RESUBMITTAL REQUIRED: Grading Plan, Drainage Report, Floodplain Use Permit and SWPPP

The Grading Plan (GP) and Drainage Report (DR), Floodplain Use Permit (FUP) and SWPPP cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Grading Plan:

1. Please include a response letter to the comments along with the corrected copies of the GP.
2. Grade basin to drain.
3. Call out the quantity and interval of concrete drainage blocks for the screen walls.
4. Curb returns and wheelchair ramps will be required at both ingress/egress locations with 18' min. radii.
5. Call out the maintenance access ramp for the retention basin. The width for the ramp is 15' min. and the slope is 8:1 min.
6. Show the 100-year flood peak discharge.
7. Slopes of 3H: 1V require hand placed riprap.
8. Slopes of 2H: 1V or greater require grouted riprap.
9. Cut or fill slopes require a 2' minimum setback from property line.
10. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. Please address.

Drainage report:

1. Please include a response letter to the comments along with the corrected copies of the DR.
2. The conversion from NVGD 29 to NAVD 88 to establish the Lowest Floor Elevation does not include Chapter 26.5.2 requirement of 12" above the base flood elevation. Revise as necessary.
3. According to paragraph 2 in Chapter 2 "Project Description", the DR of Wyatt Street improvements was used for reference for this project. Add a statement in this DR that you have reviewed the data from the DR from the Wyatt Street improvements and agree to that data. The same statement to that effect shall be added to this DR for the Wyatt Street improvement plans phase II.
4. Complete the last sentence in the last paragragh in Chap. 4 "Floodplain and Erosion Hazard Management" to read that the project site will not be subject to erosion from the Acadia Wash. Otherwise without the addition of the "Arcadia Wash" in the sentence, the sentence implies the project may not affected by any other erosion on the property.
5. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. The suggested min. LFE form the DR is: COT datum = FEMA +2.45', 2449.0 + 2.45' = 2451.45' BFE, BFE + 12" = 2452.45 LFE. Is this correct? Revise DR as necessary.
6. An elevation certificate will need to be completed when the building has been constructed and returned to the engineering division for COT records dept. prior to the issuance of a C of O.
7. Percolation tests are required prior to the issuance of a grading permit.

Floodplain Use Permit:
1. Placement of fill in excess of 2' above existing grade at any location in the outer 100' of the developing site is not allowed and/or shall meet the requirements per D.S. 11-01. The suggested min. LFE form the DR is: COT datum = FEMA +2.45', 2449.0 + 2.45' = 2451.45' BFE, BFE + 12" = 2452.45 LFE. Is this correct? Revise DR as necessary.
2. The FUP cannot be approved prior to the grading plan approval.

Stormwater pollution prevention plan:
1. The SWPPP has been denied until the grading plan can be revised and at that time engineering will accept the SWPPP.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering, and Landscape Review Sections and until all zoning comments or concerns have been addressed.

2. A site card with DSD approvals by Fire, Zoning, Handi-cap, Engineering, and Landscape/NPPO including the approved development plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the approved development plan, landscape and NPPO plans are to be submitted with the grading plans packet for processing and approval as a site plan. No fees are involved in re-stamping the development/tentative plat plans as an approved site plan. The development plan may be walked through for stamps and site card sign off. Submit the following: two copies of the stamped development plan, landscape and NPPO plans must be included with the grading plans packet processed together for site approval.

3. Zoning will re-review the grading plan on the next submittal to insure compliance with the CDRC approved and stamped development plan and landscape plans.
