A 5-foot pedestrian refuge with a 4-foot concrete sidewalk is required between the building and vehicle use areas. There is no pedestrian refuge indicated in the area of the proposed canopy and it is unclear if there is a pedestrian refuge located or proposed along the south and west sides of the building where there is a dashed line. 11. The Assessors Record maps indicate that the project site is made up of two lots (Lots 5 and 8, Block 17 of Coronado Heights; tax parcel numbers 107-12-0220 & 107-12-0150). The lots must be combined prior to site plan approval. Provide copies of Assessors tax combo form and recorded covenant. These forms are attached to the review comments.

12. Indicate the required zoning setbacks in the site plan data notes. The required MS&R street perimeter yard building setback along First Ave is the greater of 21 feet or height of exterior structure wall measured from the back of future curb location. The required building setback to adjacent C-2 zoned properties to the north and south is zero (0) feet, and the required perimeter yard building setback to R-2 zones property to the west is one-and-a-half times the building height.

Although notes on the plan clearly include maintenance provisions related to visibility, plant selection and location is the primary means of demonstrating compliance per DS 2-06.3.8.G. Relocate plants which typically grow to a height exceeding thirty inches.

2) Screening is required along First Avenue in front of the existing parking spaces. LUC Table 3.7.2-I

3) Revise irrigation note 4 on sheet LS-1 to comply with requirements for water harvesting and to correspond with key note 3 on sheet C301. LUC 3.7.4.3

4) Show any recorded easements for the TEP transformer located within the street landscape border. Revise the plans to provide screening of the transformer from the street.
