purpose of each easement must be listed. DS 2-02.2.1.A.20 12. If applicable draw and label proposed freestanding lighting layouts. The location, height of the pole and type of lighting must be listed. DS 2-02.2.1.A.25 13. See the Landscape Reviewer comments related to landscape border, screening, and NPPO requirements as well as a complete landscape plan sheet. DS 2-02.2.1.A.27 14. List the existing use. DS 2-02.2.1.A.31 15. Indicate the type of refuse container(s) proposed for this project. See engineering comments for related information. DS 2-02.2.1.A.32 16. Variance approvals must be listed on the site plan. The type of variance, date of approval and any conditions of approval must be listed. Submit two copies of the plans approved and a copy of the approval letter the site plan. DS 2-02.2.1.A.38 17. Label the site plan the square footage of each building. DS 2-02.2.2.A.2 18. This type of development does not require a floor area ratio calculation. The development designator "K" allows up to 75 percent of the lot coverage. Lot coverage includes building areas (including accessory structures) and vehicular use areas. Please list separately the principal building, accessory structure, and vehicular use area square footages. Remove the FAR calculation. DS 2-02.2.2.A.3 19. Revise the text for the building setbacks to state that the front or street building setback is based on the greater of 20 feet or one and one-half times the height of the structure. The interior building setback should be revised to state that the setback is based on the greater of ten feet or three-quarters the height of the structure. All heights are measured from design grade. 20. Zoning will re-review the site plan for compliance with development criteria for the development designator and for compliance with site specifications and content of development standards 2-02.
