Engineering Division has reviewed the Drainage Report, Site, Grading and Stormwater Pollution Prevention Plans. Approvals are not recommended at this time. Please address the following comments:

DRAINAGE REPORT:
SUMMARY:
The drainage report and all supporting exhibits must demonstrate this proposed development will provide a decrease in pre-developed discharge rates for the 2- 10- and 100-year flow events, in accordance with critical basin flow attenuation requirements. Please refer to the third paragraph, 4th sentence in the Introduction of the Drainage Report for Tucson International Gateway Center (Appendix A of the report). These requirements are outlined in the Pima County/City of Tucson Stormwater Detention/Retention Manual, Sections 1.4 & 2.1 (Development Standard - DS - 10-01.0). Current City policy requires a minimum 15% reduction from pre-developed flow rates for each flow event under developed conditions. A revised drainage report addressing this requirement must be provided with revised site, grading and stormwater plans. Refer to Chapter III, Design Criteria and Procedures, of the above-noted manual, and the City of Tucson's Standards Manual For Drainage Design and Floodplain Management, abbreviated as the SMDDFM, (DS 10-02.0), Chapter II - for drainage report content, preparation and submittal requirements. Please assure the report thoroughly addresses all applicable sections presented in this Chapter and Chapter XIV for retention/detention basin design requirements, prior to resubmittal. Listed below are specific items in need of correction or revision. Additional comments may be necessary upon submittal of a revised drainage report.
1. Page 1 of the report should refer to the current effective Flood Insurance Rate Map (FIRM) panel number 2243 K, Effective February 8, 1999.
2. Revise the existing condition runoff coefficient used for the threshold retention volume calculations. Onsite soils are primarily of type C, resulting in a lower runoff coefficient than the value used for existing conditions. Current soils information is available at: http://tdotmaps.transview.org/mapguide_mwf_tdot.htm.
3. Specify the name, address and telephone # of the person(s), firm(s), agency or agencies responsible for the ownership, operation, scheduled and unscheduled maintenance, and liability of the drainage improvements described in the report, and list other documents where these responsibilities are documented, in accordance with Section 2.3.1.2 E of- SMDDFM (Development Standard 10-02.0).
4. The report must present detailed information and discussion for existing offsite improvements, supporting the statement that no offsite drainage affects this site. Current paving improvement plans adjacent to this site are available online at http://tdotmaps.transview.org/mandr/Plans/tifflist.cfm?plan=I-2000-065. Refer to Section 2.3.1.3 A of the SMDDFM for report content requirements for offsite drainage (DS 10-02.0).
5. Include a retention/detention basin maintenance checklist in the report, and ensure the summaries provided in Section 2.3.1.6 C 2 a & b are included in the report, as required (DS 10-02.0).
6. The proposed use of the 8" metering pipe for discharge into the public storm drain system may not be approved as proposed. Percolation test results must be included with a resubmittal, with discussion addressing stabilized infiltration rates at proposed basin bottom locations. Refer to Section 3.5.1 of the Retention/Detention Manual for additional retention/detention grading, storage criteria, maximum disposal times, etc.
7. Include a soils report with the resubmittal package. A soils report shall be required in conjunction with the design of each storage facility which utilizes infiltration as a method of basin drainage. The report shall at a minimum address soil erodibility, soil permeability (percolation testing results), slope stability and groundwater elevations, in accordance with Section 3.5.1.5 of the Pima County/City of Tucson Stormwater Retention/Detention Manual (DS 10-01.0).

