The following items must be revised or added to the site plan. Please include a response letter with the next submittal that states how all comments have been addressed.

RESUBMITTAL REQUIRED: SITE PLAN, HYDROLOGY REPORT

1. A drainage report is required for any site greater than one acre or for any site subject to detention requirements (critical or balanced basin). This site is less than one acre in size and is not subject to detention requirements. Therefore a drainage report is not required. However a hydrology report is required for sites impacted by 100-year flows. This site is impacted by 100-year flows. Re-label this report as a, "Hydrology Report." Standards Manual for Drainage Design and Floodplain Management (SMDDFM) 2.1.

2. Put the submittal number on the cover sheet of the hydrology report, i.e., 2nd Submittal. SMDDFM 2.3.1.1.A.

3. Put the activity number of the site plan and the floodplain use permit on the cover page of the hydrology report. SMDDFM 2.3.1.1.B.

4. Type out the correct address on the cover sheet on the report. SMDDFM 2.3.1.1.B.

5. Put the Township, Range and Section and the cover sheet of the report. SMDDFM 2.3.1.1.B.

6. Put a Table of Contents in the hydrology report. SMDDFM 2.3.1.1.G.

7. Briefly describe the general location in a separate section from the project description section. Include the watercourse on Navajo Road in the general location description. SMDDFM 2.3.1.2.A.1.

8. State the FIRM panel number, floodhazard zone and water surface elevation in the general location description. SMDDFM 2.3.1.2.A.1.

9. The address on the page with the location map is incorrect. Revise as necessary. SMDDFM 2.3.1.2.A.2.

10. The geographical relationship of the watercourse must be shown on the location map. Identify and show the Navajo Wash watercourse on the location map. SMDDFM 2.3.1.2.A.2.

11. Provide a legal description in the hydrology report. SMDDFM 2.3.1.2.A.3.

12. The purpose of a Hydrology Report when a project is within a FEMA floodplain is to address the encroachment to the surrounding area of the proposed project and establish Finish Floor Elevations (FFE) which assure that all structures are free from flooding during a regulatory flood. The hydrology report did not address either. Clearly state the purpose and objective of the hydrology report.

13. Submit a comprehensive list of Permits that either have been or will shortly be obtained. SMDDFM 2.3.1.2.F.

14. Give the name of the Regional Watercourse into which the project drains. The Regional Watercourse for this area is Ruthrauff Wash. SMDDFM 2.3.1.3.A.1.

15. Give the scale on all three maps. SMDDFM 2.3.1.

16. Provide either a topographic map at a scale of one inch equal to 200 feet, or larger, or (preferably) an aerial photo that shows:

a. The parcel boundaries, major streets and drainageways (Navajo Wash).
b. Boundaries of the off-site watersheds affecting the site.
c. Principal points of drainage concentration.

What has been provided is unacceptable please refer to section SMDDFM 2.3.1.3.A.3. for the necessary requirements of this section in a hydrology report.


17. Remove the +/- from all numbers in the section titled, "Project Description." Flow calculations (amounts), distances and elevations must be to the nearest tenth. Approximates are not acceptable. Revise the hydrology report to show exact distances, elevations and flow amounts.

18. In several areas in the project description the words, "appears" and "generally." The purpose of a hydrology report is to be accurate and exact in effort to determine if the development is in compliance with the City of Tucson's codes. Take out the verbiage, "appears," and "generally," and be specific about the data.

19. The Benchmark number is incorrect. The report shows a benchmark number at RM 130 the center of Hedrick and mountain Ave. The correct number is RM 284 located at the intersection of Hedrick Drive and Mountain Ave. Revise report accordingly.

20. As stated in comment number 12, one of the purposes of the hydrology report is to address encroachment of the structure to the surrounding area. Encroachment analyses is required whenever a new structure is placed within the FEMA floodplain. This has not been done. Chapter 26 Floodplain and Erosion Hazard, Section 5.2., states development within the floodway fringe cannot increase the base flood elevation more than one-tenth of a foot. Revise the report to include an encroachment analysis. Chapter 26-5.2., SMDDFM 2.3.1.4.F.

21. Include the panel number of the FEMA map in the project description. Revise report.

22. Clearly state the water surface elevation and the required (minimum) finish floor elevation for the proposed development. An elevation has been stated however it is not clear if it is the current ground elevation or the finish floor elevation. Remove the +/- symbol and clarify the type of elevation it is.

23. The as-built finish floor elevation must be certified by a Registered Land Surveyor on the form provided (Elevation Certificate) with the Flood Use Permit providing proof that the floor was poured to the correct elevation.

24. The conversion +/- 2' for the datum is incorrect. After researching the Pima County DOT Map site the geodetic control point reads the correct conversion is 2.23'. Revise the report accordingly.

25. Stormwater must be accepted and released from developments essentially at the same locations, and with the same magnitudes, as encountered under natural or existing conditions. The structure will need to be elevated to meet code. How is elevating the structure going to effect the current drainage? Are there any perimeter walls that are going block flow? Please address offsite to onsite flows and onsite to offsite flows in the hydrology report. SMDDFM 12.5

26. Because of the incompleteness of the submittal, additional new comments will be forthcoming with the next submittal.


SITE PLAN COMMENTS

1. Please include Water Surface Elevation (WSE) on the Site Plan and finish floor elevation on the site plan.

2. Add a general note to the site plan stating the entire property is in FEMA Flood Hazard AE.

3. Site plan must specify datum used for all elevations. Revise the site plan to show the correct datum on all elevations.

4. Add a note on the site plan giving the estimated cut and fill quantities. If the cut and fill quantities equal 50 cubic yards or more submit a grading permit application card (the green card) and a grading plan with the second site plan submittal, DS 2-02.2.1.A.13.

5. It is not clear what the finish floor elevation is at this time. Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in IBC Chapter 36 Section13.1. If differential grading is an issue for this site, this process must be complete prior to site plan approval.
