SUMMARY: Engineering Section has reviewed the floodplain use permit application received on May 15 2003. Floodplain approval is not recommended at this time - resubmittal is required. Please address the following comments:


1. In accordance with City of Tucson Floodplain Regulations (Tucson Code, Article I, Division 1), Sec. 26-11.2 f (1), the placement of chain link fencing perpendicular to regulatory flow poses an obstruction in the regulatory floodplain and represents a danger to property during times of flooding. This office may not allow the placement of obstructions in the regulatory floodplain without sufficient supporting information demonstrating at a minimum, compliance with the requirements listed in item 2;

2. Development in the floodway fringe (floodplain) shall: a) conform to city land use plans for the design of public and private development in the floodplain; and shall not: b) result in damage to public facilities as a result of erosion or flooding events, c) generate adverse impact to adjacent, upstream, or downstream properties, d) increase the base flood elevation by more than one tenth of a foot, e) result in higher floodwater velocities. A detailed engineering study (hydrology report) prepared by state-registered civil engineer demonstrating compliance with these items is required, in conformance with section 26-11.2 (a) 2 e;

3. Clearly depict the location of all existing and proposed structures, fences and or walls on the site, with lot dimensions noted. Current Public records indicate different lot dimensions than those depicted on the site plan submitted with the application, with the fencing apparently proposed in the public drainageway/easement - please revise as necessary, in accordance with Development Standards 2-02.2.1.2, 2-02.2.1.5, 2-02.2.1.6 & 2-02.2.1.27.

4. A $150.00 review fee is required upon submittal of all engineering studies accompanying floodplain use permit applications, per Tucson Code, Section 26-11.2 (i).
