SUMMARY: Engineering Section has reviewed the Drainage Report and Site Plan received on 8 January 2004. Approval of the Site Plan is not recommended at this time. Please address the following comments:

SITE PLAN:
1. Depict the Major Streets and Routes (MS &R) future right of way line (10' additional widening on the east side of 12th Ave.), future curb and sight visibility triangles in accordance with Development Standards (DS) 2-02.2.1.10 and 2-02.2.1.19 (see penciled items on sheet 1).
2. Revise the dumpster enclosure placement angle to accommodate service with provision of a clear approach of 14 by 40 feet (DS 6-01.4.1).
3. Revise the enclosure note to specify minimum clear inside dimensions of 10', with sidewall bollards and a minimum slab thickness of 5" (DS 6-01.4.2).
4. Depict and label minimum unobstructed radii of 18' where a PAAL intersects another PAAL where used for access lanes for refuse collection and loading zones onsite (DS 3-05.2.1 C 3 a).
5. Provide and label roof drainage direction(s), downspout locations and corresponding sidewalk scuppers for conveyance of drainage under all sidewalk areas (DS 2-08.4.1 E and 2-08.5.1 E
6. Provide a note for stormwater harvesting maximization in all landscape areas, in accordance with Section 14.2.10 of the SMDDFM and Section 3.7.4 of the City of Tucson's Land Use Code (LUC).

***GENERAL COMMENT***
A right of way excavation permit will be required for any proposed work in the right of way. Contact Permit and Codes Section, Tucson Department of Transportation - Engineering Division at 791-5100 for questions.

Resubmittal will require a revised Site Plan addressing all items listed above.

submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.
CODE SECTION/ DEVELOPMENT STANDARD

1. Per Pima County Assessors Records, the site is comprised of two (2) separate parcels which must be combined by providing a copy of the recorded City of Tucson Lot Combination Covenant and a copy of the approved Pima County Assessors Tax Combination form. A copy of the City of Tucson Lot Combination Covenant is attached to the yellow site plan card. The Pima County Assessors Tax Combination Form may be obtained at the Assessors office. (D.S. 2-02.2.1.A.2)

2. Note the height of the existing buildings and the maximum height of the proposed addition. (D.S. 2-02.2.1.A6)

3. Under the vehicle parking calculation and building area calculation please add a note which clearly indicates the existing storage and kitchen areas for buildings 1 and 2. All other floor area in buildings 1 and 2 must be included in the vehicle parking calculation along with the new dining area. (LUC Sec. 3.3.4) (D.S. 2-02.2.1.A.8)

4. Label and dimension the width of the one-way PAAL to verify compliance with angle parking requirements.

5. Provide disabled pedestrian access paths to buildings from both public right-of-ways (Jetty St./12th Ave.) and the disabled access aisle. (D.S. 2-02.2.1.A.12)

6. Is disabled access aisle flush with pavement? If so, please note on the handicap parking space detail or provide spot elevations and direction of slope.

7. Detail access ramps.

8. The bicycle parking racks do not have a minimum five (5) foot wide access aisle as indicated in the detail. (D.S. 2-02.2.1.A.9)

9. Label and dimension existing and future sight visibility triangles. (D.S. 2-02.2.1.A.10)

10. Dimension the width of the two-way PAAL's. (D.S. 2-02.2.1.A.11)

11. A five (5) foot wide pedestrian refuge area with a minimum four (4) foot wide concrete sidewalk is required between both buildings and the adjacent PAAL. (D.S. 2-08.4.1.B) (D.S. 3-05.2.2.B.1)

12. Provide a detail of existing and/or proposed free-standing signs, billboard, and outdoor lighting on the site plan. (D.S. 2-02.2.1.A.13) (D.S. 2-02.2.1.A.25)

13. Label and dimension existing and future right-of-way for 12th Avenue. Per the Major Streets and Routes (MS&R) Plan, 12th Avenue is designated for a 100-foot right-of-way. (D.S. 2-02.2.1.A.19)

14. If applicable, all existing or proposed easements must be shown on the plan including width, type, and recording docket and page reference. (D.S. 2-02.2.1.A.20)

15. Label and dimension the future curb location along 12th Avenue. The building setback required from 12th Avenue must be measured form the back of future curb. Per the MS&R, the face of future curb is located 11 feet in front of the future right-of-way line. (D.S. 2-02.2.1.A.21) (LUC Sec. 3.2.6.5.B.1)

16. Add a note, which states the existing and proposed use as listed under LUC Sec. 2.5.3.2.A: "Food Service development designator 28 subject to Sec. 3.5.4.6.A and .C."

17. Under the lot area calculations correct the acreage. (D.S. 2-02.2.2.A.1)

18. Provide the building area expansion calculation. (D.S. 2-02.2.2.A.6)

19. All requested changes must be made to the site and landscape plans.

1) Submit a native plant preservation plan per 3.8.4.1 or submit a native plant preservation application for exception if appropriate.

2) Indicate all applicable sight visibility triangles on the site and landscape plans. Revise the plans to locate all obstructions such as walls and other screening which exceed thirty inches in height outside of the the SVT. LUC 3.7.3.4

3) Use the same symbol on landscape plan as indicated on landscape materials table for Caesalpina pulcherrima and Prosopis chilensis. DS 2-07.2.2

4) Irrigation system will include an automatic timing controller per DS 2-06.5.4.A.10. Revise the plans to include the controller.

5) Landscape borders on 12th. Ave and 10th St. shall be a minimum of 10 ft. per LUC 3.7.2.4.A.1. Revise the plans to provide the minimum buffer width on all site and landscape plans.

No portion of the required street landscape border may be located within the MS&R right of way unless approved by the City Engineer. Provide verification, in writing, of any approvals received from the City Engineer.

6) Landscape borders and other site elements are proposed in the MS&R right of way. An approved site plan is required to show how the project will comply with LUC requirements when the MS&R right-of-way can no longer be used as part of the site revise plan as necessary per LUC 2.8.3.5.F.

12) Existing and proposed screen walls on the site are to be located in compliance with LUC 3.7.3.2.C. Locations of screening within street landscape borders are subject to placement restrictions.
