Randall DATE: 5-8 March 2004 ACTIVITY NUMBERS: T04CM00260/T04BU00159 T15S, R14E, Section 7 SUMMARY: Engineering Division has reviewed the Drainage Report, Site, Grading and Stormwater Pollution Prevention Plans received on 2 February 2004. Approvals are not recommended at this time. Please address the following comments: DRAINAGE REPORT: 1. The offsite drainage area depicted and analyzed does not include the area south of Mossman Road that appears to contribute to this site. Please check this area and provide a photo-topographic map at a scale of one inch = 200 feet or larger, depicting the items described in Section 2.3.1.3 A 3 (a-d) of the City of Tucson's Standards Manual For Drainage Design and Floodplain Management - SMDDFM (Development Standard 10-02.0). 2. Revise the offsite drainage area hydrologic data sheet calculations and any subsequent analyses to reflect the area described above, in item 2 (SMDDFM, Sec. 2.3.1.3 A 6). 3. Should a revised hydrologic analysis result in determination of regulatory flow (100 cfs or greater), please insure the report addresses the major technical items listed in Section 2.3.1.4 A - G of the SMDDFM (DS 10-02.0). 4. Text in the report (page 2) states that the project is affected by offsite drainage, then states the site is NOT affected by any offsite drainage sources on page 4. Please correct/revise as appropriate, and address any existing drainage acceptance along the south property line. Include discussion of any of the hydraulic systems used to collect offsite flows, in accordance with Section 2.3.1.5 B of the SMDDFM. 5. Please include a copy of Sheets GP 1& 2 with the report (as referenced on the enclosed Site Plan - sheet 2.0), and insure all the items listed in Section 2.3.1.6 A (a - f) of the SMDDFM are included on the exhibit (DS 10-02.0). 6. Include as a part of the basin maintenance checklist, the summaries provided in Section 2.3.1.6 C 2 a & b. Please include the language in the report, as provided (DS 10-02.0). 7. Include a soils report with the resubmittal package. A soils report shall be required in conjunction with the design of each storage facility which utilizes infiltration as a method of basin drainage. The report shall at a minimum address soil erodibility, soil permeability (percolation testing results), slope stability and groundwater elevations, in accordance with Section 3.5.1.3 of the Pima County/City of Tucson Stormwater Retention/Detention Manual (DS 10-01.0). SITE PLAN: 1. Depict sight visibility triangles for a Drive/Parking Area Access Lane (PAAL) intersecting a local street, in accordance with Development Standards (DS) 2-02.2.10 & 3-01.5.0. 2. Depict, label, and provide a detail for handicapped accessibility to the onsite pedestrian path (DS 2-02.2.12 3. Dimension the half, or full right of way width for Randall Blvd (DS 2-02.2.19). 4. Please specify a minimum 5" thick concrete slab and bollards to be placed on the rear and side walls of the dumpster enclosure (DS 6-01.4.2) 5. Depict and label minimum unobstructed radii of 18' where a PAAL intersects another PAAL where used for access lanes for refuse collection onsite (DS 3-05.2.1 C 3 a). 6. Provide and label roof drainage direction(s), downspout locations and corresponding sidewalk scuppers for conveyance of drainage under all sidewalk areas (DS 2-08.4.1 E and 2-08.5.1 E 7. Depict and label existing curb location on Randall Blvd. The proposed new sidewalk must be accompanied by curbing in the Randall Blvd. right of way, in accordance with Pima County/City of Tucson Standard Details (PC/COT SD) for Public Improvements. Contact Permits and Codes Section, Engineering Division - Tucson Department of Transportation at 791-5100 for right of way improvement and permitting questions. 8. Label and identify either a) new driveway aprons, b) new curb returns with curb access ramps, or c) concrete headers with 18'minimum radii, typical, at each ingress/egress location. Add a note that all construction must be in accordance with PC/COT SD for Public Improvements. GRADING PLAN: (See "greenline" mark-ups on sheets GP1 and GP 2) 1. The grading plan must indicate all revisions to the site plan that occur as a result of the drainage report, site and grading plan comments provided for this proposed site development. Please ensure the site and grading plans are consistent with one another prior to resubmittal. 2. Provide a note that grading shall be in conformance with the 2000 International Building Code (IBC) - local amendment. Please provide copies of the grading plan with a legible Engineer's seal and license number. STORMWATER POLLUTION PREVENTION PLAN: 1. Correct the text in section 10.1.4 to reflect this project operator's name and project information. 2. Provide a copy or copies of signed owner/operator certifications with the resubmittal. 3. Depict and label an appropriate washout location on sheet 1. 4. Depict and label a sediment trap or basin on sheet 1. 5. Depict and label an appropriate protected material storage area on sheet 1.
