Approval of the Site Plan is not recommended at this time. The following comments are offered: SITE PLAN: 1. Depict and label future site visibility triangles (SVT's) and correct the existing near side SVT to 20' x 345', in accordance with Development Standards (DS) 2-02.2.1.10 & 3-01.5.0); 2. Depict and fully dimension any required loading space(s) and maneuvering area(s) (DS 2-02.2.1.14); 3. Depict drainage patterns, finished floor elevation, and finished grades or existing topographic contours (DS 2-02.2.1.16 & 23); 4. Dimension the existing alley right of way, and the future (Major Streets and Routes - MS&R) ½ right of way (75') on the plan (DS 2-02.2.1.19); 5. Dimension and label from street monument line(s) to future curb and sidewalk. The MS&R plan indicates a 12-foot sidewalk area for future 150' rights-of-way. Typically, a 3' shy space is required between the back of future curb and sidewalk. Mayor and council policy directive requires future installation of a 6' sidewalk on all Major Streets and Routes (DS 2-02.2.1.21); 6. Demonstrate water harvesting to the maximum extent reasonably possible, in accordance with the City of Tucson Land Use Code, section 3.7.4.3 B; 7. Broadway Blvd Change of use Site Plan Review (1st review) TRANSMITTAL: May 5, 2003 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. This project was reviewed as a change of use and greater than 25 percent expansion. Full code compliance is required. Please clarify that the proposed use is administrative and professional office and add a statement that the proposed use in the C-2 zone is subject to LUC 3.5.13.5, which reads "outdoor activity may occur". LUC 2.5.4.2.A.1 DS 2-02.2.1.A.31 2. The total proposed building gross floor area is stated to be 5,289 square feet in the project information but in the FAR calc it is said to be 5,783. Please revise or clarfy. DS 2-02.2.2.A.2 3. The site is subject to a rezoning (case number C9-87-10). Please add the rezoning case number to the lower right hand corner of the plan drawing. Also, add the rezoning conditions to the plan and demonstrate compliance where applicable. DS 2-02.2.1.A.38 4. In addition to the existing and allowable building heights, add the proposed height to the project information. Rezoning condition 1.c limits bldg. height to 19 feet. Demonstrate compliance on the plan. DS 2-02.2.1.A.6 5. The lot coverage calculation may be removed because maximum lot coverage is not considered under commercial development designator "31". However, add a percent building area expansion calculation to the plan. DS 2-02.2.2.A.6 6. Revise bicycle parking calculation to be based on 8 percent of vehicle parking spaces provided. (8% × 22 = 2 spces). Specify that the bicycle parking spaces provided are class 2. LUC 3.3.4 DS 2-02.2.1.A.9 7. Because proposed bicycle parking is located toward the rear of the building away from Commerce Court, directional signage must be provided indicating the location of class 2 bicycle parking. Show the location of the directional signage on the site plan. DS 2-09.5.1 8. Board of Adjustment variances were previously approved for this site. Add the case numbers (C10-88-01 and C10-88-49) to the lower right-hand corner near the title block. DS 2-02.2.1.A.38 9. If parking and loading zone requirements are not met with this new (full code compliance) project, a new Board of Adjustment Variance must be approved.
