SUMMARY: Engineering Division has reviewed the subject grading and SWPP plans. A floodplain use permit will be required for the required erosion hazard setback bank protection prior to, or in conjunction with grading permit issuance. Approval is not recommended at this time. Please submit three (3) sets of revised grading plans addressing the following comments:

1. Please specify conformance to Development Standard 11-01.0 (excavation and grading) for site grading in the contractors (grading) notes.
2. Depict grading limits.
3. The proposed finished floor elevation for the new structure should be a minimum of 1' above the adjacent detention basin water surface elevation, in accordance with City of Tucson Development Standards for detention/retention basin design and floodplain development requirements. Revise the plan accordingly.
4. Depict and label a minimum 42" security barrier at the top of the channel on the northern portion of the site.
5. Provide a typical spillway detail for the south basins.
6. Include an east perimeter cross-section, or dimension from top of basin to property line, minimum.
7. Provide a note stating that separate retaining wall permits will be required, where identified. Provide cross sections showing retaining walls, with dimensioning from edge of building pads to all walls, at a minimum.
8. Please address and provide soils and geotechnical recommendations for slope treatments, setbacks, and earthwork/grading recommendations that apply to this site development.
9. Depict, label and dimension a basin vehicular maintenance access ramp.
10. Provide an administrative or project address.
11. Revise/correct the location for the proposed RCP to match the site plan.
12. Due to concerns regarding basin infiltration requirements, please add the following General Note: "Infiltration test results shall be submitted upon basin completion after 90% grading construction is complete. The Certificate of Occupancy or final grading acceptance shall be held until function of the basins are determined to meet design requirements as specified per the approved Site and Grading plans, drainage and geotechnical reports".
13. Provide a signed copy of the owner/operator certification in the SWPPP text.
14. Provide a signed/dated copy of the NOI as forwarded to ADEQ.
Resubmittal shall include 3 sets of revised grading plans addressing all comments provided above, and a copy of soils/geotechnical recommendations.
