1. Alley access will not be allowed. Revise plan accordingly. This comment has not been addressed. Egress to an alley from a commercial property for delivery and solid waste vehicles is not acceptable. Revise the plan to show the delivery vehicles entering and exiting the property from 11th Avenue.

2. Remove the ingress/egress arrows located by the alley.

3. The trash enclosure is not accessible. The maximum back-up distance for the collection vehicle is forty (40) feet. Revise plan accordingly or contact John Clark (Environmental Services 791-3175 ext. 1136) for written approval of the current position of the trash enclosure. DS 6-01. This comment has not been addressed. Contact John Clark from Environmental Services for assistance for a solid waste enclosure location solution. Proposals not meeting the requirements of DS 6-01 will require a Development Standard Modification Request (DSMR).

4. Include the fill quantities on the site plan.

5. If fill quantities equal 50 cubic yards or more a grading permit is required. If fill quantities equal or exceed 50 cubic yards submit a grading permit application card (the green card) and a grading plan with the third submittal. IBC Chapter 36.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Copies of the elevation drawings were not included with the site plan submittal packet. The building setbacks must be verified. Submit copies of the elevation drawings as requested.

(Previous Comment: Submit copies of the building elevations with height dimensions in order to verify the proposed street building setbacks. The building setback must be dimensioned from design grade to the top of parapet, top of plate, or top of gable. DS 2-02.2.1.A.7)

2. Per the revised site plan it appears that the site will also be developed with residential units, which were not included on the previous site plan. All the proposed use on this site must meet code for the specific use as it pertains to the land use code development criteria. Add the required data for each use and insure that the criteria can be met for each use.

(Previous Comment: Please clarify what specific use is proposed. Under the parking calculation the proposed use is noted as Commercial Storage but the parking ratio used is for a Wholesale use. Please clarify the specific use and revise the parking calculations appropriately. If the specific use is Commercial Storage the number of vehicle parking spaces required will be less than indicated but will be acceptable as excess parking. DS 2-02.2.1.A.8)

3.Due to the comment by the engineering review section regarding the use of the alley for access into or out of the site it appears that the maneuverability into and out of the loading space will be a problem. Demonstrate how maneuverability will be accomplished without the use of the alley.

(Pervious Comment: Demonstrate maneuverability into and out of the loading space. It does not appear that a 55-foot long tractor-trailer would be able to maneuver in and out of the loading space in its present location. Also please add a note stating the number of loading spaces required and provided. DS 2-02.2.1.A.14)



4. Please include the development designator and any subject to section numbers for the residential use.

(Previous Comment: Under the General Site Information add as a note, the existing use of the site. DS 2-02.2.1.A.31)

5. Due to the comment made by Engineering regarding the location of the refuse container and the uncertainty of whether the location will be approved or not I am making the following comment related to the parking space adjacent to the refuse enclosure. When parking space abuts a vertical object greater than six inches in height the parking space width must be increased to ten feet to the door to open and provide access to the passenger or driver. The enclosure abuts the parking space and unless refuse container is moved away two feet from the parking space the parking space width must be increased as required.

(Previous Comment: See engineering comments related to the refuse container location. DS 2-02.2.1.A.32)

6. If the access to the alley is not permitted as noted by the reviewing engineer the gates will have to be permanently closed and the pedestrian crosswalk from the handicapped space to the sidewalk adjacent to the building will have to become a concrete sidewalk that is to be physically separated from the vehicular use area. The separation can be accomplished by constructing a raised four-foot wide concrete sidewalk, or providing extruded curbing along the sidewalk.

In addition a back-up spur will be required. See DS 3-05.2.2.D for information related to the requirements or design of the back-up spur.

7. Provide copies of the building elevations and building floorplans with the next submittal of the site plan. Failure to submit the requested information will delay the review and approval of this plan.
