A revised grading permit is required for the revised roadway grading. The grading plan is not recommended for approval at this time. Address the following comments: 1) The activity number that was assigned to this project is an activity number related to lots 36 through 45. This activity number can not be used for this review and a new number must be assigned. Coordinate re-assignment of a new activity number with Customer Service. New activity numbers shall be generated for each of the individual lots at the time the lot is to be graded for a house pad. And one copy of this approved revised grading plan will need to accompany those submittals. 2) Clarify in the response letter that this grading review is for a revision to the approved grading/paving/sewer plans (T02BU00170-R). Add this activity number to the plan. All portions of the drainage improvements shown shall be clarified as to whether they are part of the lot grading or part of the road improvements. For instance, any utility excavation up to individual lot connections shall be a part of this permit review and shall be clearly detailed. 3) A Floodplain Use Permit will be required for the road grading proposed. Please complete and submit an Floodplain Use Permit application and include with the resubmittal package. A $150.00 Engineering Study Review fee and a $50.00 Floodplain Use Permit application fee will be required upon resubmittal. 4) Submit reference copies of the approved grading/paving/sewer plans (T02BU00170-r) and three copies of a revised grading plan with a resubmittal package. 5) New sewer lines have not been approved by DSD for Floodplain Use Permit review. The Final Plat did not approve disturbance of deep sewer trenching to cross the wash at this location of HDZ / riparian area of the subdivision plat. Keynote 12 may not apply. These lots shall be shown to match the Final Plat; show proposed locations of leachate fields if known at this time. 6) Tucson Code Sec.26-5.2 and 26-11: Provide one copy of the approved subdivision drainage report and one copy of the revised Drainage Report will be required for the drainage improvements. a) Clearly show approved floodplain limits and proposed floodplain limits on an exhibit. b) Tucson Code Section 26-5.2(4): Per the Floodway Fringe Development section of the Floodplain and Erosion Hazard Management code, riparian habitats of watercourses and adjacent bank areas shall not unnecessarily be altered. Existing riparian 100-year floodplain limits exist on the site and only necessary disturbance will be approved. Discuss in the revised drainage report the necessary disturbance proposed and how it is the minimal disturbance necessary for the access to the lots over this natural wash area. Also, discuss why clear span bridges are not proposed. Also discuss why further disturbance is necessary for the additional rip rap areas. c) Provide detailed cross sections at each lot showing existing and proposed grades and water surface elevations. d) Provide erosion/scour analysis for permanent erosion protection the channel banks, cul-de-sac and its sub-base materials. e) The pipe inlet elevation and pipe length provided on the plan do not match the culvert analysis - revise as necessary and provide within the drainage report. f) Provide rock sizing calculations. 7) On the grading plan clarify approved floodplain limits and proposed floodplain limits on planview. 8) The erosion hazard setback and the floodplain limits are hard to decipher. Provide separate detail or clarify the proposed and existing erosion hazard setback line and the floodplain limits. 9) DS Sec.3-01: Provide a copy of the approved profile grades as well as the proposed profile grades for the street section that is to be updated. Clarify the label: "pavement grades per approved plans and as-builts". No as-builts have been submitted or approved. There should be a profile section of the approved profile and another for the existing / proposed profile. 10) Explain cut condition at station 19+50; excessive disturbance of the wash area will not be approved. Clarify this area. 11) Revise General Note 2 to reference the grading standards DS Sec.11-01. 12) The 42" SRP indicates only 1 foot of cover; explain. 13) Label dimensions of the for the proposed shared driveway (Lots 72 & 73) common access easement agreement, and provide recording information on the plan. 14) Add the following items as general grading notes: a) Call for Pre-construction meeting. For a DSD Engineering Inspection, call IVR (740-6970), or schedule with a Customer Service Representative at the Development Services Department, or contact DSD Engineering at 791-5550 extension 2101, or schedule inspections online at: http://www.ci.tucson.az.us/dsd/Online_Services/Online_Permits/online_permits.html b) A Geotechnical Engineering inspection will be required prior to final grading inspection if any cut slopes steeper than 2:1(H:V) are constructed, per September 17, 2004 Rock Slope Evaluation Geotechnical Letter by LMT. Special Inspection would be required by Geotechnical Engineer for 1:1(H:V) slopes, or any slopes steeper than 2:1(H:V). Copies of the Geotechnical Evaluation would need to be submitted to DSD Engineering Division Inspector or office prior to scheduling Final Grading Inspection. c) There shall be no disturbance or stockpiling outside of the approved Grading Limits as shown on the approved Grading Plan. d) A copy of the Grading Plan, Grading Permit, and any Geotechnical Reports shall be kept at the site at all times, until Final Grading approval. 15) The existing contour are not legible; darken or clarify. 16) Explain note 5 regarding differential grading at this location. 17) Label rock size and thickness. 18) Provide a copy of the geotechnical report that includes slope and slope treatment recommendations as well as pavement section design and other geotechnical recommendations. This revised grading plan may be used as a part of the As-built, once approved. For resubmittal, provide three copies of the revised grading plan, a Floodplain Use Permit application, two copies of the drainage report, two copies of the soils report, and a copy of the approved grading and paving plans for Montage Vista II Subdivision.
