SUMMARY: The Grading Plan and Stormwater Pollution Prevention Plan were reviewed by Development Services Department Engineering Division. They were not approved at this time.

Grading Plan comments:
1. The grading permit cannot be approved until the tentative plat has been approved. Since the first review of the tentative plat is still underway and there are still significant issues related to grading, these comments are preliminary and additional comments may be forthcoming in later reviews. In the future, do not submit a grading permit application until grading-related issues have been resolved.
2. Revise general note 12 to indicate that all grading will comply with Development Standard 11-01.
3. This plan shows the creation of a new drainage channel within the 30-foot Scenic Corridor natural buffer. Revise the plan so that the natural buffer area is not disturbed.
4. Provide estimated cut and fill quantities on the plan.
5. Provide an estimate of the total graded area on the plan.
6. Revise the detail for the Refuse Enclosure Detail to provide the required 10' by 10' clear dimension and to provide pipe post barricades at the sides, in addition to the post barricades at the rear, to protect the walls when the container is serviced. (DS 6-01.4.2.C)
7. Revise the Key Notes as necessary to make correct references.
8. Show roof drainage patterns and show how sidewalks and pedestrian paths will be kept flood free for up to a 10-year event.
9. Provide construction plans or details for the proposed channel. If the channel is to be built under a separate permit, indicate that such is the case.
10. Add a note indicating that the retaining wall is to be constructed under separate permit.

Stormwater Pollution Prevention Plan
11. Part IV.B.2.c Explicitly indicate in the SWPPP the name of the operator with operational control over project specifications (including the ability to make modifications in specifications).
12. Part IV.B.2.c Explicitly indicate in the SWPPP the name of the operator with operational control over day-to-day activities at the construction site.
13. On the site map, clarify the location and extent of the stabilized construction entrance. Provide a detail for the construction of the stabilized construction entrance.
14. Revise paragraph 7.1.1 to be consistent with the rest of the SWPPP and the grading plan which state that the project will be completed in one phase. Otherwise, outline the approximate extent of each incremental stage.
15. The SWPPP certification must be signed by each operator.

Comments:

1. The grading plan has been reviewed by Zoning Review Section but cannot approve the plan until it has been approved by the Engineering and Landscape Review Section and until all zoning comments or concerns have been addressed.

2. A site card with DSD approvals by Fire, Zoning, Handi-cap, Engineering, and Landscape/NPPO including the approved development plan stamped for site plan approval and signatures is required before the grading plan can be approved by Zoning. Two copies of the approved development plan, landscape and NPPO plans are to be submitted with the grading plans packet for processing and approval as a site plan. No fees are involved in re-stamping the development/tentative plat plans as an approved site plan. The development plan, may be walked through for stamps and site card sign off. submit the following: two copies of the stamped development plan, landscape and NPPO plans must be included with the grading plans packet processed together for site approval.

3. Zoning will re-review the grading plan on the next submittal for compliance with all zoning comments.
