SUMMARY: Engineering Section has reviewed the hydrology report for the above floodplain use permit applications, received on 9 May 2003. Approval is not recommended at this time. Please address the following comments in a revised hydrology report:


HYDROLOGY REPORT:

1. The report (text, tables, hydraulic calculations, figures, etc.), must correspond with all revisions depicted on the Site Plans (Sheets C1.7 and C1.6). The elevation differences discovered subsequent to the last submittal must be incorporated into a revised hydrology report, in addition to any other proposed or necessary changes to the sites that may affect the report's accuracy;
2. Revise the water surface elevation depicted on Section # 1, sheet C1.7 (figure 4), to reflect an accurate elevation (to be determined in a revised report) - figure 4 exhibits must correspond with the report;
3. In addition to the necessary revisions to be made, the Section 2 and 3 locations on sheet C1.7 should correspond with the most upstream portion of the proposed structure, in order to depict the highest adjacent water surface elevation. This is necessary for ensuring an acceptable minimum finished floor elevation is recommended/provided. Linear interpolation would be acceptable for this determination, but must be discussed in the report, with supporting calculations provided;
4. Sheet C1.6 must also include the calculated WSEL's on 25th and 26th streets, as related to the upstream end of the proposed structure;

As noted in the first review comments for this project (25 February 2003), a grading plan may be required. Please provide estimated earthwork quantities and include a completed grading permit application with the resubmittal. Particular attention should be given to section 13.1 of the 2000 International Building Code (IBC) local amendment.
