1. Lots 21 through 32 and 46 through 64 do not comply with the differential grading requirements. The submitted justification letter does not provide enough information to allow the proposed non-compliant fill. Submit a revised justification letter that addresses the following:
· Lots 46 through 54 do not appear to be adjacent to the proposed fill on Mr. Isaacson's parcel. Justify the need to raise these lots above the allowable 2'.
· Submit a written permission from the impacted adjacent parcel owner (Mr. Ike Isaacson) in which the grade differences are specified (up to 7.00+ in some areas). The permission should not only state that Mr. Isaacson is aware of the work on his parcel, but it should also make it clear that because of this proposed fill on his parcel, lots 21 through 32 of Village 5 of Sycamore Park will be elevated to the proposed heights (as shown on the Grading Plan) and that he permits the proposed grade differential. Please advise Mr. Isaacson that his project may also need a permission letter from the owner(s) of Sycamore Park, Village 5, to allow him exceed the 2' grade difference when he submits his project for review.
2. The grading work on Mr. Isaacson's parcel requires a separate grading permit. Mr. Isaacson needs to submit a grading, SWPPP and NPPO plans for review and approval. Please be advised that the grading work on Mr. Isaacson should be permitted before Village 5 Grading Plan can be approved, otherwise, Village 5 Grading Plan has to be revised to show the work without the grading on Mr. Isaacson's Parcel.
