Speedway Boulevard Site Plan Transmittal date: 1st Review January 21, 2004 COMMENTS: Please resubmit revised drawings along with redlines and a response letter, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. The legal description does not match the proposed development area. The legal description for parcel two does not describe any portion of the site to be developed. Revise the legal description as required. In addition if a lot reconfiguration is proposed, a separate lot split/reconfiguration application and a 54-dollar fee will be required prior to approval of this site plan. Approval of the lot reconfiguration will be contingent upon the existing uses on the property meeting LUC and D.S. criteria requirements. In order to ascertain whether the existing uses on the property meet code requirements, all existing uses as well as code related data for each use must be listed on the plan. Additional comments may forthcoming based on the subsequent site plan submittal and proposed lot reconfiguration. DS 2-02.2.1.A.2 2. The location map must be drawn at a scale of "three inches equals one mile". The location map must include the major street names, section corners, and the project location shown and labeled. The section Township and Range must be listed under the location map along with the north arrow and scale of the map. DS 2-02.2.1.A.4 3. If a lot reconfiguration is proposed and is approved by the City of Tucson, a new legal description will be required and the new distance and bearings must be labeled. DS 2-02.2.1.A.5 4. All existing structures must be dimensioned, the use for each building listed, the building setbacks labeled, and building heights listed. DS 2-02.2.1.A.6 and .7 5. Based on the building square footage and the proposed site area as reconfigured, this site is to be provided with a minimum of four (4) vehicle parking spaces for customer use. Of the four vehicle-parking spaces one (1) space must be a van handicap space with an eight (8) foot wide access aisle. Under the parking calculations text block 25 vehicle parking spaces have been listed as provided. It is necessary to indicate on the plan which spaces are to be reserved for the customers and which spaces are to be used for displaying the vehicles that will be for sale. The spaces that are to be used for the parking and displaying the vehicles that are for sale do not count towards the number of required parking spaces. All vehicular use areas must meet the requirements for two way traffic (24 feet wide) and required back up spurs. Label the width of all PAAL areas. The minimum width for two-way traffic is 24 feet. Back-up spurs are required at the end of row of parking, where the row of parking ends at the property line, three (3) places on this site. DS 2-02.2.1.A.8 6. A minimum of two (2) class two (2) bicycle-parking spaces is required for this project. A keynote has been listed on the indicating bicycle parking, but the type of rack; number of bicycle the rack supports was not listed. A fully dimensioned detail drawing must be added to the plan that clearly demonstrates that the facility meets all requirements as listed in Development Standards 2-09. The detail must include the name (type) of rack, number of bicycles supported by the rack, must be fully dimensioned, the type of surfacing, and lighting proposed if applicable. See the "sample" bicycle-parking detail drawing attached to the redlined sheet. List under the parking calculation text block the number bicycle parking spaces required and provided. Indicate that all are class two (2) spaces. Also, when the bicycle parking facility is not visible from the street frontage, directional signage that directs the bicyclist to the facility will be provided. DS 2-02.2.1.A.9 The bicycle parking facility must be located in area that is not within the vehicular use area or must be physically separated by providing a raised pad or barriers to keep vehicles from accidentally damaging the facility and bicycles. 7. Speedway Boulevard is a major street that has a projected future right-of-way widening of 120 feet with a 60-foot half right-of-way. The future curb location will be constructed nine (9) feet from the future right-of-way line. The existing and future sight visibility triangles must be shown and labeled. The existing and future pedestrian sight triangle must also be shown. See Development Standards 3-01. DS 2-02.2.1.A.10 8. Although the location of the proposed sidewalk is acceptable as shown on the plan all pedestrian sidewalks must be physically separated from the vehicular use areas. The sidewalk must be raised or some form of barrier must be provided between the sidewalk and parking spaces along the northwest and back-up spur area on the west side of the site to keep the vehicles from overhanging over the sidewalk. A five (5) foot pedestrian refuge area with a four (4) foot sidewalk is required along the east side of the building and must connect to the on site pedestrian circulation. The sidewalk must be physically separated from the vehicular use area. See Development Standards 2-08.4 and 3-05 for more information of sidewalk and refuge area requirements. DS 2-02.2.1.A.12 9. Labeled the size and type of sign proposed. The location of the proposed sign will encroach into the future sight visibility triangle. In order to allow the sign in the proposed location as shown the plan a DSMR application and approval will be required or the sign must be relocated out of the triangle. If the owner decides to apply for the DSMR a separate review and approval will be made by the CDRC committee. The fee for the DSMR is $615.00 and in these types of cases the DSMR will be supported with a condition that the sign is relocated outside the sight visibility triangle at time of Speedway Boulevard roadway widening. Relocate the sign outside the future sight visibility triangle or indicate in your response letter if an application for a DSMR will be made. In addition to