Engineering Division has reviewed the resubmitted items listed above. All previous comments have not been fully addressed, and approvals are not recommended at this time. Please provide revised site, grading and SWPP plans, and a revised Hydrologic and Hydraulic report, and include a response letter addressing all of the following comments:

HYDROLOGIC AND HYDRAULIC REPORT:
1. Discussion and analysis in the report determines a 100-year flow depth in Prince Road of 1.94 feet above adjacent (south) gutter grade, with a statement that the 100-year event will remain contained within the right of way. Information contained in the report (I-821 paving plan - sheet 5 of 24), recent topography available online, and field observations indicate elevations are such that inundation of this site will occur during a 100-year storm event. Revise/correct the south right of way elevation and offset data input to reflect conditions that are consistent with the information provided in the report and currently available online. The report, and grading and site plans where applicable, should reflect all revisions accordingly.
2. Depict the 100-year floodplain limits and areas of sheet flooding resulting from 100-year flood peaks of 100-cfs or greater on the grading plan. Include spot- or water surface elevations, ground contours, and clearly label any regulatory floodplain as such, on the exhibit (DS 10-02 - Sections 2.3.1.4 C 1, 3, 6 & Sec. 5.2.2 & 5.2.5).
3. The report must clearly address/discuss acceptance and conveyance of flow from the east, in response to previous comment # 6, "Describe and present hydraulic calculation sheets for each of the hydraulic systems used to collect offsite flow, such as collector channels and flow-through (wall) openings…". Provide discussion in the report and details on the site and grading plans demonstrating continued acceptance and conveyance of offsite flows, upon development of this site (DS 10-02, Sec. 2.3.1.5 B & F).
4. Discuss and include depiction/design for retention/detention basin maintenance access ramps and security barriers in a revised report (previous drainage report comment # 7).
5. For each significant watercourse (1 acre or greater in size) entering or leaving the site, the contributing drainage area with flow arrows and the 100-year peak discharge must be shown (DS 10-02, Sec. 5.2.4).
6. Please provide a soils report, as required to be submitted in conjunction with the design of each surface storage facility which utilizes infiltration as a method of basin drainage. The report shall contain at a minimum, technical information on soil classification, erodibility, permeability, slope stability, groundwater elevation, infiltration rates, recommended minimum building setbacks, whether or not hydro-collapsing soils are present, and must contain the results of a minimum 30 foot deep soil boring (Pima County/City of Tucson Stormwater Detention/Retention Manual - DS 10-01- Section 3.5.1.5).
7. Provide retention basin percolation test results in the revised drainage report. Include discussion/analysis of the test results to assure the maximum allowed times of disposal will not be exceeded for each basin. Pumps may not be permitted to dispose of required threshold retention volume from the site without first exploring other engineering alternatives such as wider, shallower basins or engineered basins (DS 10-01.0, Sec. 3.5.1).

SITE PLAN:
Please note that revisions to the drainage report may result in necessary revisions or additions to the site and grading plans. Please assure all new construction related items and revisions are depicted on the grading plan.
1. Depict the limits of the 100-year floodplain with water surface elevations provided (DS 2-02.2.1.15).
2. Provide a typical wall opening detail or details, and include notation for spacing, to assure acceptance of existing flows from the east - see drainage report comment # 3 (DS 2-02.2.1.27).
3. Specify a minimum inside clear dimension of 10' in the dumpster enclosure detail - dimensioning currently specifies 10' clear from the side wall, rather than the bollard in the detail provided (DS 6-01.4.0).
4. Depict scuppers; fully labeled and dimensioned at basin outflow locations, in accordance with drainage report recommendations. Assure all items on the grading plan match those depicted on the site plan.
5. Depict, label and dimension retention/detention basin maintenance access ramps and any security barriers, where applicable on the site and grading plans (ref. drainage report comment # 4).

