| 05/10/2004 | DAVID RIVERA | ZONING | REVIEW | Denied | DSC TRANSMITTAL FROM: David Rivera Senior Planner FOR: Patricia Gehlen Principal Planner PROJECT: T04CM00551 2130 N. Kolb Road Vehicle Rental and Sales Use Site Plan Transmittal date: 1st Review May 6, 2004 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This plan was presented as a T.I. for Office Use. This plan is for Vehicle Rental and Sales use. The previous approved site plan, which was submitted with this plan does not indicate an existing or proposed concrete area for parking or other use. Therefore this plan has been reclassified as a greater than 25 percent expansion in vehicular use area for review purposes and requires that the entire site be brought into full code compliance. All approvals as a T.I are void and the plan must be reviewed by each DSD discipline for compliance with applicable codes and requirements. Site fees will be applied to this review and must be addressed with the Customer Service Clerks prior to the next submittal of the site plan. Please address all zoning comments and submit if applicable all requested documentation. 2. Please, revise the legal description as noted on the Pima County Assessor's legal printout see attachment. If the legal description has changed please submit a copy of the document that was recorded with the new legal description. DS 2-02.2.1A.2 This site is made up of two separate parcels (per the Pima County Assessor's records), tax code numbers 133-15-320C and 133-15-320D. Prior to final approval of the site plan the lots must be combined. A Pima County parcel tax code combo and a lot combo covenant will be required. The parcel tax code combo must be processed through the Pima County Assessor's office and the lot combo covenant is a document that must filled out by the owner and recorded through the Pima County Recorder's office. The lot combo covenant may be downloaded from the DSD web site. (I have attached a copy of the covenant to the site plan for your convenience.) 3. Add the section corners to the location map and draw and label the Pantano Wash. Also label the COT/Pima County jurisdiction limits. DS 2-02.2.1.A.4 4. Please label the existing building and carport dimensions and height on the site plan sheet. Label the street and north side building setbacks from the existing building. DS 2-02.2.1.A.6 an .7 5. Label the dimension of the wheel stop from the front of the parking stall. The minimum distance should be two and one-half feet from the front of the parking stall. In addition, the handicapped parking stall must be a van accessible space (draw, dimension, and label the access aisle), which must be provided with an eight-foot wide access aisle. Please revise as required. Also, the parking space labeled number one may not be useable due to the required ten-foot wide landscape border. Per the plan the landscape border has been partially placed in the right-of-way. The entire landscape border must be placed completely on site unless the City Engineer has granted approval. Once the landscape border has been placed in the correct location the parking stall may not be accessible. See landscape reviewer comments related to the landscape border. Revise as required and provide any necessary documentation. DS 2-02.2.1.A.8 6. Add a detail drawing of the proposed class-one bicycle facility. The detail drawing must include the number of bicycles the facility holds, name and manufacturer, type of facility, surfacing material and lighting. DS 2-02.2.1.A.9 7. I cannot be sure but I believe that the total street build out has not occurred for Kolb Road. The future curb to property line dimension is to be 12 feet based on the cross section for a 150-foot right-of-way. The location of the curb and sidewalk as shown the plan does not reflect the future street build out. The existing and future sight visibility triangles must be shown on the plan based on the existing and future conditions. Add and dimension the future curb and sidewalk and draw future sight triangles. Keep in mind that the lines of sight cannot be obscured between 30 and 72 inches. DS 2-02.2.1A.10 8. Dimension the width of the PAAL between the south wall and the pedestrian walkway. Also dimension the width the of the new PAAL area between the end of the parking spaces and the south wall. The minimum width for a two-way PAAL is 24 feet. A minimum of two feet must be maintained between a PAAL and wall, screen or other obstruction. The PAAL at the entrance and extending the length of the building must be a minimum 26 feet. Also a five-foot pedestrian refuge with a four-foot wide concrete sidewalk is required between the building and the PAAL. The sidewalk must be physically separated from the PAAL by constructing a raised sidewalk, adding wheel-curbing etc. The sidewalk must be concrete. A back-up spur is required at the end of a row of parking (towards the east property line). The wheel stop must be extruded concrete curbing and must be designed based on D.S. 3-05.2.2.D, see development standards and detail drawing. DS 2-02.2.1A.11 9. A concrete sidewalk four feet in width must be provided from the street sidewalk onto the property and must connect to the on site pedestrian circulation. Draw and label the sidewalk and width. The sidewalk must also connect to the location of the handicapped parking access aisle. The location of the crosswalk as shown does not provide for a safe circulation to the front office. Remove the crosswalk from front of the canopy and route the sidewalk around the north side of the canopy. Add additional access ramps if required. DS 2-02.2.1A.12 10. Label the size and type of the existing sign along the north west side of the site. The sign must not interfere with the pedestrian access. A minimum of four feet clearance is required between the sign and the edge of the sidewalk for pedestrian access. DS 2-02.2.1A.13 11. If applicable draw and label all existing or proposed easements. The location, width, purposes, and recordation information must be labeled. DS 2-02.2.1A.20 12. As stated in comment seven, the future curb and street sidewalk must be drawn and labeled on the plan. DS 2-02.2.1A.21 13. If applicable all existing or proposed freestanding lighting must be drawn and labeled on the plan. The location, type, and height of the light poles must be labeled. DS 2-02.2.1.A.28 14. See landscape comments regarding the requirements for landscape borders, screening and NPPO. DS 2-02.2.1A.27 15. List the existing use. List the proposed use 'Vehicle and Rental Sales DD "331", subject to LUC sections 3.5.9.5.A and .B. DS 2-02.2.1A.31 16. See Engineering review comments regarding the type of refuse container required and location and access thereto. DS 2-02.2.1A.32 17. The landscape plan or information regarding landscape requirements must meet all requirements. See landscaper reviewer comments regarding the landscape borders, screening and NPPO. If required submit a separate landscape plan sheet and NPPO sheet. DS 2-02.2.1A.C 18. See development standards DS 2-02.2.2.A.1 through .6 for information that must be listed on the plan. In addition provide a separate data text block that lists the allowed and proposed FAR, allowed and proposed building heights, the number of vehicle parking spaces (including handicapped spaces) required and number provided, the number of bicycle spaces required and provided, etc. DS 2-02.2.2.A.1 - .6 If you have any questions about this transmittal, please call David Rivera, (520) 791-5608. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Revised site plan and landscape plan and requested documents. |
