Engineering Division has reviewed the Subject items. Approvals are not recommended at this time. Please provide revised site, grading and SWPP plans, and a revised Hydrologic and Hydraulic report. Include a response letter addressing all of the following comments:

HYDROLOGIC AND HYDRAULIC REPORT:
1. Revise the report to reflect B soils, as indicated on Tucson Department of Transportation (TDOT) maps (http://tdotmaps.transview.org/mapguide_mwf_tdot.htm). All hydrologic calculations and retention volume calculations must be revised accordingly.
2. Omit reference in the report to homeowner's association responsibility for basin maintenance, and specify the name, address and telephone # of the person(s), firm(s), agency or agencies responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of the drainage improvements described in the report. List any other documents where these responsibilities are documented, in accordance with Section 2.3.1.2 E of the City of Tucson's Standards Manual For Drainage Design and Floodplain Management - SMDDFM (Development Standard 10-02.0).
3. Show onsite drainage conditions on a topo map having a scale of a minimum of one inch equals 40 feet, with one foot contour intervals (the site or grading plan may be modified for this purpose). Show on this map: (a) watershed boundaries (b) all points of drainage concentration, and (c) flowlines and grade breaks used to compute basin lengths and average watercourse slopes, at a minimum (DS 10-02, Section 2.3.1.3 B 2).
4. Discussion and analysis in the report indicates this site will be affected by 100-year flows associated with Prince Road. Depict the 100-year floodplain limits and areas of sheet flooding resulting from 100-year flood peaks of 100-cfs or greater. Include spot- or water surface elevations, ground contours, and clearly label any regulatory floodplain as such, on the exhibit (DS 10-02 - Sections 2.3.1.4 C 1, 3, 6 & Sec. 5.2.2 & 5.2.5).
5. All hydraulic cross sections are to be clearly identified on a map of suitable scale so that they may be easily cross-referenced (DS 10-02, Sec. 2.3.1.4 E).
6. Describe and present hydraulic calculation sheets for each of the hydraulic systems used to collect offsite flow, such as collector channels and flow-through (wall) openings; and to return flow(s) to natural or existing locations and magnitudes along the downstream property line (DS 10-02, Sec. 2.3.1.5 B & F).
7. Provide a detailed site plan in the report, clearly showing the locations and dimensions of all proposed detention/retention systems, including (a) location, size and type of inflow and outflow structures, with dimensions and elevations of critical portions of each structure (b) the location(s) and size(s) of maintenance access ramps, (c) clearly marked dimensions of all building and erosion hazard setbacks, with dimensioning between structures and any proposed basins or drainageways provided (d) maximum water surface elevations, and limits of ponding, (e) locations and types of all security barriers to be installed and (f), erosion protection (riprap) sizing and dimensions (DS 10-02, Sec. 2.3.1.6 A 4 and DS 10-01.5.2.6).
8. For each significant watercourse (1 acre or greater in size) entering or leaving the site, the contributing drainage area with flow arrows and the 100-year peak discharge must be shown (DS 10-02, Sec. 5.2.4).
9. As part of the basin maintenance checklist, state that the annual inspection report shall contain the following summaries: (provide language verbatim, as written in DS 10-02 Sec. 2.3.1.6 C 2 a & b).
10. Provide notation that the owner/developer agrees to (1) have an Arizona Registered Professional Land Surveyor certify the lowest floor elevations of all new structures location within the floodplain; and (2) obtain a floodplain use permit from City Engineering - Development Services Department (DS 10-02 Sec. 5.2.6).
11. A soils report is required to be submitted in conjunction with the design of each surface storage facility which utilizes infiltration as a method of basin drainage. The report shall contain at a minimum, technical information on soil classification, erodibility, permeability, slope stability, groundwater elevation, infiltration rates, recommended minimum building setbacks (from basins and drainageways), whether or not hydro-collapsing soils are present, and contain the results of a minimum 30 foot deep soil boring (Pima County/City of Tucson Stormwater Detention/Retention Manual - DS 10-01 - Section 3.5.1.5).
12. Address/discuss and provide appropriate design for detention/retention basin embankment/emergency spillway requirements in the report (DS 10-01 Section 3.3.4).
13. Provide scupper conveyance/sizing calculations for basin discharge locations under sidewalk areas (Romero Rd and Prince Rod)
14. Provide retention basin percolation test results in the revised drainage report. Include discussion/analysis of the test results to assure the maximum allowed time of disposal will not be exceeded for each basin (DS 10-01.0, Sec. 3.5.1).
15. Please refer to Sections 3.5.1.1 - 3.5.1.4 of the Stormwater Detention/Retention Manual (DS 10-01.0) for additional retention/detention design guidelines, maximum disposal times, etc.