GRADING PLAN:
The grading plan must indicate all revisions that occur as a result of drainage report and site plan comments provided for this project. Please ensure the site and grading plans are consistent with one another prior to resubmittal. Additional comments may be necessary upon resubmittal depending upon the nature and extent of necessary revisions. Please address all comments listed below and clearly depict grading/construction-related changes to the site that occur as a result of all comments provided.
1. Revise general grading note # 10 to specify conformance with City of Tucson Development Standard 11-01.0. These standards may be accessed at http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf
2. Depict all items requested in drainage report comments # 4, above.
3. Provide existing spot elevations adjacent to the northeast basin outlet, demonstrating positive drainage will be achieved.
4. Depict the proposed driveway entrance/PAAL at this location, as proposed on the site plan. Ensure all dimensioning is provided and consistent with the site plan.
5. Provide an east-west cross-section for the northwest basin, depict basin maintenance access ramps, outlet weir details, and associated erosion protection, fully labeled and dimensioned.
6. Provide an east perimeter cross section and additional spot elevations/proposed finish grades for this eastern PAAL.
7. Depict and label grading limits.
8. Depict detention basin outlets, any out-fall/riprap channels discharging to the right-of-way, and associated scuppers with details for 10-year flow conveyance (minimum) under sidewalk areas.
9. Provide inlet and outlet invert elevations for the proposed 18" cmp at the northwest basins.
10. Include a City of Tucson Field Book and Page number or GPS control point, with a specific basis of elevation and description provided on the plan. This information may be available at: http://tdotmaps.transview.org/mapguide_mwf_tdot.htm
11. Revise and include all construction details and notes consistent with a revised drainage report and site plan.
12. Due to concerns regarding basin infiltration requirements, please add the following General Note: "Infiltration test results shall be submitted upon basin completion after 90% grading construction is complete. The Certificate of Occupancy or final grading acceptance shall be held until function of the basins are determined to meet design requirements as specified per the approved Site and Grading plans, drainage and geotechnical reports".

STORMWATER POLLUTION PREVENTION PLAN (SWPPP):
Previous comments (Sept. 2004) do not appear to have been addressed. Please submit three copies of SWPPP text with specific description and discussion addressing all required items for stormwater pollution prevention, as outlined in the construction SWPPP Checklist, available at the following link: http://www.adeq.state.az.us/environ/water/permits/download/cswppp.pdf. Ensure a copy of the Arizona Pollutant Discharge Elimination System (AZPDES) General Permit is included in the text and that each submittal contains a signed copy of the Notice of Intent (NOI) as submitted to Arizona Department of Environmental Quality (ADEQ). The SWPPP should be consistent with the Site and Grading plans and drainage report. Listed below are some items that must be included with a resubmittal. Please visit the links provided for complete SWPPP preparation/requirements. Listed below are some items that must be provided, at a minimum:
1. Provide the project owner/operator's name and signature with date.
2. Provide a copy or copies of signed owner/operator certifications with the resubmittal.
3. Depict and label an appropriate washout location.
4. Depict and label a sediment trap or basin (optional).
5. Depict and label an appropriate protected material storage area.
Resubmittal will require a revised Drainage Report, Site, Grading and Stormwater Pollution Prevention Plans addressing all items listed above. Please enclose "redlines" with the resubmittal package for reference. Subsequent comments may be necessary upon resubmittal.

2. Revise plan to comply with LUC 3.7.2.3.a. Every parking space shall be located within forty (40) feet of the trunk of a canopy tree (as measured from the center of the tree trunk).
There is one space east of the building in the southeast portion of the site which is more than forty feet from a canopy tree.

3) The retention basin along Romero Rd. north of the driveway is is required to conform to the technical requirements and guidelines of DS 10-01.0. The maximum slope ratio for basins in excess of three feet deep is 4:1.
(p. 78). In addition 35% of the basin area should be planted.
This applies also to the basin along Prince Road.
Revise the the site/grading/landscape plans as necessary.

4) An interior landscape border is required adjacent to the MH zoned property. Canopy trees are to be located in every 33 foot segment of the border. Revise as necessary.
