SUMMARY: The Grading Plan and Stormwater Pollution Prevention Plan (SWPPP) were reviewed by Development Services Department Engineering Division. The Grading Plan and SWPPP were not approved at this time.

Grading Plan comments:
1) Provide estimated cut and fill quantities.
2) Provide general dimensions of all basins and drainage structures.
3) Provide the administrative address.
4) Provide finish grades including spot elevations at locations throughout the project, including gutters, curbs, sidewalks and generally throughout the project area.
5) Show the location of the proposed pedestrian bridge and provide details.
6) Clearly show the limits of grading. Show sufficient detail of the drainageway improvements to show how the private and public area improvements will work together.
7) Provide floor elevations and top of slope elevations for each basin. Show that the basins will be graded to drain.
8) Show underground utility locations.
9) Provide 100-year water surface elevations in the channel and in each basin.
10) Provide dimensions for the sidewalks and cul-de-sac area. Label the curve radii at the transition to the cul-de-sac.
11) Label the radii at the entrance from Broadway.

SWPPP Comments
The SWPPP does not meet the minimum requirements of the AzPDES Construction General Permit (CGP). The SWPPP should address all of the requirements of the CGP. Please complete and submit the checklist provided by ADEQ on its web site (www.adeq.state.az.us/function/forms/appswater.html#cgp). For each required item on the checklist clearly indicate the location in the SWPPP where the requirement is addressed.

In addition to the general requirements of the CGP, there are some specific items in the submittal that need to be addressed.

1. The SWPPP must include the offsite improvements as well as the on-site improvements. Include the channel improvements in the SWPPP.

2. In general the erosion and sediment control practices should be a combination of erosion controls and sediment controls. Silt fence and straw bales do not provide erosion control or stabilization.

3. Provide for appropriate control of concrete truck washout and surplus concrete. Use of an appropriately sited and constructed designated washout location is generally preferred to the statement in the submitted SWPPP.

4. Silt fence should be keyed into the ground and should not be backfilled above natural grade on either side. Reference the CalTrans BMP manual. The BMP manual is available at http://www.dot.ca.gov/hq/construc/stormwater/manuals.htm.

3. Zoning will re-review the grading plan upon re-submittal to insure that zoning comments have been addressed. In addition, approval of the grading plan by the Engineering Section Reviewers must be granted prior to final approval by Zonng.
