SUMMARY: The Grading Plan and Stormwater Pollution Prevention Plan (SWPPP) were reviewed by Development Services Department Engineering Division. The Grading Plan and SWPPP were not approved at this time.

Grading Plan comments:
1) Provide endpoints for the general dimensions that were given for all basins and drainage structures.
2) Indicate the scale that is used for the grading plan.

SWPPP Comments
The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). The SWPPP should address all of the requirements of the CGP.

1. Describe the sediment and erosion controls and as well as timelines and procedures for meeting the requirements of the CGP for the drainage improvements.
2. Provide a detail for the Concrete Truck Washout Area to show how concrete truck washout and surplus discharge will be prevented from entering any drainage structure.
3. Part IV.B.2.c Indicate in the SWPPP the name of the operator with operational control over project specifications (including the ability to make modifications in specifications).
4. Part IV.B.2.c Indicate in the SWPPP the name of the operator with operational control over day-to-day activities at the construction site.
5. Part IV.C.2.c. Indicate the total area of including the area of any off-site activities associated with this project and any undisturbed areas. Estimate the area to be disturbed, including any off-site areas such as the adjacent right-of-way and the drainage improvements.
6. Part IV.C.2.d. Provide an estimate of the pre-construction runoff coefficient.
7. Part IV.C.2.e. Revise the general location map so the project is in the approximate center and show a 1-mile radius around site.
8. Part IV.C.2.e. Include and identify receiving waters in the general location map.
9. Part IV.C.3.a. Identify on the map drainage patterns including lot drainage
10. Part IV.C.3.c. Show on the site map the erosion and sediment controls that will be used for drainage channel improvements.
11. Part IV.C.3.d. Identify on the map locations where stabilization practices are expected to occur
12. Part IV.C.3.g. Identify on the map locations where stormwater is discharged to a surface water (e.g. ephemeral waters or dry washes) and to MS4s
13. Part IV.C.4. Identify on the map or in a narrative, the nearest receiving water(s), including ephemeral and intermittent streams, dry sloughs, arroyos.
14. Part IV.D.2.b. Describe the procedures for modifying or replacing BMPs if one is found to be ineffective or installed incorrectly.
15. Part IV.D.2.c. Describe the practice and schedule to routinely remove offsite accumulation of sediment.
16. Part IV.D.4.c. Describe record keeping efforts, include forms/checklists used for keeping the required data.
17. Part IV.D.4.c.i. Maintain records of the dates when major grading activities occurred.
18. Part IV.D.4.c.ii. Maintain records of when construction activities cease (temporarily or permanently).
19. Part IV.D.4.c.iii. Maintain records of when stabilization is initiated and completed and any reason for delays.
20. Part IV.D.5.b Describe where and what type of velocity dissipation devices will be used at discharge location. Provide a schedule for its implementation.
21. Part IV.D.6. Describe post-construction stormwater management measures.
22. Part IV.F. Include copy of AZPDES permit (AZG2003-001).
23. Part IV.J.1. Each Operator must sign the SWPPP.

Revise the Grading Plan and SWPPP to address all of these comments and resubmit three copies of the grading plan, paving and sewer plan and the SWPPP for review along with a copy of the approved Tentative Plat.
