The Site Plan was not approved at this time. Please address the following comments. Site Plan Comments: 1) The site plan shows a proposal to widen South 12th Avenue. Show how the transition from the existing profile will be achieved. Otherwise, provide a plan showing the proposed extent of development that will be completed at this time. You may provide an additional site plan showing that the required design elements can be provided in the event that 12th Avenue is widened to its ultimate width. 2) Clearly label existing and future SVTs. The dimensions on the near side SVTs and far side SVTs are reversed. 3) Revise the solid waste container location so that they do not encroach within the utility easement. 4) Provide a letter from Environmental Services approving the use of ninety-gallon containers. The letter must specifically address the proposed pickup location. 5) Revise the North Arrow to show the correct alignment 6) The existing restaurant building is labeled with a finish floor elevation of 0.00. PROJECT: T04CM01179 Retail and Wholesale Plaza 5433 S. 12th Avenue TRANSMITTAL: August 13, 2004 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. There is overprinting of text in the area of the plan where the bicycle parking detail meets the h/c parking detail. Revise for legibility 2. Provide the maximum slope of the handicapped access aisles (adjacent to the h/c parking space) to be provided. The h/c access aisle may not be placed within the required pedestrian sidewalk. Revise location of h/c van accessible aisle and revise parking calcs if necessary. Remove the 5-foot dimension for the aisle from the h/c parking detail, as the single h/c space is required to be van accessible, with an 8-foot aisle. ANS/ IBC 3. The location map is inaccurate. Revise to show that the 1st Avenue alignment runs along the east side of Sec. 1, T. 15 S, R 13 E. Also, Oregon and Canada Streets are not shown in their correct location. The bicycle parking detail does not match the configuration of the site plan relative to the building wall. Also, the calculations and keynote 14 indicate a single 2-bike rack, but the detail and plan show two 2-bike racks. Revise for consistency/clarity. DS 2-02.2.1.A.9 6. No loading zone is shown on the site plan and it is indicated in the calculations that one is required and none are provided. Revise required MS&R building setback as follows: the MS&R setback along 12th Avenue is required to be the greater of 21 feet or height, dimensioned from back of future curb location. Revise setback table and dimension MS&R setback correctly on the drawing. The setback to adjacent R-2 zoning to the east is required to be 1-½ times the height of exterior structure wall. This setback is not met (only 4-foot buliding setback provided). The waiver of setback requirement can be rolled into the B.O.A. variance application (see comment 10). DS 2-02.2.1.A.38 LUC 3.2.6.4 LUC 3.2.6.5 8. Provide a copy of recorded cross-access with the restaurant property to the south. Add docket and page information to the site plan for the agreement. 9. Revise north arrow to be correct. DS 2-02.2.1.A.1 10. The maximum allowed FAR per development designator "31" is 0.90, not 0.75 as stated. Please revise. LUC 3.2.3.2.B 11. Label the MS&R dimensions as to which one is existing and which one is future ½ right-of-way. DS 2-02.2.1.A.19 12. Dimension the pedestrian sidewalk under the porch area to show that a minimum 4-foot clear width is provided, not counting the 2-½-foot vehicle overhang area. Show the location of any support posts which may reduce the width of pedestrian circulation. Posts or other obstructions may not reduce the width to less than four feet. DS 2-08 13. Place a note on the plan stating that the project is designed to meet the criteria of Sec. 2.8.3, MS&R setback zone.
