COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.


1. No C of O for Office use could be found for the building addressed as 2760 N Stone Avenue. In addition a permit for the expansion of the rear building could not be found. Per the most recent Aerial 1998 it appears that the rear building labeled as shop has had an addition added to the southwest corner which is now being used as a reception area for the office. Provide documentation such as approved permits and site plan for the expansion and C of O for the office use for 2760 N Stone. If the expansion was not a permitted approved as an expansion the proposed expansion plus the expansion to the shop building must be included in the expansion calculation. (Add the building heights of the existing structures.) DS 2-02.2.1.A.6

2. Add a building setback dimension from existing and proposed building to the future back of curb location based on the future right-of-way for Stone Avenue. Also please add a building setback dimension from the east property line to the office building addressed as 2760 N Stone Avenue. DS 2-02.2.1.A.7

3. Based on a site inspection and review of the DSD records it appears that the buildings addressed as 2756 and 2760 do not have the proper C of O for the existing uses. Therefore the parking calculations as listed on the plan do not provide the number of parking spaces for the existing use and proposed uses. In addition this site appears to have had a non-conforming dirt parking lot in front of the existing buildings but a recent paving of the site has added a greater than 25% expansion of vehicular use area. This site must be brought up to current code compliance based on the change of use and vehicular use area expansion as well as a possible cumulative building expansion of greater than 25% with the proposed office expansion as shown on this site plan. The number of required vehicle-parking spaces for the existing and proposed uses totals 25 spaces. The vehicular use area must be designed to meet the criteria in DS (development Standards 3-05) as it relates to back up spurs, number of vehicle parking spaces, PAAL widths, landscaping, location of spaces may not be placed in sight triangles etc. DS 2-02.2.1.A.8

4. Bicycle parking is required for this development. Bicycle parking is calculated on a percentage of the number of vehicle parking provided for each use as noted in LUC section 3.3.4. Show the location of the class one and two bicycle parking facilities. A dimensioned detail drawing that demonstrates compliance must be added to the drawing. The bicycle parking calculations must be revised to reflect the number of class one and two spaces required and provided. DS 2-02.2.1.A.9

5. Show existing and future sight triangles. Parking spaces are not allowed within the site triangles. DS 2-02.2.1.A.10

6. Label and dimension the driveway entrances. DS 2-02.2.1.A.11

7. A sidewalk from the street right-of-way must be provided and must connect to the onsite pedestrian circulation. The sidewalk must also connect to the office building in the back of the site. The sidewalk must be physically separated from the vehicular use area by means of raised sidewalks, barriers etc. The four (4) feet wide sidewalk must be constructed of Portland cement concrete throughout except at PAAL crossings where a four feet wide painted crosswalk is allowed. In addition a five feet wide pedestrian refuge area with a four (4) feet wide concrete sidewalk must be provided along the north side of the building addressed as 2756 and the PAAL. The sidewalk must also be an accessible route unless a separate continuous accessible route is provided. Access ramps where required must be shown, labeled, dimensioned, and the slope must be labeled. DS 2-02.2.1.A.12

8. All existing or proposed freestanding signage must be shown, labeled, and size listed. DS 2-02.2.1A.13

9. One loading space is required for this development. The loading zone must be located in a location that is convenient and accessible to all the uses on the site. (The continuous path must connect to the location of the loading zone.) Per the site inspection it was noted that the loading zone is not exiting nor is the area for the loading zone paved. All vehicular use areas, which includes the loading zones and the required maneuvering areas into and out of the loading zone must be paved. Dimension the loading zone and demonstrate maneuverability into and out of the space.(minimum 12'x35' required) DS 2-02.2.1A.14

10. The future curb location must be shown and labeled. The future curb to property line dimension must be labeled. DS 2-02.2.1A.21

11. If applicable, indicate any existing or future freestanding lighting layout within the site. DS 2-02.2.1.A.25

12. See comments by the Landscape Reviewer as it pertains the requirements of LUC section 3.7.0. DS 2-02.2.1.A.27

13. The uses on this site must be correctly identified and listed. The use, development designator, and LUC subject to section numbers must be listed for each. DS 2-02.2.1.A.31

14. The location of the refuse container must be shown and labeled. DS 2-02.2.1.A.32

15. The site plan must be accompanied by a landscape plan with information specified in D.S. 2-07. The site plan and landscape plan must show identical site layout to avoid conflict between the two plans. DS 2-02.2.1.C

16. All calculations related to the specific uses on the site must be revised to reflect the correct vehicle/bicycle parking spaces, allowed building heights, floor area ratios, and cumulative building expansions etc.

17. This site was not assessed a site fee due to lack of information on the plan. This site must meet full code compliance as a result of the vehicular use area expansion of greater than 25% as well as a change of use of one of the buildings to a more intense use which requires more parking.

18. Additional comments will be forthcoming on subsequent site plan reviews due to changes that are required in order to meet full code compliance.
