SUMMARY: The Grading Plan was reviewed by Development Services Department Engineering Division. The Grading Plan and Stormwater Pollution Prevention Plan (SWPPP) were not approved at this time.
Grading Plan Comments:

1. In order for the grading inspectors to determine whether the grading has been completed in accordance with the approved plans, provide general dimensions for each retention/detention basin and for all drainage structures.
2. Revise the typical lot details so that each lot slopes at least 2 per cent away from the house and slopes at least 1 percent to the street in accordance with the November 12, 2003 addendum from Pattison Evanoff Engineering, LLC.
3. Include a copy of the approved Tentative Plat with the plans.
4. A special inspection will be required to ensure that the erosion protection is completed per the approved plan.
5. Remove the "Common Area A" labels from the streets on sheet 2.
6. Revise the note on section 16 on sheet 9 so that it agrees with the Tentative Plat. Remove the sentence indicating that the curb and north 10 feet of Irvington Place will be provided by others.
7. Confirm that the pad grade for lots 8 and 45 are correct. If they are correct, show how the lot-to-lot transition will be achieved.
8. Clarify the section call outs on sheets 4 and 5. Sections 4/8 (from sheet 4) and 2/6 (from sheet 5) could not be found.
9. Clearly indicate grading limits on the plans.
10. Clarify that pad grade for lots 26-41 and 97-11 will provide for a lowest floor elevation that is at least one foot above the water surface elevation of the West Branch Santa Cruz River Diversion Channel.
11. Provide a means to prevent unauthorized vehicle access to the basin maintenance ramps.
12. Clarify that the drainage structures crossing the right-of-way will be reinforced concrete (on sheets 10 and 13).
13. There are several locations on sheets 3-5 where type is superimposed or where the type is very small. Revise the plans to provide for legibility both as full sized plans and when microfilmed for record storage.

SWPPP Comments:
The SWPPP does not meet the requirements of the Construction General Permit. Address the following comments.
14. Clarify the locations of structural sediment controls such as the stabilized construction entrance, silt fence and straw bales on the site map. Enlarge the symbols or use call-outs as necessary. Include sediment controls for all low flow discharge locations.(Part IV.C.3.c)
15. Show, on the site map, directions of stormwater flow on individual lots. (Part IV.C.3.a)
16. Describe the size and retention capacity of all sediment basins and show that they meet the requirements of the general permit. (Part IV.D.5.)
17. Describe appropriate BMPs to minimize pollutants in any non-stormwater discharges. Superchlorinated wastewaters must be held on-site until the chlorine dissipates, or otherwise dechlorinated prior to discharge, except if used in emergency firefighting. (Part IV.D.7)
18. Provide the information indicated by blanks on pages 3 and 4 of the report.
19. Revise the Site Plan Cover Sheet and page 6 of the report where there are references to other projects.
