The following comment was not addressed please review and include these items into the site plan (7.Indicate drainage patterns, proposed finish floor elevation(s) and finish grades. Do not obstruct offsite to onsite flows. D.S. 2-02.2.1.A.16) 3. Label the Sight visibility triangle. The following comment needs to be revisited (11. New projects, including mobile home parks, consisting of 3 or more dwelling units will provide centralized on-site refuse storage, collection and pickup areas. Demonstrate vehicle maneuverability fully dimensioned on site. Contact John Clark of Environmental Services @ 791-3175 ext. 1136 to reach an agreement that does not meet Development Standards 6-01 and to obtain a DSMR.) The proposed solid waste refuse pickup area is off site, but the Development Standards requires that the refuse area be on-site per DS 6-01-2.2.A . This proposed configuration will require John Clark's approval via a signed letter, and as stated above a DSMR maybe required if the final configuration does not meet the Development Standards. 4. | 02/20/2006 | DAVID RIVERA | ZONING | REVIEW | Denied | DSD TRANSMITTAL FROM: David Rivera Principal Planner PROJECT: T04CM03013 Triplex-Residence for Rob Gilbert 4758 E. 2nd Street Commercial Site Plan Transmittal date:2nd Review February 20, 2006 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. This project has been reviewed as a commercial site plan. The plan must been drawn to comply with the site plan contents and specifications per Development Standards 2-02. 1. The bearings can be found on the subdivision plat of record. Map and Plat book 7 at page 82. I researched the information online at the COT Transportation website. Previous Comment: Label in addition to the lot dimensions the lot line bearings. DS 2-02.2.1.A.5 2. Thank you for providing the requested information. It appears that a detached accessory structure has been constructed or placed over an existing utility easement. Zoning does not allow any structure(s) to be placed over any easement unless written approval from the utility companies (on there own letterhead) that have an exclusive use of the easement is provided or the shed must be relocated outside the easement area. Please respond to how this issue will be addressed. Also the detached structure does not require a permit for construction but any utilities such as electrical, gas, or water must have been added with a permit. In addition all structures must meet the minimum building setback. This structure does not meet the minimum building setback of ten feet or three quarters of the height the structure, therefore a setback waiver by the adjacent or affected neighbor to allow the structure to be placed closer than the allowed building setback is required. Again at no time can the structure be placed or constructed over an easement. Call me for more information of the setback waiver requirement. Previous Comment: Label on the site plan sheet the building dimensions and list the building heights. If the buildings are to be constructed gable roofs draw, dimension and label the overhangs. All existing structures on the site must be drawn, dimensioned and labeled on the plan. If existing structures or portions of the structures are to be removed please indicate on the plan. DS 2-02.2.1.A.6 Per a site inspection made by me on November 23, 2004 it was noted that an existing storage shed which is located in the rear of the property was not shown on the plans. I could not verify if a rear porch also exists. Also the site plan drawing and the building plans do not depict the existing structure correctly. A front porch exists which has not be drawn on the plan. The building is perfectly square as depicted on the plan. The site plan must be revised to correctly depict the existing conditions on the site. 3. To be consistent with the parking requirements as listed in the land use code, please revise the parking calculation to state that two parking spaces are required for each two-bedroom unit and that six parking spaces total are required for three two bedroom units each. The parking lot has been revised in an attempt to provide the required number of parking space completely on site. In this attempt and as result of the required screen walls it does not appear that the width of the parking area meets the minimum width for both parking space areas, the PAAL and the require screen walls. Please review and revise the overall width of the parking area. Keep in mind that the wheel stop must be placed two and one-half feet from of the parking space. Dimension the parking area and wheel stops as requested. Previous comment: The following items related to vehicle parking and vehicular use area must be addressed. DS 2-02.2.1.A.8 The parking calculation must be revised to state that required parking is based on the number of bedrooms per unit. In this case two parking spaces must be provided for each two-bedroom unit for a total of six spaces. Each space must be 18 feet long and 8-1/2 feet wide. Tandem parking is not allowed for this type of development. 4. The sight visibility triangles have been depicted incorrectly on the plan. Please contact the Engineering reviewer for assistance on proper location. Previous Comment: Sight visibility triangles at the intersection of the PAAL street entrance must be drawn and labeled. See engineering comments related to the size and application of the required triangles. DS 2-02.2.1.A.10 5. See related comment number three. Previous Comment: As indicated in the comment above, a driveway, which is wide, enough for two-way traffic is required. The minimum width is 24 feet. An additional two-foot shy area between the PAAL and the property line may be required depending on the placement of the PAAL. As stated in the previous comment additional comments may be forthcoming based on the revised plan. See engineering comments for information on the width of the driveway entrance or curb cut requirements. DS 2-02.2.1.A.11 6. Add the docket and page number of the existing utility easement in the rear yard. Previous Comment: Label all existing and proposed easements. The location, width, purpose of each easement must be listed. DS 2-02.2.1.A.20 7. Due to comment 3 and 5 the landscaping may have to be revised. Please be advised that the landscape reviewer has already approved the landscape plan but if changes are made to the plan that affect the landscaping requirements, a subsequent review and approval by the landscape reviewer will be required. Previous Comment: See the Landscape Reviewer comments related to landscape border, screening, and NPPO requirements as well as a complete landscape plan sheet. DS 2-02.2.1.A.27 8. This comment was not completely addressed. Please review the comment and address as requested. Please separate the Land Used Code Data and the Building Code Data. Previous Comment: This type of development does not require a floor area ratio calculation. The development designator "K" allows up to 75 percent of the lot coverage. Lot coverage includes building areas (including accessory structures) and vehicular use areas. Please list separately the principal building, accessory structure, and vehicular use area square footages. Remove the FAR calculation. DS 2-02.2.2.A.3 9. Please review this comment and address the perimeter yard setback requirement and revise the setback text block. Previous Comment: Revise the text for the building setbacks to state that the front or street building setback is based on the greater of 20 feet or one and one-half times the height of the structure. The interior building setback should be revised to state that the setback is based on the greater of ten feet or three-quarters the height of the structure. All heights are measured from design grade. 10. Zoning will re-review the site plan for compliance with development criteria for the development designator and for compliance with site specifications and content of development standards 2-02. 11. As a result of the revision to the parking lot the required sidewalk does not meet the required development standard as listed in DS 2-08.4.1.A. All new development must be provided with continuos pedestrian circulation on site and must connect to the street sidewalk. The on site sidewalk does not connect to the on street sidewalk. Please revise the drawing and provide the required sidewalk. Also the sidewalk must be physically separated from the vehicular use area.
