An annual subdivision drainage certification report was submitted to the City of Tucson 2NOV10; a final inspection is required prior to final approval and additional punchlist items may be required after comments are addressed. Final Inspection punchlist will be provided after the as-built plans are approved. A revised project closure package will be required to be submitted addressing the following comments. For further lot releases, project completion approvals, and assurance release, all of the comments must be addressed. A meeting with the consultant is required before resubmittal to go over remaining comments. PRIVATE STREET, GRADING PLAN AND DRAINAGE ADDENDA COMMENTS: 1) DS Sec. 11-01.16: Address the remaining clarifications on the as-built plans on planview or details and/or drainage addenda: a) DS Sec.11-01.16.1.D: Address the remaining drainage comments on plans as well as in drainage statement: i) DS Sec.10-01.5.6: Regarding the weir at west drop catch basin area, further explain how further erosion is/will be prevented from occurring, as there were indications from previous storms that breakout erosion occurred at north and south ends of the concrete weir. b) DS Sec. 11-01.16: Address the following comments pertaining to the drainage completion letter: i) State that the existing basin percolates within the required 24 hour drain down time. Observations indicate ponding stormwater in the basin is occurring and in order for the basin to be accepted, drain down time must not exceed 24 hours. Submitting pre-constructed perc test results will not be accepted; post-construction test is required. ii) State whether the remaining drop catch basins / culverts have been cleaned out of sediments and/or debris: (1) For grated stormdrain inlet area adjacent to lot 11, remove all cribbing and debris in drop inlet area. (2) Remove debris from outlet area for stormdrain pipe near lot 35 and provide erosion protection at outlet. (3) Clean out debris from catch basin inlet near lot 35. c) For resubmittal, provide 2 copies of the revised as-built grading plans, one copy of the private street as-built improvement plans, elevation datum statement, and 2 copies of the revised drainage addenda, field reports, geotechnical perc test results, and engineer of record letters (substantial completion & drainage completion). 2) State whether the remaining items have been completed: a) The offsite north channel that conveys drainage from this subdivision's north lots shall be regraded to match the approved Silverbell Trails channel configuration. b) After the offsite north channel is regraded, as-built elevations shall be provided with the revised grading plan set to show that the channel is graded to match the approved Silverbell Trails channel geometry and show positive gradient from the end of the channel near lot 18 toward Silverbell Road. c) Elevation profile along west property boundary at west inlet structures shall be verified for conveyance for anticipated 100-year floodplain condition. Provide calculation showing that the extents of the weir provide sufficient width including freeboard to receive the west wash 100-year event. Provide additional drainage discussion, and if necessary, proposed revised design to address prevention of potential erosion at either end of concrete weir. d) Elevation profile, along east property boundary at top of channel between end of concrete weir at box culvert, shall be verified for conveyance for anticipated 100-year floodplain condition. Provide redesign of recently placed fill at top of channel showing that the 100-yr flow over this area will be protected from erosion / scour along the extents of the outflow area of this drainage way. Provide additional drainage discussion, calculations, and proposed revised design to address prevention of potential erosion and scour at this outlet where 600 cfs of 100-yr flow exits the site. e) It appears that sand was added to basin bottom. In drainage statement provide discussion of change in volume. Provide percolation test for Northeast basin. This percolation test must be post-construction - not the design testing rate. There are indications and observations that this basin exceeds drain down time per City standards therefore a post-construction percolation test is required. f) Provide erosion protection (riprap with filter fabric at end of swale west of lot 18 from existing placed gravel near year yard to northwest bottom of north channel area. 3) As stated previously, outstanding construction items must be completed prior to final. A final grading inspection can not be done until an acceptable as-built is submitted for the inspection. Final Inspection punchlist will be provided after the as-builts are approved. The following additional items were noted from a recent inspection for this review of the submitted plans: a) On sheet 3 of 8, clarify number of as-built grates. b) Bolt down grate covers near lot 11 after removing debris and cribbing. c) Check all north lots to provide erosion control at wall openings from outlets to channel bottom. d) For north lots, remove concrete from wall openings that block flow from rear yard to channel. e) Compact, add fill, and re-compact soils beneath gravel covering, south of scupper inlet, located west of gated entry north of the south wall. f) Adjust and replace rip rap near lot 36. g) See recommendations in Annual report.
