RESUBMITTAL REQUIRED: Site Plan and Drainage Statement.

The Site Plan (SP) and Drainage Statement (DS) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:
1. Please include a response letter to the comments along with the corrected copies of the SP.
2. Please list estimated cut & fill quantities per D.S. 2-02.2.1.17.
3. Show Site plan number (T04CM02699) on all sheets per D.S. 2-02.2.1.29.
4. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice.
5. The grading differential for this project exceeds the 2.0-foot allowed in Section 13 of the 2000 IBC. Please proceed with the notification process in Section 13 for mitigation.
Drainage Statement:
1. A Drainage Statement is required. A DS is a brief description of drainage conditions applicable for a site which is not affected be 100-year flows of 100 cfs, or more, and is neither subject to detention requirements nor impacted by flows from a significant watercourse per S.M.D.D.F.M., chap. II, 2.1.3.
2. The content and format of the DS should follow S.M.D.D.F.M., chap. II, 2.1.3.
3. Show the project address on the cover of the Drainage Statement.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. The Zoning Review Section has reviewed this plan for compliance with Development Standards 2-02, site plan contents and specifications. Additional development standards used for review of the site plan include but are not limited to D.S. 2-08, 2-09, 3-01, 3-05. Also, the plan has been reviewed for compliance with the criteria for the Civic Use Group, Section 6.3.4 - Educational Use: Elementary School DD "5", Subject to the Performance Criteria Section 3.5.3.7.

A site plan for the Tag Elementary School was reviewed and approved back in August of 2002. Due to the number of students (300) and the acreage required (10 acres) to comply with one of the performance criteria 3.5.3.7.B the proposed development should have been submitted to the Rezoning Review Section and reviewed through a special exception process. The proposed expansion is not a significant increase in building area but under the code check data the number of students has increased from 300 to 350. Due to the number of students proposed the site area must equal 11.666 acres. In order to continue with this review and approval process the owner or applicant must apply for a special exception. Please contact Aline Torres at 791-4541 for more information on the Special Exception process.

I will review the plan for compliance under the assumption that the applicant will proceed with the proposed expansion but without increase in students. Make the appropriate revisions based on the following zoning comments. Other reviewing agencies will have additional comments related to the proposed expansion. If the applicant decides to pursue the special exception process please state so in the next submittal and response comments and be aware that a condition for a development plan may be imposed. The development plan will require review through CDRC.

2. Per the last approved site plan, the existing house was to remain but would be used for storage and maintenance. Please clarify if the use for the house has seized and if the building is being used as storage and maintenance as approved per the previous site plan. Annotate appropriately the use of the existing house. DS 2-02.2.1.A.

3. Draw a dimensioned detail drawing of the actual bicycle parking area. It is not clear if the proposed racks will meet the requirements. DS 2-02.2.1.A.9

4. Please submit or add to the drawing the following information.

a. Provide a copy of the State of Arizona license to verify the number of students the school has been certified to enroll. Zoning compliance shall not be granted for an Educational Use, which has approval from the authorizing agency for more students than can be accommodated on the site in accordance with zoning requirements or performance criteria.

b. The minimum site area required for the site is 11.66 acres for 350 students. This site is only 9.5 acres and does not meet the minimum site area required.

c. Add a general note the hours of operation.

d. Please clarify if any outdoor activity is proposed or areas for outdoor activities exist. Please define the areas, dimension from the property line, and label the areas appropriately.