the proposed signage, all existing signs or billboards must be shown and labeled on the drawing. DS 2-02.2.1.A.13 10. Add the street name "Cody Street". DS 2-02.2.1.A.18 11. The existing and future right-of-way dimensions must be labeled on the site plan. The location of the existing and future curb and sidewalks must be shown, dimensioned and labeled for Speedway Boulevard. The same information must be added for "Cody Street". DS 2-02.2.1.A.19 12. If applicable all existing or proposed easements of record must be shown and labeled. The purpose, width, and recordation information must be indicated for each easement. Additional comments may be forthcoming on subsequent site plan submittal based on the response comments and drawing revisions. DS 2-02.2.1.A.20 13. List the existing and proposed uses. The proposed use is to be listed as "Vehicle Rental and Sales DD '31', Subject to LUC sections 3.5.9.5.A and .B". DS 2-02.2.1.A.31 14. The subsequent submittal must be accompanied by a landscape plan. See Landscape Reviewer comments with regards to the required Landscape and NPPO plan requirements. DS 2-02.2.1.C 15. As stated in comment one, this development is proposed over the south parcel and a portion of the north parcel. The parcel on the north has existing uses that have not been defined on this plan. The subsequent plan must include drawing, calculations, and required data code info for the existing uses on the north parcel. By reconfiguring the lot lines the required calculations such as building setbacks, floor area ratios, lot coverage, density etc could be affected and must be addressed. It is important to provide an accurate drawing of the existing uses and information. Additional comments will be forthcoming based on the subsequent submittal. Add a Land Use Code Data text block that lists all the relevant data for the proposed use and existing uses. See Development Standards 2-02.2.2.A.1 - .6 16. When the proposed site is part of a larger site, the calculations encompass the entire site, whether existing or proposed. If the project is being phased, calculations must show that, at each phase, requirements are being met. Please include a response letter with the next submittal that states how all comments have been addressed. RESUBMITTAL REQUIRED: SITE PLAN 1. The lot dimensions are unclear. Is the parcel to the north included in the site? If the north parcel is not part of the site, remove from the site plan. Is the parcel being split or combined? If the lot is being reconfigured this must be approved prior to site plan approval. Clearly define the lot dimensions on the site plan and only include the parcel under review. DS 2-02.2.1.A.5. 2. Include existing and future sight visibility triangles on the site plan. The near side length is 345 feet and due to the median the far side length is a pedestrian SVT of 30 feet. DS 2-02.2.1.A.10. 3. If the structures are included with the site add finish floor elevations. DS 2-02.2.1.A. 4. It is not clear if the grades shown on the plan are existing or proposed or both. The legend does not include information regarding grades. Add the necessary information to the site plan. DS 2-02.2.1.A.16. 5. Dimension the future Right of Right (ROW) for Speedway Blvd. Per the Major Street and Route Plan (MS&R) the future ROW width is 120 feet, 60 for half ROW. DS 2-02.2.1.A.19. 6. Add existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number. DS 2-02.2.1.A.23. 7. Within all development, a continuous pedestrian circulation path is required. This path must connect all public access areas of the development and the pedestrian circulation path located in any adjacent streets. The areas within the development which must be connected include, but are not limited to, all buildings, all bicycle and vehicle parking areas, all dumpster areas, and all other common use areas. DS 2-08.3.1. 8. At least one (1) sidewalk will be provided to a project from each street on which the project has frontage. Sidewalks must connect all areas of the development and must also connect to the pedestrian circulation path located in any adjacent street. Revise plan as necessary DS 2-08.4.1.A. 9. Sidewalks must be flood free for up to the 10-yr. event. Add a note on the plan, "All roof down spouts on all structures must be routed under any adjacent sidewalk." DS 2-08.4.1.E 10. A minimum setback distance of five (5) feet for a pedestrian refuge area must be maintained between any enclosed structure and a PAAL. The refuge area may have a roof for shade, provided it contains a sidewalk and pedestrian access which is unobstructed and is set back one (1) foot from the PAAL. Sidewalk is required adjacent and parallel to any PAAL on the side where buildings are located. Provide a sidewalk and pedestrian refuge between existing drive and existing structure. Revise plan as necessary. DS 3-05.2.2.B.1., Figure 1 and DS 2-08.4.1.B. 11. It is not clear where the solid waste truck is accessing the trash enclosure. Show access and dimensions to the solid waste enclosure. Revise plan accordingly or get written approval from John Clark, Environmental Services, 791-3175 extension 1136, for the current position of the trash enclosure. DS 2-02.2.1.A.32. 12. Dimension the PAAL adjacent to the existing house. A minimum of 24' is required for a PAAL. DS 2-02.2.1.A.12. 13. Driveways on arterial roads are limited to two driveways per 300'. The nearest pavement edges spaced must be at least 80' apart. Obtain written approval from the Department of Transportation, Dale Kelch for proposed curb cut. Refer to the Transportation Access Management Guidelines for the City of Tucson TAMG 5.4. 14. On the site plan there is a keynote 28. The list of key notes only goes up to 23. Is keynote 28 supposed to be keynote 18? Revise plan for clarity. 15. Stormwater must be accepted and released from developments essentially at the same locations, and with the same magnitudes, as encountered under natural or existing conditions.
