Plumer Avenue Site Plan Transmittal date: 3rd Review August 16, 2004 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This site plan has been reviewed for compliance with the site plan content and specifications of development standards 2-02, on site pedestrian circulation (sidewalks), 2-09 bicycle parking, 3-01 sight visibility triangles, 3-05 vehicular use areas and pedestrian refuge, and land use code criteria for the specific use of Day Care, DD "41". It has been determined by DSD staff that if the existing sheds are removed from the site the square footage of the proposed modular structure will not exceed a greater than 25% expansion. Therefore this plan has been reviewed for compliance with the same DS requirements but only for the expansion. Please address the following items and resubmit for review and approval. For your convenience I will review the site plan over the counter at the next submittal. The comments are minor in nature and would be acceptable for over the counter review by me. 2. Per the last approved site plan this development had been provided with five vehicle-parking spaces. The parking ratio for the new modular building is based on one space per 200 square feet of gross floor area. The modular building is equal to 1219 square feet of gross floor area. Six new parking spaces of which one space must be a van accessible parking space with an eight-foot wide access aisle are required. The total number of parking spaces that must be provided on site is 11 spaces. The required number of parking spaces have been provided on site but because the vehicular use area has been re-striped and the new parking spaces have been added to the northwest corner of the site some additional deficiencies have bee encountered. Please address the following items related to the vehicular use area. a. The minimum width of a PAAL with parking stalls that are designed at a 90 degree angle to the PAAL require a 24-foot wide area. The PAAL are between the new parking spaces and the re-striped parking area is 20 feet. Redesign of this area must be made or a Board of Adjustment variance will be required to allow the PAAL to remain at 20 feet in width. b. The required sidewalk adjacent to the parking spaces along the northwest corner must be constructed of concrete. This sidewalk is required as a result of the expansion. The pedestrian circulation from the modular building must connect to the existing structures and must connect to the sidewalk leading out to the street. The assumption here is that the modular structure does not have direct pedestrian circulation to the street sidewalk but is connected via the existing building that does have connection to the required sidewalk. c. Revise the note labeling the handicapped parking space access aisle as a striped PAAL. The area next to the H.C. parking space is a required access aisle, which may connect to the continuous pedestrian circulation in certain situations. This, I believe is one of those situations. d. The width of the parking space along the south side of the building must be a minimum of ten feet wide. Please insure that the width of the parking space is revised. See DS 3-05.2.1.B.3 for more information. e. The roadway conditions do not appear to be at maximum width construction for purposes of sidewalk and curb location. If the future curb and sidewalk will be constructed closer to the property line than as shown on the plan the sight visibility triangles must be revised to reflect the new curb location. If the curb location is to be constructed elsewhere other than as shown on the plan please be advised that the new parking spaces may be with the sight visibility triangles. 3. Please see redlines and for reference information related to the comments. 4. Please label the angle of the existing parking and refer to parking area table in development standards 3-05 for parking space width, length, PAAL width etc. based on the proposed angle of the parking spaces. The existing vehicle parking area has been re-striped and the parking spaces must meet the minimum space dimensions based on the proposed angle parking. Please label as requested and insure that the parking spaces meet the required dimensions based on the proposed angle. 5. A requirement to replace the required five-foot wide street landscape border as was approved per the last site plan. The Zoning Supervisor has requested that the Landscape Review section review the proposed vegetation in the five-foot landscape border. The landscape materials must be approved before final approval of the site plan may be attained. Please call Joe Linville or Andrew Conner to make an appointment to discuss the landscape border.
