Benson Highway DATE: 26 March 2004 ACTIVITY NUMBERS: T04CM00397 T15S, R14E, Section 5 SUMMARY: Engineering Division has reviewed the Site Plan received on 10 March 2004. This site lies within a designated critical basin. Resubmittal shall include a drainage report addressing critical basin flow reduction requirements (15% minimum reductions in the post-developed 2- 10- and 100-year flow events exiting the site), in accordance with Sections 1.4 and 2.1 of the Pima County/City of Tucson Stormwater Detention/Retention Manual (Development Standards 10-01.0 and 2-02.2 C). The report must also address the minimum contents outlined in section 2.3 of the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (SMDDFM) - Development Standard 10-02.0. Approval of the site plan is not recommended, and may not be, until a drainage report addressing the requirements noted above is approved and the items required for site approval are provided on the plan. Subsequent comments may be necessary upon resubmittal, in order to assure incorporation of retention/detention, and possible floodplain development requirements onsite. Please address the following comments on the site plan: 1. Depict existing and future sight visibility triangles for the Driveway/Parking Area Access Lane (PAAL) intersecting Benson Highway - a major (Arterial) street - in accordance with Development Standards (DS) 2-02.2.10 & 3-01.5.0 and the City of Tucson's Major Streets and Routes (MS&R) Plan (see redlines on plan). 2. Depict drainage patterns, lowest floor elevation, and proposed finish grades. The elevations provided do not coincide with current elevations/topography available online. Provide and label roof drainage direction(s), downspout locations and corresponding sidewalk scuppers for conveyance of drainage under all sidewalk areas (DS 2-08.4.1 E and 2-08.5.1 E). 4. Provide estimated cut/fill quantities (DS 2-02.2.1 A 17). 5. Dimension the existing and future half, or full right of way widths for Benson Highway. Please ensure future intersection widening in accordance with the MS&R Plan is depicted for the MS&R right of way (DS 2-02.2 A 19 & MS&R Plan). 6. All easements of record must be depicted with recording information on the plan (DS 2-02.2 A 20). 7. Dimension from street monument lines to existing and proposed curbs, sidewalks, and utility lines. Include the existing sewer line on, or adjacent to, the southwestern portion of the site (DS 2-02.2.1 A 21). 8. Depict and label the location of major physical features, such the adjacent drainageway (Earp Wash), on the site plan (DS 2-02.2 A 22). Please refer to comment # 10, below. Drainage and maintenance access easements may be required to be dedicated prior to site approval. 9. The plan must depict a dumpster location with an enclosure onsite, or provide written approval from Environmental Services Department for an acceptable alternative. All commercial site developments require an onsite centralized refuse provision with container location, size and access thereto fully labeled and dimensioned on the site plan (DS 2-02.2.1 A 32 an 6-01.0). 10. Additional required information, some drawn from a drainage report, must also be provided on a revised site plan. These include, but are not limited to the following: a) limits of the 100-year floodplain with water surface elevations at 200' intervals, minimum; b) 100-year ponding limits/water surface elevation for onsite detention; c) detention basin maintenance access ramp, a maintenance checklist, and basin responsibility information; d) erosion hazard setback for Earp Wash; e) 50' Watercourse Amenities and Safety Habitat (W.A.S.H.) Ordinance Study Area delineation. Please refer to Section 29-12, Tucson Code, for W.A.S.H. Ordinance development requirements. Subsequent comments may be necessary upon resubmittal, due to drainage requirements associated with this proposed development. 2.
