Speedway Boulevard Site Plan Transmittal date: 1st Review March 17, 2004 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. The property description as listed does not match the Assessor's record information. As a matter of fact this development encompasses two separate parcels with separate Pima County Tax Code Parcel Numbers. Prior to final approval of thus site plan, a Tax Code Parcel number combo and a recorded Lot Combo Covenant that will run with the land will be required. The tax code combo must be processed through the Pima County Assessor's office. Please call their office for information regarding the required documentation and process. The lot combo covenant form may de downloaded from the City of Tucson Development Service web site. If you have any questions regarding this comment or have problems downloading the lot combo covenant form, feel free to call me at 791-5608 ext. 1181. Keep in mind that the legal description must be revised on the site plan to clearly describe the entire parcel. DS 2-02.2.1.A.2 2. The location map must cover a one square mile area and must be drawn at a scale of 3 inches = 1 mile. The section, township and range and scale of the map are to be listed below the location map. DS 2-02.2.1.A.4 3. Label the building dimensions for the proposed prefab structure. DS 2-02.2.1.A.6 4. The number of vehicle parking spaces that are required for this use is 11. Per the site plan 14 useable spaces are shown. Revise the vehicle parking calculations to state that 11 vehicle-parking spaces are required and that 14 have been provided. Also please dimension the parking spaces that face Speedway. DS 2-02.2.1.A.8 5. Dimension the driveway entrance and the PAAL between the two rows of parking. The PAAL between the proposed loading zone and the east property line must be dimensioned. The minimum width for two-way traffic is 24 feet. Also the gate granting access to the back yard area must be a 24 feet wide and must be relocated to the east property line away from the back of the loading zone. DS 2-02.2.1.A.11 6. List the proposed use of the new structure, storage area, mechanical room, office etc. The pedestrian circulation must connect from the existing onsite sidewalk to the new building. A minimum four-foot wide concrete sidewalk is required. If the sidewalk is placed next to the PAAL the sidewalk must be physically separated by curbing, bollards, raised sidewalk etc. The sidewalk must also be accessible for the handicapped. Show ramps where required. DS 2-02.2.1.A.12 7. Indicate the location, type, and size of existing or proposed freestanding signage or billboards. DS 2-02.2.1.A.13 8. As stated in comment 5, the loading zone location may not be placed within a PAAL area. Based on the location of the gates leading to the back yard the vehicles needing access to the back yard would have to cross over the loading zone. The gates must be relocated and made 24 feet wide or the loading zone must be placed elsewhere and maneuverability into and out of the loading zone must be demonstrated. DS 2-02.2.1.A.14 9. If applicable show and label the location, type, and height of existing or proposed freestanding lighting. DS 2-02.2.1.A.27 10. See landscape reviewer comments regarding the requirements for landscape borders and screening. DS 2-02.2.1.A.27 11. Label the zoning classifications adjacent to this site including the zoning classification across the street. DS 2-02.2.1.A.28 12. Under the Use note add the following, (Distribution System DD "12" Subject to LUC 3.5.11.1.A., .E and .I) DS 2-02.2.1.A.31 13. The refuse container may have to be relocated if the issue with the loading and PAAL cannot be resolved. See Engineering comments for more information regarding the refuse container. DS 2-02.2.1.A.32 14. Revise the lot coverage calculation to include the vehicular use area. The allowed lot coverage for this use is 60 percent. Lot coverage includes all structures and vehicular use areas. The allowed and actual floor area ratio must also be listed. Maximum floor area ratio is .40. Revise or as required, all LUC code data information such as required and the number of vehicle-parking and loading zones required and provided, allowed and actual floor area ratio, allowed and proposed building heights, allowed and actual lot coverage. DS 2-02.2.2.A.1 - .6 15. Additional comments may be forthcoming based on the response comments and revised site plan.
