SUMMARY: The Site Plan was reviewed by Development Services Department, Engineering Division on January 6, 2004. The site plan was not approved. Please address the following comments.

Site Plan Comments:
1) Clarify the cut and fill quantities. The plan states that cut and fill quantities are less than 50 cubic yard and states that cut and fill quantities are 54.8 cubic yards. If the fill quantities are greater than 50 cubic yards, a grading permit will be required.
2) Show proposed finish grade spot elevations and drainage patterns including drainage on the paved areas and roof drainage. (DS2-02.2.1.A.16)
3) Show that concentrated flows will be conveyed under sidewalks for all flows up to 10-year storm events. (DS 2-08.4.1.E)

Revise the Site Plan to address all of these comments and resubmit two copies for review. Include a letter explaining how each comment has been addressed.

COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. Add under the location map, the Section Township and Range. DS 2-02.2.1.A.4

2. Revise the following items pertaining to vehicle/bicycle parking and vehicular use area.

a. The parking calculations must reflect the number of vehicle parking spaces required and provided. The calculation must be revised to list the gross lot area 21,671.76 square feet to calculate the number of parking spaces required for the lot size. a total of four (4) spaces is required. Revise the calculation.

b. The bicycle-parking requirement is based on the number of vehicle spaces provided. If the calculated number of required bicycle parking spaces is less than two (2), the minimum number of spaces required is two (2), LUC section 3.3.3.5. Revise the bicycle parking calculation.

c. Wheel stops or some method of barrier must be provided between the sidewalk and the vehicle display area where display vehicles will placed against the sidewalk which is in front of the modular structure. Curbing must be placed two and one-half (2.5') from the edge of the sidewalk in question or the sidewalk must be constructed at six and one-half (6.5') feet wide to allow for the two and one-half (2.5') feet vehicle over hang. Revise as required. See redlines.

d. A back-up spur is required at the north end of the vehicle display area. The back-up spur depicted on the plan does not meet the criteria of D.S. 3-05.2.2.D.
DS 2-02.2.1A.8 and .9

3. The pedestrian circulation has been depicted on the plan and meets the on site pedestrian circulation requirement. The sidewalk also meets the accessible route requirements with the exception of the wheel chair access ramps. The ramps proposed on the plan not allow for a minimum four-foot wide landing to be constructed at the top of the ramp. The ramps at the three locations as noted in the redlines must be revised to a different ramp that provides the landing or use a different method for the ramp that still provides the accessibility and meets the slope requirements. See redlines for example and ramp locations. In addition, the access ramp at the south entrance of the driveway will not provide for a safe accessible transition from the street sidewalk to the on site sidewalk. See the City of Tucson/Pima County Standards and Specifications manuals and select a ramp that is appropriate for this location. Revise either sidewalk keynote 13 or the dimension on the plan. DS 2-02.2.1.A.12

4. Draw the location of existing or proposed freestanding signage. The location, size, and type must be labeled. Add to the use note, the LUC subject to section numbers. DS 2-02.2.1.A.13 and DS 2-02.2.1.31

5. A recorded MS&R Covenant shall be required prior to approval of the site plan. The MS&R covenant may be downloaded from the DSD web site, under facts, forms and applications.