SITE PLAN:
Please note that revisions to the drainage report may result in necessary revisions or additions to the site and grading plans. Please assure all new construction related items and revisions are depicted on the grading plan.
1. Provide a note to repair/replace all sections of broken or damaged sidewalks in the public right-of-way.
2. Depict and label future sight visibility triangles based upon future curb location for Romero Road, in accordance with the City's Major Streets and Routes (MS&R) Plan & (DS 2-02.2.1.10 & DS 3-01.5.B 2).
3. Depict the limits of the 100-year floodplain with water surface elevations provided (DS 2-02.2.1.15).
4. Provide a typical wall opening detail or details, and include notation for spacing, to assure acceptance of existing flows from the east - ref. drainage report comment # 8. Include notation for any similar proposed wall or fence on the south property line (DS 2-02.2.1.27).
5. Depict maneuverability/access to the dumpsters, assuring 36' and 50' inside and outside turning radii are provided.
6. Provide 18' minimum unobstructed radii at all locations where a Parking Area Access Lane (PAAL) intersects another PAAL, where emergency and solid waste vehicles maneuver (DS 3-05.2.1 C 3 a).
7. Provide the PAAL width for the southern (east west) PAAL (DS 3-05.2.1 C 1).
8. Provide a typical dumpster enclosure detail and specify a minimum 5" thick concrete slab, with bollards to be placed on the rear and side walls of the enclosure, if required. Assure a minimum of 20 feet between sidewall bollards is dimensioned (DS 6-01.4.0).
9. Revise the proposed Romero Rd. ingress/egress location to comply with the minimum distance of 80' between driveways on a Major Streets and Routes Collector roadway, and depict the adjacent driveway location (to north) on a revised site plan (Section 5.4 - Transportation Access Management Guidelines, Adopted by Mayor and Council on March 17, 2003).
10. Depict and label 25' curb returns (or a standard driveway apron - COT SD 206) at the Romero Road ingress/egress.
11. Provide existing utility information in the Romero Road right of way, such as power poles and the traffic signal box, to prevent conflicts with the proposed (revised) driveway location.
12. Provide a note on the plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities" (DS 10-02.0, Section 14.3.2).
13. Depict scuppers; fully labeled and dimensioned at basin outflow locations, in accordance with drainage report recommendations. Assure all items on the grading plan match those depicted on the site plan.
14. Depict, label and fully dimension basin maintenance access ramps on the site and grading plan (ref. drainage report comment # 7).
15. Provide a basis of bearing.

GRADING PLAN:
The grading plan must indicate all revisions that occur as a result of drainage report and site plan comments provided for this project. Please ensure the site and grading plans are consistent with one another prior to resubmittal. Additional comments may be necessary upon resubmittal depending upon the nature and extent of necessary revisions. Please address all comments listed below and clearly depict grading/construction-related changes to the site that occur as a result of all comments provided.
1. Revise general grading note # 10 to specify conformance with City of Tucson Development Standard 11-01.0. These standards may be accessed at http://www.ci.tucson.az.us/dsd/DevStandsTOC.pdf
2. Provide all items requested in Drainage Report comment # 7 above, on the grading plan.
3. Provide existing spot elevations adjacent to the northeast basin outlet, demonstrating positive drainage will be achieved.
4. Depict the proposed driveway entrance/PAAL at this location, as proposed on the site plan. Ensure all dimensioning is provided and consistent with the site plan.
5. Provide an east-west cross-section for the northwest basin, depict basin maintenance access ramps, outlet weir details, and associated erosion protection, fully labeled and dimensioned.
6. Provide an east perimeter cross section and additional spot elevations/proposed finish grades for this eastern PAAL.
7. Depict and label grading limits.
8. Revise the proposed Romero Rd ingress/egress location to comply with the minimum distance of 80' between driveways on a Major Streets and Routes Collector roadway, and depict the adjacent driveway location (to north) on a revised site plan (Section 5.4 - Transportation Access Management Guidelines, Adopted by Mayor and Council on March 17, 2003).
9. Depict detention basin outlets, any out-fall/riprap channels discharging to the right-of-way, and associated scuppers with details for 10-year flow conveyance (minimum) under sidewalk areas.
10. Provide inlet and outlet invert elevations for the proposed 18" cmp at the northwest basins.
11. Include a City of Tucson Field Book and Page number or GPS control point, with a specific basis of elevation and description provided on the plan. This information may be available at: http://tdotmaps.transview.org/mapguide_mwf_tdot.htm
12. Revise and include all construction details and notes consistent with a revised drainage report and site plan.
13. Due to concerns regarding basin infiltration requirements, please add the following General Note: "Infiltration test results shall be submitted upon basin completion after 90% grading construction is complete. The Certificate of Occupancy or final grading acceptance shall be held until function of the basins are determined to meet design requirements as specified per the approved Site and Grading plans, drainage and geotechnical reports".

STORMWATER POLLUTION PREVENTION PLAN (SWPPP):
Please submit three copies of SWPPP text with specific description and discussion addressing all required items for stormwater pollution prevention, as outlined in the construction SWPPP Checklist, available at the following link: http://www.adeq.state.az.us/environ/water/permits/download/cswppp.pdf. Ensure a copy of the Arizona Pollutant Discharge Elimination System (AZPDES) General Permit is included in the text and that each submittal contains a signed copy of the Notice of Intent (NOI) as submitted to Arizona Department of Environmental Quality (ADEQ). The SWPPP should be consistent with the Site and Grading plans and drainage report. Listed below are some items that must be included with a resubmittal.
