Resubmittals Required: Three sets of Revised Grading, Paving and Stormwater Pollution Prevention Plans, and a completed Floodplain Use Permit application.

SUMMARY: Approval of the subject plans is not recommended at this time. Please consolidate the paving and public sewer plans with the grading plan and eliminate any duplicate and conflicting sections and details, where possible. Revise all plan sheets and details to reflect changes that may occur to the location of the drainage structures affecting Lot 18, if necessary. See "Redlines" on plans while reviewing the comments provided, and include this set with the resubmittal package. Please address all comments listed below in a response letter and on revised plans.

GRADING PLAN:
(Sheet 1)
1. Please assure soil stabilization/protection recommendations and certifications referenced in General Note 14 (Note 17 on the Paving plans) are in accordance with the soils report prepared for this project. A review file copy has been included with the package.
2. Revise General Notes 5 and 20 (see redlines).
3. Provide an administrative or project address.
4. Remove all "Preliminary not for construction…" language on all sheets.
(Sheet 2)
5. Provide top width dimension in Retention Basin Section 2 (as indicated).
6. Depict and label the 3' toe-down at the collector channel bottom (same Section 2).
7. Remove the "ROW" labeling, identify the apparent concrete apron (with specifications), correct the call-outs to this apron and grouted riprap, and provide riprap dimensioning in the Box Culvert Detail 3.
8. Detail 12A may need revision to reflect changes to Detail 3.
9. Depict and label an appropriate security barrier, and clarify (omit?) the property line depicted in Section 12B.
(Sheet 3)
10. Provide contour interval information (Sheets 3-5).
11. Provide Detail E Sheet 2, referenced in the Bank Protection Detail 4.
12. Depict a min. 2' setback from property line in Section 5A.
13. Dimension the total width for Section 5A - see additional redlines for this section regarding toe-down and dumped (versus grouted?) riprap recommendations.
14. Existing elevations provided in Basin 5 Detail do not appear consistent with adjacent plan view contours. Clarify all existing elevations in this area, and adjust all accordingly, including Lot 19 grades.
15. Identify or remove the inconsistent (contour?) line depicted (see redline note on Lot 23).
16. Remove references to the western property line, common area "K", and "Public" Improvement Plans in Bank Protection Detail 4.
17. Direction of flow under developed conditions adjacent to Lot 18 is not clear - provide additional finish grade information in this vicinity.
18. Clarify Lot and Subdivision boundaries on plan view and in Section 6, if necessary.
19. Lots 10-12 must adhere to differential grading criteria requirements. Refer to Section 13.1 of the 2000 International Building Code - local amendment, for specific requirements that must be met.
Written approval from the Director of Development Services Department (based on engineering/technical justifications) must be included with notifications to the adjacent affected property owner(s) in all instances.
(Sheet 4)
20. Lots 33, 34, and possibly 35 must adhere to differential grading criteria requirements. Refer to Section 13.1 of the 2000 International Building Code - local amendment, for specific requirements. Written approval from the Director of Development Services Department (based on engineering/technical justifications) must be included with notifications to the adjacent affected property owner(s).
21. Assure slope stabilization recommendations are incorporated into Earthen Bank Details 7 & 8, if applicable. If a note is provided on the approved Landscape Plan, please indicate such as a General Grading Note or in specific locations on this, and all sheets.
(Sheet 5)
22. Lots 1, 31 and 32 must adhere to differential grading criteria requirements. Refer to Section 13.1 of the 2000 International Building Code - local amendment. Written approval from the Director of Development Services Department must be included with notifications to the adjacent affected property owner(s).
23. Contour information is unclear on this sheet - please provide additional labeling for existing and proposed elevations on this sheet.
24. Detention Basin Detail 11 and plan view water surface elevations and basin bottom elevations conflict. Revise as necessary.
25. Check titling of Section 11A and 11B.
PAVING PLAN:
SUMMARY:
The paving plans reference numerous details and cross sections that appear to be referencing the grading plan without indication of such. Please re-check all paving plan callouts, cross sections, etc., and specify whether referencing paving or grading plan sheets. Sewer manhole numbers, locations and elevations vary from the approved Tentative Plat, and create considerable differences between the plan sets. The grading and paving plans must be consistent with one another, and demonstrate general conformance to the approved Tentative Plat. Consolidation of the two plan sets is recommended, as requested in the summary at top. The comments below do not necessarily encompass all discrepancies or omissions. Subsequent comments may be necessary upon resubmittal of revised plans.
26. Revise General Notes 4 and 24.
27. Please remove or revise the City of Tucson Title Block and all "Preliminary not for construction…" language, and reference to "public" improvement plans - all sheets.
28. Provide calculations demonstrating the proposed scupper (detail 5 -sheet 2) will be sufficient to convey 100% of the 10-year flow event under the sidewalk area (with 50% clogging), as required. Revise this, and detail 6-sheet 3 as needed, in accordance with findings, if the proposed dimensions do not meet this requirement.
29. Provide detail(s) of ADOT standards C-13.10 and C-13.75, if additional details or specifications are necessary for construction of the drop inlet catch basin (detail 4 - sheet 2). Please check all elevations provided for this and all drainage structures with those on the grading plan for consistency.
30. The drainage structure referenced on sheet 4 (detail 3/8) could not be found on sheet 8 - revise as necessary (see summary, above).
31. Correct cross section callouts for 3/2 and 5/2 on sheet 4 to the appropriate details, or specify references to grading plan sheets if this is the intent (see summary, above)
32. Provide street radii information to property lines, demonstrating conformance to the Plat.

STORMWATER POLLUTION PREVENTION PLAN (SWPPP):
Please include three copies of text containing the minimum items required, as outlined in the construction SWPPP Checklist, available at the following link: http://www.adeq.state.az.us/environ/water/permits/download/cswppp.pdf. See the enclosed flyer for SWPPP submittal requirements, and ensure each submittal contains a signed copy of the Notice of Intent (NOI) forwarded to Arizona Department of Environmental Quality (ADEQ). Listed below are some of the items that must be included with a resubmittal. Please visit the links provided for complete SWPPP preparation/requirements, and assure the resubmittal contains/addresses the items provided on the Construction SWPPP Checklist.

1. Include a copy of the Arizona Pollutant Discharge Elimination System (AZPDES) General Permit in the text.
2. Provide a copy or copies of signed owner/operator certifications with the resubmittal.
3. Depict and label an appropriate washout location.
4. Depict and label a sediment trap or basin.
5. Depict and label an appropriate protected material storage area.
