STORM WATER POLLUTION PREVENTION PLAN.
Each operator is responsible for submitting a completed NOI to ADEQ and to the City of Tucson. The contractor for the development is required to submit an NOI to ADEQ and a copy to the City of Tucson. Approval of the SWPPP is not contingent on this fact. (Part IV.F)

A description of the intended sequence of soil disturbing activities is required which has been addressed. However Stormwater controls need to occur first prior to earthwork. The site map addresses this however the narrative included stormwater controls after grubbing. This is incorrect. Stormwater controls need to be in place prior to any earthwork activities. Revise as necessary. (Part IV.C.2.b)

Provide in the narrative a general location map showing and identifying receiving waters within 1 mile. (Part IV.C.2.e)

In the narrative on page 10, non-stormwater discharges are listed however the stormwater controls (Best Management Practices BMP) are not. Describe the BMPs for nonstorm discharges for the development. (Part IV.D.7)

If sediment does leave the site, off-site accumulation of sediment must be routinely removed to ensure no adverse effects on water quality. Explain how the construction site will do this. (Part IV.D.2.c)

The Native Plant Preservation Plan has three native mesquites proposed to be preserved in place. Document the areas where existing vegetation will be preserved on the site map. (Part IV.D.4.a)

In areas where construction has temporarily or permanently ceased, stabilization measures must be implemented within 14 days. If construction will resume within 14 days, then no stabilization measures are needed. Explain how the site will address stabilization if construction temporary or permanently ceased. (Part IV.D.4.b.)

Section 7, Maintenance and Inspection, page 10, it states that built up sediment will be removed. How much built up sediment? It is required to remove sediment from sediment controls when design capacity has been reduced by 50%. Revise this section of the narrative. (Part IV.E.3)

Put all the even pages of the General Permit in the narrative. The “Entire” copy of the AzPDES permit is required to be in the narrative. (Part IV.F)

Include this as a general statement in an appropreiate section of the narrative and on the site map; Report oil or hazardous materials releases in excess of reportable quantities, or that may endanger human health or the environment, within 24 hours to ADEQ: (602) 771-4466 FAX (602) 771-4505. (Part VI.L.5.a)

The following records of stabilization must be maintained:

Dates when major grading activities occur.
Dates when construction temporarily or permanently ceases on a portion of the site.
Dates when stabilization measures are initiated and completed.

Under no circumstances shall grading encroach to the base or trunk of a preserved plants per DS 2-15.6.0.A. According to Detail D on sheet 3 a 1.5-ft. space is indicated between paved area and existing wall this will not satisfy the development standard. Revise the grading, site, and landscape plans as necessary
