SUMMARY: Engineering Division has reviewed the subject grading plan. This review is to be considered a courtesy review, and upon approval will serve as a master, or reference document for individual lot grading plan submittals. Approval is not recommended at this time. Please address the following comments in a response letter and include indication in the letter of the sequence of lots to be graded:

GRADING PLAN COMMENTS

1. Please refer to Section 13.1 of the 2000 International Building Code (IBC) for placement of fill in excess of 2 feet above existing grade at any location in the outer 100 feet of a developing site. The proposed grading for lots 36-39, 41and 42 indicate placement of fill in excess of 2' above existing grades. Demonstrate conformance with the requirements outlined in the above-noted section, with provision of the necessary documentation, written permission and any mitigation plan information, with a resubmittal, where applicable (IBC Ch.36, Section 13.1).
2. Clearly depict grading limits and include a symbol for such in the legend.
3. Revise the stormwater controls (silt fencing) depicted to extend to, or be installed outside all proposed site grading.
4. Revise Grading Note # 4. Stormwater and erosion controls shall be depicted, reviewed and approved in conjunction with the subject plan, and individual lot grading plan submittals.
5. Depict a minimum 2' setback from property line at all applicable locations, in accordance with Section 14 of the 2000 IBC.
6. Provide cross sections for each lot, fully labeled and dimensioned.
7. Provide details or cross sections showing dip, hump or equivalent design for driveways, demonstrating how drainage will be prevented from entering garages/homes.
8. Depict all lot discharge locations and provide wall opening notes, or details for each location. Include any proposed erosion protection measures, fully labeled and dimensioned.
9. Provide a note stating that separate retaining wall permits will be required, wherever depicted or noted on the plan. Retaining walls shall be clearly depicted, with dimensioning from edge of building pads to all retaining walls with elevations noted, in all applicable cross sections.
10. Please provide a copy of a standard soils/geotechnical report including all setback, grading, slope, interceptor swale and terracing recommendations, at a minimum.
11. Interceptor swales are required at top and base of slopes for Lots 38, 39, 41 and 42.
12. Topographic labels are not consistent; correct labeling of all contours and re-verify individual pad grades, based on correct contour data.
13. Provide total area to be disturbed under this permit application.
Resubmittal shall include 2 copies of a revised grading plan addressing all comments provided above, and a copy of the geotechnical report.
