01/26/2004 | David Rivera | ZONING | REVIEW | Denied | DSC TRANSMITTAL FROM: David Rivera Senior Planner FOR: Patricia Gehlen Principal Planner PROJECT: T04CM00003 428 E. 9th Street Administrative Office/Retail - Proposed uses Site Plan Transmittal date: 1st Review January 26, 2004 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. ***Note: This project will be reviewed as an overall site plan with three different uses. Although an extension has been granted for the Board of Adjustment case C10-01-32 the plan submitted for review does not address the two new uses, Personal Service Use; Beauty Salon and Residential Use: Multifamily apartments. The plan must be revised to include all required LUC data information for each one of the proposed uses. I have also been made aware that an additional Board of Adjustment case decision is pending. Both Board of Adjustment case numbers, date of approvals, and conditions of approval must be listed on the plan unless the new supercedes the previous case. Additional comments may be forthcoming due to conditions of approval for the B. of A. The new uses must meet full code compliance as it relates to the Land Use Code and Development Standards that are applicable to the three new uses. Requirements that have been addressed by both B. of A. cases will not be commented on but must comply with the plan dated May 31, 2001. Please provide a copy of the May 31 2001 plan for reference with the subsequent submittal packet. Please address the following comments as required. 2. A small, project-location map shall be drawn on the first sheet of the site plan, preferably in the upper right corner. The map should cover approximately one (1) square mile, be drawn at a minimum scale of 3" = 1 mile, and provide the following information. a. Show the subject property approximately centered within the one (1) square mile area. b. Identify conditions within the square mile area, such as major streets and watercourses. c. Section, township, and range; section corners; north arrow; and the scale will be labeled. DS 2-02.2.1.A.4 3. In addition to the required sidewalk as shown on the plan the three sites must be provided with an accessible route that meets ADA compliance. The accessible route may be the same route as the existing or proposed sidewalks as long as the sidewalks meet the minimum slope requirements of 12:1. Stairs will not meet the requirements. The accessible route may be placed in a different location but must connect to onsite circulation that leads the pedestrian to the building. Also per DS 2-08.4.1.A, a concrete sidewalk that provides pedestrian access from Hoff Avenue to the site must be provided and must interconnect to the onsite pedestrian circulation/sidewalk. All sidewalks must be a minimum of four feet wide. Dimension the width of the sidewalks, demonstrate onsite circulation for address 426, and 430 and label the construction material for the sidewalks, concrete, pavers, brick etc. DS 2-02.2.1.A. 4. Indicate the location of existing or proposed freestanding signage. The size type and location must be labeled. DS 2-02.2.1.A.13 5. If applicable indicate the location and type of existing or proposed freestanding lighting. DS 2-02.2.1.A.25 6. List on the plan the legal existing uses for each of the parcels. DS 2-02.2.1.A.31 7. Prior approvals such as Board of Adjustment must be listed on the plan. The case number, the variances requested, the variances approved, and the conditions of approval must be listed. A copy of the most recent B. of A. Notice of Decision letter must be submitted with the subsequent submittal. DS 2-02.2.1.A.38 8. List on the plan for each parcel the specific use and development designator, along with any applicable LUC subject to section numbers, the allowed and proposed floor area ratio, and lot coverage. DS 2-02.2.2.A.1-.6 9. If the three sites will work as one site the onsite pedestrian circulation must interconnect.
