All features were checked only to the extent allowed by the submittal provided. All portions of the project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL: q There are no general comments to be addressed. ARCHITECTURAL: q Please clarify that the width clearance between the lavatory and the sidewall next to the toilet is a minimum of 60 inches at the Employee Toilet Room 127. The lavatory cannot be placed within the toilet clearance space [1998 ICC/ANSI A117.1 - 1998 Sec. 604.3]. This clearance currently appears to be only 52" as scaled on the plans. This previous comment has not been addressed. Section 604.3.1 states "clearance around the water closet shall be 60 inches minimum measured perpendicular from the side wall, and 56 inches minimum measured perpendicular from the rear wall. No other fixtures or obstructions shall be within the water closet clearance." The response received to the comment references the exception (Section 604.3.2), however the exception states "The clearance around the water closet shall be permitted to overlap the fixture [i.e. the water closet], associated grab bars, tissue dispensers, accessible routs, and clear floor or ground space, or clearance at other fixtures and the wheel chair turning space." The exception does allow the clear floor or ground space or clearance at the lavatory to overlap the clearance around the water closet, but it does not allow the lavatory to encroach into the clearance for the water closet. The ONLY time a lavatory is allowed to encroach on the required clearance at an accessible water closet is in a Type A Dwelling Unit [ANSI A117.1-1998 Sec. 1002.11.5.2]. STRUCTURAL: q Provide a City of Tucson special inspection form for engineered fill per the geotechnical report prepared by Profession Services Industries, Inc. (Project 878-35011) and dated February 12, 2003 [2000 IBC Sec. 1704.7]. This previous comment has not been addressed. The geotechnical report on Page 1 of 12 (the Executive Summary), the last sentence of the 3rd paragraph states, "Footings should be sized for a maximum soil bearing pressure of 2,000 psi bearing entirely on a minimum of 2 foot of properly compacted, engineered fill." Please provide a special inspection certificate for engineered fill. MECHANICAL: q Provide calculation(s) demonstrating that the required level of outdoor ventilation is being provided throughout the facility [2000 IMC Sec. 403.3 Table 403.3]. This previous comment has been partially addressed. A schedule has been provided, however it lists 15 c.f.m. based on occupancy for the dining rooms (and notes the 1997 UBC regarding occupant loads). The 2000 IMC requires 20 c.f.m. per occupant which means that Dining Room #3 and Dining Room #4 fall short of providing enough outside air. Please correct.
