SUMMARY: The Site Plan and Drainage Report were reviewed by Development Services Department, Engineering Division on July 2, 2003. The site plan, floodplain use permit and drainage report were not approved. Please address the following comments.

Drainage Report Comments:
1) Revise the drainage report to provide a discussion of the water surface elevation in Swan Park Wash. Show capacity of culverts under Swan Road and provide a backwater analysis for the culverts. Explain how channel slope was determined.
2) Provide Percolation test results to show that the retained volume will percolate within twelve hours.
3) Provide calculations for the required 5-year threshold retention volume.
4) Revise the discussion on page 5 of the drainage report which refers to drainage from Ajo Way.
Site Plan Comments
5) Show the drainageway/stormdrain along 29th Street that is described in the drainage report (Page 5). Show location where the two flows converge. (DS 2-02.2.1.A.22)
6) Revise the spillway from the detention basin to provide a concrete spillway. The spillway must be constructed to allow maintenance vehicle access. A right of way permit will be required for construction of the spillway.
7) Revise the street name in the description of the basis of bearing. The street to the east of the project is Mountain View Avenue. (DS 2-02.2.1.A.5)
8) Revise the detail for the Solid Waste Container Enclosure to provide steel posts along the sides of the enclosure. (DS 6-01.4.2.C.2)
9) Provide estimated cut and fill quantities. (DS 2-02.2.1.A.15)
10) A grading permit application and stormwater pollution prevention plan are required for the project. The floodplain use permit will be issued with the grading plan.

Revise the Site Plan and Drainage Statement to address all of these comments and resubmit two copies for review. Include a letter explaining how each comment has been addressed. When the site plan is approved, submit application for a grading permit with a stormwater pollution prevention plan.

CODE SECTION/ DEVELOPMENT STANDARD

1. Per Pima County Assessors Records, the site is comprised of two separate parcels which must be combined by providing a copy of the recorded City of Tucson Lot Combination Covenant and a copy of the approved Pima County Assessors Tax Combination form. Attached to the yellow site plan card is a copy of the City of Tucson Lot Combination Covenant. Contact the Assessors office for a copy of the Tax Combination form.

2. Note the project address. (D.S. 2-02.2.1.A.3)

3. Dimension the "Office" building setback from back of future curb. Based on proposed office building height of 24 feet, office must be setback a minimum of 24 feet measured from the back of future curb location along Swan Road. (D.S. 2-02.2.1.A.7)

4. Dimension the wheelstop location for vehicle parking spaces. Wheelstops must be located two and one-half (2 ½) feet from the front of the parking space. (D.S. 3-05.2.3.C.2)

5. Disabled access aisle must be eight (8) feet wide to provide for van accessibility. Revise as required. (ICC/ANSI A117.1-1998 Section 502.3.1) (2000 IBC 1106.4)

6. Provide a fully dimensioned bicycle parking space detail. Refer to D.S. 2-09 for design criteria.

7. Under the bicycle parking calculation, note the Class type required and provided. Two (2) Class II spaces are required per LUC Sec. 3.3.4 Personal Storage land use. (D.S. 2-02.2.1.A.9) (D.S. 2-02.2.2.A.4)

8. Per LUC Sec. 3.3.7.2.C.4, a one-way parking area access lane (PAAL) within a development must be a minimum of 20 feet in width, with a minimum four (4) foot wide pedestrian refuge area delineated one one (1) side of the PAAL. Add the required four (4) foot wide pedestrian refuge area to the one-way PAL's. (D.S. 2-02.2.1.A.12)

9. If applicable, provide a detail of existing and/or proposed free-standing signage and outdoor lighting on the site plan. (D.S. 2-02.2.1.A.13) (D.S. 2-02.2.1.A.25)

10. Per the Major Streets and Routes Plan for 75 foot ½ right-of-way, the MS&R curb is located 12 feet in front of the future right-of-way line. Revise as required. If additional information is required for MS&R right-of-way, sidewalk, or curb, please contact the Engineering Section reviewer for this project. (D.S. 2-02.2.1.A.19, and .21)

11. If applicable, all existing or proposed easements must be shown on the plan including width, type, and recording docket and page reference. (D.S. 2-02.2.1.A.20)
