Drainage Report:
1. The DR review was done for site plan purposes only, the final acceptance is granted along with the grading plan.
2. Please provide details of the landscaped areas and drainage features (pipes) to be used for retention/detention basins along 22nd Street for review.
3. Please note that no retention/detention basins are allowed in the public right-of-way.
4. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the DR and maintenance check list, see attached.

11/26/2003 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Per LUC 3.7.2.4.1 "Street landscape borders shall be a minimum of ten (10) feet wide as measured from the street property line. On streets designated as Major Streets and Routes (MS&R), the street landscape border is measured from the MS&R right-of-way line as determined by Sec. 2.8.3.4." Revise the landscape plan to include dimensions for the width of the street landscape borders. Revise as necessary to provide ten feet.

2) Per LUC 3.7.2.4.A.2 "Street landscape borders shall be located entirely on site, except that, if approved by the City
Engineer or designee, up to five (5) feet of the required ten (10) foot width may be placed within the adjacent right-of-way area or within the Major Streets and Routes (MS&R) right-of-way area on MS&R streets". Revise the plans to include street landscape borders which are located entirely on site or obtain approval in writing from the City Engineer to locate up to five of the required ten feet in the public right of way. Include any approvals obtained with future submittals.

3) Additional canopy trees should be provided within the street landscape borders in the northeast portion of the site. One canopy tree is required for every thirty-three feet per LUC 3.7.2.4. Although trees may be planted at varying distances, the distance between any two canopy trees should not exceed 66 feet.

Palm trees are not counted toward meeting the canopy tree requirement. LUC 6.2.3

4) After making requested revisions, evaluate the plans for
compliance with LUC 3.7.3.4 which requires that "Any screen higher than thirty (30) inches must be located outside of the sight visibility triangle." Plants which typically exceed thirty inches in height should be relocated or substituted.

5) Revise the plans to provide continuous screening near the intersection of Wilmot Road and Twenty-Second Street. Vegetative screening is required be a minimum of thirty inches high and is required year round. The height of screening material adjacent to property lines is measured on
the project side of the screen, at finish grade. DS 2-06.3.7

6) Show any required screen walls on the site and landscape plans. A five-foot high masonry wall is required on the south and west property lines. DS 2-07.2.2, LUC Table 3.7.2-I

COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. Return all redlines or previous copies of the plans as reference with the new site plan submittal packet.

1. A Pima County Assessor's Tax Code Combo and a Lot Combo Covenant will be required prior to final approval of the site plan. The Pima County Assessor's Tax Code Combo will combine all existing parcel tax codes into one parcel tax code number. This process is to be completed through the Pima County Assessor's Office. The Lot Combo Covenant is a City of Tucson form that must be filled out and recorded with the Pima Count Recorder's Office. Copies of both forms and a copy of the recordation receipt for the lot combo covenant recordation must be submitted with the subsequent site plan packet. This issue was previously discussed in two pre-submittal conferences with the consultants. I have attached a copy of the Lot Combo Covenant to the yellow review record card. DS 2-02.2.1.A.2

2. Add the distance and bearings for the north property line or curve data table. DS 2-02.2.1.A.5

List or indicate on the plan the proposed building heights for building's two and three. DS 2-02.2.1.A.6

3. Per D.S. 2-08.4.1.C, a four-foot wide concrete sidewalk will be required at the location along the north west side of building one where five of the required vehicle parking spaces have been provided. The sidewalk must be provided between the spaces and the building. Unfortunately the sidewalk would require that the parking spaces be pushed out onto the PAAL thus reducing the width to less than the required 24 feet. If a decision is made to relocate the five parking spaces elsewhere on the site or roof top, a five-foot pedestrian refuge area must be provided in the same location which is affected by the five proposed parking spaces. DS 2-02.2.1.A.8

4. Add a detail drawing of the area to be utilized for the bicycle parking within building three. The detail drawing should be added to sheet A-4. The detail must demonstrate how the requirements for the bicycle parking facilities per D.S. 2-09 have been met. DS 2-02.2.1.A.9

5. Existing and future sight visibility triangles at all driveway entrances must be drawn on the plan, sheet A-3. Additional comments will be forthcoming based on sight triangle placement and obstructions or parking spaces that are within the sight triangle area that will affect the visibility through the triangle. See comment by the Engineering Section Reviewer. DS 2-02.2.1.A.10

6. As mentioned in comment three, along the northwest side of building one a four-foot sidewalk is required between the five parking spaces and the building. A five wide pedestrian refuge area is required between the PAAL and building three. See redlines. With the required refuge areas around building three and sidewalk between the five parking spaces and building one, the PAAL within this area will not meet the minimum width requirements for two-way traffic. Please redesign as required to accommodate the PAAL the parking spaces and the required sidewalk and refuge areas. DS 2-02.2.1.A.12

7. The proposed sign locations may be within the sight visibility triangles and may cause visibility problems. As mentioned in comment five obstructions such as parking spaces signs walls etc that are within sight triangles must be relocated outside the line of sight. The sign may not be taller than thirty inches in height if it is to be placed within the sight triangle. Please specify the proposed sign type and size. DS 2-02.2.1.A.13

8. This project is to be provided with four, 12 feet wide by 35 feet long loading spaces. Please list under the project tabulation text block on sheet A-3, the size and the number of loading zones required/provided. Add a keynote indicating the location of the loading zones. DS 2-02.2.1.A.

9. See comments by the Landscape Reviewer regarding the requirements for landscape borders, screening and NPPO. DS 2-02.2.1.A.27

10. Label the zoning classifications adjacent to the west and south property lines. See redlines. DS 2-02.2.1.A.

11. Under the Project Tabulation text block sheet A-3, list the development designator (DD "31") and the subject to section numbers LUC section 3.5.9.5.A.and .B. Also please list "Retail Trade Use 6.3.10". Indicate by general note how the LUC subject to sections will be met. DS 2-02.2.1.A.31.

12. The dumpster location could not be verified on the site plan. Please add a keynote for the dumpster. DS 2-02.2.1.A.32

13. Please address the additional concerns by notes, response comments, or additional detail drawings on the site plan as required.

Please clarify what the area in the northeast corner of the site is to be used for. A wheel chair ramp is indicated on the plan and is identified as a wheel chair ramp per detail 8-A4. The wheel chair ramp does not lead to a sidewalk or pedestrian circulation path out to the street. Clarify by note and detail drawing.

It is not clear on the drawings or even by the detail mechanical equipment storage area if the structure is strictly a 12-foot high wall enclosure or if a roof structure is proposed. (I am assuming that because it is a mechanical storage that a roof will not be constructed.) For clarification please indicate on the plan if the structure is a complete enclosure with or without a roof. If the enclosure is roofed the structure becomes part of the building area and must be addressed as such for parking calculations, loading zones and floor area ratios. The square footage of the structure is not that great and would not increase any of the above mentioned items significantly but must be addressed.

Label the required parking spaces on the roof. The rooftop parking spaces must be dimensioned. The PAAL widths must be labeled, and the number of parking spaces must be listed. Indicate the pedestrian access from the roof parking area to the first floor. (I am also assuming that these roof top spaces will be used by the employees rather than by customers.) Add a note stating if this is so. Also please label the vehicle access ramp, the width of the ramp, and the direction of travel.

Sheet A-4 was missing from the site plan sheets packet. Please insure that sheet A-4 is included in the next site plan submittal packet.
