Please address the following comments and revise the grading plan as required.

1. Please fix the lot numbers on sheets 5 and 8. It appears that overlapping lot numbers are result of multiple layers which do not match.

2. A concrete sidewalk, access ramps, and crosswalk which continue the pedestrian circulation across Transcon Way connecting the Earp Wash Lane cul-de-sac to Desert Range Court cul-de-sac must be drawn on sheet 6 of the grading plan. See approved tentative plat sheet 4 of 9 for location of concrete sidewalks, acees ramps, and crosswalk.

3. Zoning will re-review the grading plan on the subsequent submittal. If all Zoning comments are addressed and Engineering approves the grading plan Zoning will approve the grading plan.

SUMMARY: The revised Grading Plan, SWPPP, master drainage report with addendum, and Geotechnical Engineering Evaluation were resubmitted and reviewed by Engineering. Since there are some remaining comments still to be addressed, Development Services Department Engineering Division does not recommend approval of the Grading Plan at this time.

GRADING PLAN COMMENTS:
1) Assure setback from 100-year ponding limits and any proposed structures meet minimum setbacks listed in the geotechnical engineering evaluation page 9.
2) On sheet 1, address the following items:
a) Show in typical lot grading details how surface drainage recommendations from pages 5 and 11 of the geotechnical engineering evaluation are met. Clarify elevation relationship of high point and finish pad grade elevations.
b) For General Grading Notes 27 and 28, label and show on sheet 7 the basis of elevation on plan view.
3) On sheet 7, address the following:
a) Continue drainage easement for the proposed interceptor swale to appropriate outlet location.
4) The Stormwater Pollution Prevention Plan (SWPPP) does not meet the minimum requirements of the Construction General Permit. Revise the SWPPP to address these remaining comments:
a) Describe the location, size and retention capacity of the drainage basin(s) and the areas that drain into them. For a drainage area of equal to or greater than 10 disturbed acres, describe how and where a basin with storage for a 2-year, 24hour storm per disturbed acre drained will be used. Or, describe how and where a basin with 3600 cubic feet of storage per disturbed acre drained will be used (Part IV.D.5.a.i). Provide specific area.
b) For each operator, provide a certification, line, and signature. (Part IV.J.1) See definition of operator (Part IX, page 31). Specifically identify the following: 1) Operator with operational control over plans and specifications; 2) Operator with the day to day operational control. Revise page 1 of report.
c) On page 4 of the SWPPP report and on a SWPPP plan sheet, provide a list of the sequence of major activities.
5) The addendum that was submitted with the master drainage report will eventually need to be compiled into one bound report. After reviewing the drainage addendum, there are remaining drainage comments. Address the following drainage comments:
a) Dimension all basins (at minimum, Basins 2, 4, and 5 for Phase 2) on details and plan view for construction and inspection purposes.
b) Access ramps for each basin need to be dimensioned and noted as 15% (0.7%) max slope grades.
c) Interceptor swale shows termination at proposed corner of Bright Sun Avenue and Bright View Street. Provide an exit location that either links to another channel or outlet system.
6) Submit the geotechnical date/data/location map/results for the percolation tests.
7) On sheet 1 of the Grading Plan, list acreage of disturbance. Either provide acreage or square footage for each phase of disturbance, or just for this phase.

For resubmittal, please submit the revised SWPPP, the revised Grading Plan, drainage addenda, and geotechnical addenda. Make sure that one copy of the approved Tentative Plat is included so that Zoning can do their review. For further clarification, call me at 791-5550, extension 2204.
