SUMMARY: Engineering Division has reviewed the Drainage Report and Site Plan received October 17, 2003. Approval of the Site Plan is not recommended at this time. The following comments must be addressed prior to resubmittal:

SITE PLAN COMMENTS:

1. Depict existing and future Major Streets and Routes (MS&R) sight visibility triangles (Development Standards - DS 2-02.2.1.10 and 3-01.5.1 B 2);
2. Please identify whether the CMU wall and sidewalk are existing or proposed. If proposed, new 6' sidewalks are required on all Major Streets and Routes - 3' from back of curb. Provide a typical wall opening detail or note with notation for intervals/spacing for acceptance and conveyance of offsite flows from the east and south (DS 2-02.2.1.27);
3. Provide sidewalk scuppers for conveyance of 10-year flows at a minimum, under the sidewalk areas in the Irvington Road right of way at both basin discharge locations, or provide proposed spot elevation data demonstrating the basins will discharge to the driveway entrance before exiting the site (DS 2-08.4.1 and 2-08.5.1 E);
4. The proposed finish grade elevations provided indicate there will not be offsite acceptance of stormwater runoff from the south and east. Please revise the plan accordingly, demonstrating continued acceptance of flows at these locations, in accordance with the drainage report;
5. A centralized refuse provision is required for all new commercial developments, in accordance with DS 6-01.0. Please revise note # 21, or provide written authorization from Environmental Services Department for collection service as indicated;
6. Please correct the notes to replace existing chain link fence with wrought iron fence. The drainage report specifies curb openings at these locations - revise as necessary, in accordance with the report;
7. Provide a note stating a) that the owner or owners shall be solely responsible for the operation, maintenance, and liability for the detention basins; b) that the owner or owners shall have an Arizona Registered Professional Civil Engineer prepare a certified inspection report for the facility at least once each year, and that these reports will be on file with the owner for review by City staff, upon written request; c) that City staff may periodically inspect the drainage and detention facilities to verify that scheduled and unscheduled maintenance activities are being performed adequately; and d) that the owner(s) agree to reimburse the city for any and all costs associated with maintaining the facility, should the City find the owner(s) deficient in their obligation to adequately operate and maintain the facility. Refer to the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (Development Standard 10-02.0), Section 14.3.3 for inspection report details.

11/14/2003 Joseph Linville LANDSCAPE REVIEW Denied 1) Per LUC 3.7.2.4.A.4 "Fifty (50) percent or more of the area of the street landscape border must be covered with shrubs or vegetative ground cover". The width of the landscape border "is that area between the required screen and the property line". revise the plans to provide 50% vegetative coverage of the area between the screening required along the street and the property line.

2) All unpaved or undeveloped portions of the site are required to be treated with an appropriate dust control material, such as decomposed granite. revise the plans to include dust control for the site and the adjacent right-of-way area out to the street curb. LUC 3.7.2.7., LUC 3.7.2.4.A.3

3) Tree planters should be a minimum of thirty-four (34) square feet in area and four (4) feet in width. Provide wider planting areas for the trees proposed along the east property line. LUC 3.7.2.3.A.1.c

4) Any outdoor storage areas on the site area required to be screened per LUC 3.7.2-I. If outdoor storage is proposed a 6' high screen is required along all sides of the storage areas.

5) The site does not appear to provide for pedestrian access.
Revise the plans tomply with LUC 3.2.8.4 and DS 2-08.0

6) Barriers per DS 3-05.2.3.C.1 are required at the edges of the vehicular area and to protect landscape areas. Revise the plans to include a suitable barrier between paved and unpaved areas.

2. Per IBC Sec. 1106.4, the one handicapped parking space provided must be van accessible, and be provided with an access aisle with a minimum width of 8 feet. Please revise drawing, which shows only a 6-foot aisle. Provide the maximum slope of the handicap access aisle to be provided. Also, provide a calculation of handicapped parking required and provided. Revise the fine amount in the handicap parking sign to read "$500". The handicap parking space detail says "see site plan for sign location" but no sign location is indicated on the drawing.