SITE PLAN:
Summary:
Refer to Development Standard (DS) 2-02.2.0 Site Plan Content and Specifications. Please include copies of sheet A/1.2 and any other detail sheets referenced on the plan with the site plan resubmittal package. Revisions to the drainage report may result in necessary revisions or additions to the plan, relating to retention/detention and/or other drainage related items.
1. Depict sight visibility triangles for a Drive/Parking Area Access Lane (PAAL) intersecting a local street, in accordance with Development Standards (DS) 2-02.2.10 & 3-01.5.0.
2. Specify a minimum 5" thick concrete slab and bollards to be placed on the rear and side walls of the dumpster enclosure. Ensure a minimum of 20 feet between sidewall bollards is indicated in Detail 1 on sheet A/1.2 (DS 6-01.4.0).
3. Identify the dashed lines on Hemisphere Loop and Britannia Drive as construction centerlines, right of way centerline, survey monument lines or section line; whichever is applicable, and provide a dimension from the street monument lines to all existing curbs, sidewalks and utility lines (DS 2-02.2.1.21)
4. Revise the dumpster enclosure angle to ensure a minimum unobstructed clear approach of 14' x 40' is provided for service vehicles, and depict and label minimum inside and outside turning radii of 36' and 50', respectively (DS 2-02.2.1.32 & DS 6-01.4.0).
5. Depict and label roof drainage direction, all downspout locations and corresponding sidewalk scuppers for conveyance of 100% of the 10-year flow event under all sidewalk areas (DS 2-08.4.1 E and 2-08.5.1 E).
6. Provide a note on the plan stating that, (a) the owner or owners shall be solely responsible for operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention/retention facilities at lease once each year, and that these regular inspection reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and (d) that the owner or owners agree to reimburse the City for any and all costs associated with the maintaining of the drainage and detention/retention facilities, should the City find the owner or owners deficient in their obligation to adequately operate and maintain their facilities" (DS 10-02.0, Section 14.3.2).

GRADING PLAN:
Summary:
The grading plan must indicate all revisions that occur as a result of drainage report and site plan comments provided for this project. Please ensure the site and grading plans are consistent with one another prior to resubmittal. See redlined plans and include for reference with a resubmittal package. Additional comments may be necessary upon resubmittal due to the extent of drainage report revisions necessary for approval. Please address all comments listed below and clearly depict grading/construction related changes to the site that occur as a result of comments provided:
1. Provide a note that grading shall be in conformance with the 2000 International Building Code (IBC) - local amendment. This document may be accessed at http://www.ci.tucson.az.us/dsd/2000_IBC_Amendments.pdf
2. Replace "City of Tucson" for "Pima County" in General Note # 11
3. Depict and label grading limits on sheet C2, and provide the total area of disturbance.
4. Provide two copies of the geotechnical Engineering Investigation referenced in General Note # 5.
5. Include the City of Tucson Field Book and Page number with basis of elevation information. City Field Book 1989-F-1 Pg 24 contains elevation data that appears slightly different that what is provided - please clarify. 6. Dimension all Parking Area Access Lane widths on sheet C2.
7. Please clarify Headwall Detail note # 3 on sheet C5.
8. Provide cross sections for each perimeter, including each retention/detention basin and corresponding weir details. Ensure property lines, setbacks, curbs and sidewalks are included in each, at a minimum, fully labeled and dimensioned (refer to redlines on sheet C2).
9. Revise all details and construction notes that are not consistent with a revised drainage report and/or site plan.
10. A right of way permit will be required for any excavation, grading or other development related activity with the public rights of way. Contact Permits and Codes Section, Tucson Department of Transportation (TDOT) for permit issuance and inquiries at 791-5100.
11. Due to concerns regarding basin infiltration requirements, please add the following General Note: "Infiltration test results shall be submitted upon basin completion after 90% grading construction is complete. The Certificate of Occupancy shall be held until function of the basins are determined to meet design requirements as specified per the approved Site and Grading plans, drainage and geotechnical reports".

STORMWATER POLLUTION PREVENTION PLAN (SWPPP):
Please include three copies of text containing the minimum items required, as outlined in the construction SWPPP Checklist, available at the following link: http://www.adeq.state.az.us/environ/water/permits/download/cswppp.pdf . Ensure a copy of the Arizona Pollutant Discharge Elimination System (AZPDES) General Permit is included in the text. See the enclosed flyer for SWPPP submittal requirements, and ensure each submittal contains a signed copy of the Notice of Intent (NOI) forwarded to Arizona Department of Environmental Quality (ADEQ). Stormwater controls depicted on the SWPPP should reflect existing/developed conditions flow patterns, which appear to discharge to the west. The SWPPP should be consistent with the Site and Grading plans and drainage report. Listed below are some items that must be included with a resubmittal. Please visit the links provided for complete SWPPP preparation/requirements.
1. Provide the project operator's name and project information.
2. Provide a copy or copies of signed owner/operator certifications with the resubmittal.
3. Depict and label an appropriate washout location.
4. Depict and label a sediment trap or basin.
5. Depict and label an appropriate protected material storage area.
