SUMMARY: Engineering Section has reviewed the floodplain use permit application received on 13 May 2003. Floodplain approval is not recommended at this time - resubmittal is required. Please address the following comments:

1. In accordance with City of Tucson Floodplain Regulations (Tucson Code, Section 26-4.1 a 1), "Any structure which is substantially improved at a cost equal to or exceeding fifty percent of the full cash value of the structure as shown on the latest assessor's rolls of the County Assessor…shall conform to these regulations". No information could be obtained for a present valuation of any structure (improvements) on the subject property, on the Assessor's rolls, thus the percentage value of the proposed improvement can not be determined. Please provide an appraisal of the existing structure, conducted by a qualified appraiser or a current valuation by the Pima County Assessor's Office.

2. Department of Transportation - Floodplain Section records indicate two separate floodplain use permits have been issued for this address in the past (Floodplain Use Permit numbers 149 and 1205). Please provide copies of these two permits with building valuation data in order to accurately determine the total value of improvements to this structure to date. If the value of all improvements (the current proposed, and the two previous) exceeds 50% of the value of the structure as valued prior to the previous two improvements, then the entire structure must be brought into compliance with floodplain development requirements.
