2. Per L.U.C. 3.3.4 "Multi-family Residential" bicycle parking requirements, a total of two (2) Class II bicycle parking spaces are required. Please note the number and type of bicycle parking spaces required and provided under the parking calculations block.

6. Keynote 30 (light pole) in front of unit 4 is obstructing the pedestrian path. Please relocate to an area, which will not interfere with vehicular or pedestrian circulation.

7. Vehicle parking spaces are not numbered correctly. Parking calculation notes 25 spaces to be provided. The plan shows more than 25. In addition, there are vehicle parking spaces called out adjacent to the fire lane in front of units 1-4. If these are to remain they must be 8 feet by 23 feet in length.

8. Clarify what the hatched line located between the parallel parking spaces and the PAAL is for?

9. 7'2" wide vehicle parking spaces next to the handicap parking space do not meet the minimum width (8.5') required. Revise or remove as required.

10. If Engineering section is requiring access to the retention basin for maintenance please provide post bollards or other approved type of barrier, which will prevent vehicles from accessing this area. The access is not wide enough or does not provide sufficient turnaround area for vehicles. If access is meant for maintenance vehicles you may want to provide post bollards which can be removed at times of maintenance only and make necessary note of this on the plan.

11. All requested changes must be made to the site and landscape plans.

SUMMARY: Engineering Division has reviewed the site and grading plans received on March 19, 2004. The applicant must complete and submit a grading permit application with 3 grading plans and 3 sets of Stormwater Pollution Prevention Plans (SWPPP's), prior to issuance of any permits for this site. Approval of the Site Plan is not recommended at this time. The following comments are offered:

SITE PLAN COMMENTS:
1. Nearest pavement edges of driveways must be spaced a minimum of 80' apart on all collectors and arterials (Major Streets and Routes), in accordance with section 5.4 of the City of Tucson's Transportation Access Management Guidelines, adopted by Mayor and Council on March 17, 2003. The plan must be revised to demonstrate conformance with this requirement. Ensure adjacent driveways are depicted and dimensioned on a revised site plan.
2. Label the sidewall bollards, a minimum 5" thick concrete base, and a minimum 10' clear inside dimension for the dumpster enclosure - detail 2, sheet 4 (DS 6-01.0).
3. Depict and label the refuse vehicle maneuverability area and turning radii, fully labeled and dimensioned, per Development Standards (DS) 2-02.2.1.32 and 6-01.10 figure 1;
4. Depict and label 18' curb return radii, minimum, at all locations where parking area access lanes (paal's) intersect another paal (DS) 3-01.10, Figure 6;
5. Depict roof drainage directions, downspout locations and associated scuppers, clearly labeled, for conveyance of 10-year flows, minimum, under sidewalk areas (DS 2-08.5.1 E);
6. Demonstrate water harvesting to the maximum extent reasonably possible, per City of Tucson Land Use Code, Section 3.7.4, and the City of Tucson Standards Manual for Drainage Design and Floodplain Management (SMDDFM), Section 14.2.10 (DS 10-02.0). Please provide finish grades, typical cross-sections or notes demonstrating water harvesting in the landscape areas.
7. Drainage reports are required to contain language for Retention/Detention basin maintenance responsibility and liability, including provision of a detailed checklist and schedule to be used for annual and as-needed inspections, to be performed and certified by a state-registered civil engineer. Provide a revised drainage report including these items, OR include with the site plan, per the SMDDFM (DS 10-02.0, Sections 2.3.1.6 C and 14.3);
8. Depict a 15' wide basin maintenance access ramp, the slope of which may not be in excess of 15 percent (SMDDFM, Section 14.3.4);
9. At a minimum, depict the 100-year basin ponding limits with a note providing the water surface elevation, on sheet 1 (DS2-02.2.1.15);
10. Keynote 10 refers to a grading plan that could not be located in the package. Please provide a grading plan with a completed grading permit application and SWPPP's with a resubmittal. GENERAL COMMENTS:
1. Recent changes in Federal Regulations require that all construction sites disturbing one acre or greater must meet compliance with Arizona Pollutant Discharge Elimination System (AZPDES) requirements. To meet these requirements, the resubmittal must include a completed grading permit application with 3 sets of grading and Stormwater Pollution Prevention Plans, if the area of disturbance is one acre or greater. 2. Complete and submit a grading permit application with the resubmittal. The plan must clearly depict and label grading limits and include general grading notes, with a note describing conformance with the 2000 International Building Code (IBC), Chapter 36, excavation and grading, where applicable.
**Subsequent comments may be necessary upon resubmittal, due to possible re-configuration of the site in response to the above comments**
