SUMMARY: A copy of the current SWPPP, copies of the revised improvement plans sheets 4-8, revised stormdrain system sheets R1 and R2, copies of the revised grading plan (sheets 1-5), the items from the prior submittal, and a response letter were provided in the resubmittal package. Approval of the subject plans is not recommended at this time. A meeting with the consultant was held 21JUN06 to go over comments. A revised grading plan (sheets 1-5) as well as revised sheets R1 and R2 will be required to be submitted addressing the following comments.

GRADING PLAN AND DRAINAGE ADDENDA COMMENTS:
1) DS Sec.11-01.16.1.A: Address the following comments for the revised stormdrain system under the private street Bell Hollow Place:
a) For inlet structure of this stormdrain system, adjacent to lot 19, address the following:
i) A drainage addendum is necessary for the proposed changes / revisions for the revised grading plan. Submit two copies of the drainage document, bound with calculations from prior submittal plus discussions and for revisions from this review. Include correspondence from original engineer of record.
ii) DS Sec 10-02.10.9.1.13: Clarify equations used for proposed inlet. Revise/clarify and label last 3 calculation sheets.
iii) For clarification of detail 5B on sheet 3, label top elevation of east slope to accommodate for freeboard. This freeboard needs to include calculation for superelevation; although bend scour has been addressed with the rock protection, the design for this portion of the channel shall also include consideration for superelevation per DS 10-02.8.5.10. Revise / add calculations. Revise FFE elevation for lot 19 to assure that the future home is 1 foot above WSEL.
2) DS Sec.11-01.12.5: Address the following elevation and as-built issues for resubmittal:
a) Per calculations in drainage addenda show revised pad grades on plan view sheet 3. Assure that lots drain in the direction approved in the master drainage report. Lot 19 still does not reflect an elevation that provides sufficient FFE to accommodate existing grades found in the field and to accommodate for freeboard at the turn in the drainage system. Provide calculation for freeboard elevation and revise lot 19 grades accordingly. A screen wall will not be accepted for a sufficient flood barrier.
b) On plan view sheet(s), depict all local basis of elevation benchmark locations for the project. It will be necessary to provide a sealed letter from the RLS regarding new benchmarks, reference monument, and the datum used.
c) It may be necessary for the engineering consultant to coordinate with the superintendent regarding proper construction of the stormdrain inlet shown as a Type 4 catch basin and associated fill and grading at the southwest corner of lot 35. Otherwise, if alternate design change to the inlet is needed, details may be provided with As-built.
d) Regarding the extended erosion protection shown on sheet 5, to prevent excessive sediment transport across Silverbell and to prevent erosion for the 435cfs exiting the box culvert and entering Common Area "I", the additional 10 feet of spillway rock protection will be helpful. However, the point of discharge is along the east sloped portion of the drainage channel. In order to minimize erosion and sedimentation along the east slope, provide/label erosion protection.
e) SWPPP that was provided indicates that the permanent erosion controls are to be constructed in the first phase/stage of grading, otherwise temporary controls must be provided. As a condition of this permit, it is imperative that during the monsoon season that interim erosion controls are provided and maintained.
f) For resubmittal, provide 4 copies of the revised grading plans (both the R1, R2 and sheets 1-5 of the onsite grading plans), a copy of the improvement plans sheets 4-8, 2 copies of the bound revised drainage addenda with engineer of record letter, RLS benchmark letter, and a response letter. Any response that incorporates drainage calculations or engineering design discussion/justification shall be incorporated in a sealed letter / drainage report.
