03/25/2003 | ELIZABETH EBERBACH | FLOODPLAIN | REVIEW | Approved | March 25, 2003 (Special Inspection Required) FLOODPLAIN USE PERMIT # T03OT00124 PROJECT ADDRESS: 8302 E BROADWAY BL TUCSON 85710 PROPERTY OWNER'S NAME: ARIZONA CHRISTIAN MISSIONARY SOC The applicant is authorized to use a portion of the flood hazard area in the City of Tucson, Arizona, on the property described as: Saguaro Christian Church at 8302 East Broadway Boulevard, Tucson Arizona 85710, at the southeast corner of East Broadway Boulevard and South Sarnoff Drive, in Ward 2, within the north portion of Township 14 South, Range 15 East, Section 16, Lat. 32° 13' 15" Long. 110° 48' 50", 134-09-0010, for the purpose of placing fill for building pad and constructing improvements including drainage structures and parking lot within the floodplain for the Saguaro Christian Church project as depicted in the approved Grading Plan for Saguaro Christian Church New Administration and Education Buildings. The applicant agrees to comply with City of Tucson Floodplain and Erosion Hazard, and Watercourse Amenities, Safety and Habitat regulations, and are particularly bound by the conditions stated below. Violation of any of the conditions stated or referred to below, as determined by the City Engineer, shall be grounds for revocation of this permit. Responsibility for renewal of this permit, if necessary, is with the applicant. Issuance of this permit does not constitute a waiver of other requirements contained in the Tucson City Code, Land Use Code, or any other Federal, State, or local regulation. No use other than as permitted herein is allowed. Additional uses allowed under City of Tucson Floodplain and Erosion Hazard Regulations and Watercourse Amenities, Safety, and Habitat regulations require the issuance of an additional Floodplain Use Permit. The following 12 conditions apply to this permit. (see Tucson Code of Ordinances Chapter 26) 1) All work shall conform to Albanese-Brooks Associates and M2 Group Engineering documentation including: the attached Site Plan (dated 1-24-03); Geotechnical Engineering Report (dated 4/24/01); Geotechnical Engineering Report Addenda (dated 12/17/02 and 1/22/03); Grading Plans (dated 1/22/03); and Drainage Report and W.A.S.H. Report (dated 3-4-3); as well as the CLOMR-F (dated March 10, 2003, case # 02-09-1028C); which are made part of this permit. 2) Any building shall be placed on a engineered pad, compacted to 95% density, extending twenty-five (25) feet beyond the buildings foundation, or as specified by the approved grading plans, prepared by the registrant, and approved by the city engineer showing that a lesser distance is acceptable. 3) Within 5 (five) days of issuance of this permit, through completion of the project, notification must be posted and maintained in a conspicuous place on the job site stating "CONSTRUCTION PROCEEDING UNDER REQUIREMENTS OF CITY OF TUCSON FLOODPLAIN USE PERMIT # T03OT00124. FOR INFORMATION PLEASE CALL 791-5550." 4) This permit becomes invalid and is subject to additional floodplain review, if any required development permit changes the configuration of the structure and / or site development. 5) Any further disturbance within the floodplain than that outlined in the approved GRADING PLANS FOR SAGUARO CHRISTIAN CHURCH shall require separate revised grading and floodplain use permits. 6) Except as approved by the City Engineer prior to the start of construction, development under this permit shall not obstruct, retard or divert the existing flow of floodwaters from or to adjacent properties. The existing drainage patterns at the property lines shall be maintained as indicated on the approved plans. 7) Right-of-way Use Permits may be required for any construction within the public right-of-way. Contact City of Tucson Permits and Codes (791-5100) for information about right-of-way permitting. 8) Please call Development Services Department at 791-5550 or 740-6970 (IVR) for inspection prior to any wall construction. Any future walls to be constructed will require a separate grading and building permit. 9) The lowest finish floor of the proposed education building, at the property under this permit, shall be placed upon a constructed pad and slab, as indicated by the approved plans and geotechnical engineering report, to a minimum FFE of 2639.00 North American Vertical Datum of 1988 (NAVD88) feet above mean sea level, or 2636.80 for the National Geodetic Vertical Datum of 1929 (NGVD 1929), as Certified by a Registered Land Surveyor. 10) Elevation Certificate shall be submitted upon completion of grading for the building pad and finished floor and then returned to the Records Department, on the 1st floor of the County/City Public Works Building at 201 North Stone Avenue, Tucson Arizona 85726. This Certification must be completed immediately after the finished floor is constructed. 11) Adhere to all specifications outlined on the elevation certificate, including Section C, C2. 12) A separate percolation test may be required upon Development Services Department Engineering Division Inspector's request. If required, the infiltration test results shall be submitted to the Development Services Department Engineering Division after final construction of basins is completed. Scarification, stripping of top material, re-grading may be needed prior to final grading inspection of basins. Call Development Services Department Engineering Division at 791-5550 extension 1194 for inspection of the basin. This Floodplain Use Permit T03OT00124 is being issued concurrently with the issuance of the Grading Permit T02BU02343. This Floodplain Use Permit will be automatically revoked and becomes invalid for non-compliance to conditions set forth in this permit. Also, this permit will expire one year from its date of issue. Renewal of this permit will require a new application, review and approval of that application by the Engineering Section of the Development Services Department for the City of Tucson.
