RESUBMITTAL REQUIRED: Site Plan and Drainage Report.

The Site Plan (SP) and Drainage Report (DR) cannot be approved as submitted. Please address the following review comments prior to the next submittal.

Site Plan:

1. Please include a response letter to the comments along with the corrected copies with resubmittal.
2. All comments are requirements from the Site Plan Content and Specifications in the COT Development Standards per 2-02.0.0. The Grading plan and the Site Plan are two separate documents and are submitted to records separately. Therefore all changes and additions must be made on the Site plan and not refered to the Grading plan. Please revise as commented.
3. Please address the screen wall openings for the section where the wall crosses the
4. Please remove the "Preliminary" in the site plan label.
5. Please provide Drainage patterns and finished grades per D.S. 2-02.2.1.16. On the site plan. Per previous comment.
6. All easement of record must be graphically shown on the plan together with recording docket and page per D.S. 2-02.2.1.20. A cross access pedestrian easement is required. Per previous comment.
7. A Retention/Detention basin with 5-year threshold is required in a Balanced Basin, the DR and grading plan show the basins. Please show the basins on the site plan. Please show (but not with great detail) all drainage devices and structures with the associated slopes and dimensions on the SP. Per previous comment.
8. Add the basin(s) maintenance responsibility note per S.M.D.D.F.M. 2.3.1.6 C 1 and 2 to the SP. Please add to notes on SP. Per previous comment.
B. (a.) That the owner(s) shall be solely responsible for, operation, maintenance and liability for the drainage basin(s); (b.) That the owner(s) shall have an Arizona registered professional engineer prepare a certified inspection report for the drainage and detention/retention facilities at least once a year, and that these regular inspection reports will be on file with the owner for review by city staff, upon written request; (c.) That city staff may periodically inspect the drainage and detention/retention facilities to verify scheduled and unscheduled maintenance activities are being performed adequately; and (d) That the owners(s) agree to reimburse the city for any and all costs associated with maintaining the drainage and detention/retention facilities, should the city find the owner(s) deficient in their obligation to adequately operate and maintain their facilities.

9. Please provide existing topographic contours at intervals not exceeding two (2) feet and/or spot elevations as pertinent and Bench Mark based on City of Tucson Datum, including City Field Book and page number per D.S. 2-02.2.1.23. Per previous comment.
10. Due to the commercial vehicles entering the site, curb returns will be required. A permit or a private improvement agreement will be necessary for any work performed within the Right-of-way. Contact Permits and Codes at (520) 791-5100 for permit information. Please eliminate the driveway apron and install curb radii per D.S. 3-01.3.2.C. Vertical curb is required in the R/W. Per previous comment.
11. Show refuse container location, size, and access thereto fully dimensioned per D.S. 2-02.2.1.32, D.S. 6-01.0 and D.S. 6-01.2.2.B. The min. distance for the opening at the gate is 10 feet. The overall distance labeled is only 19'-7 ½" with a fence pole for the gates. Show the rear wall of both enclosures. Dumpster enclosures that incorporate the patio wall will not serviced. Please revise. Per previous comment.
12. Please show a typical cross section of the P.A.A.L. or call out the percentage of slopes. Call out the GB at the entrance, if applicable. Although this is not a development standard is helpful to show o
13. Please show the proposed roof drainage patterns, 100% of the 10-year flow must be conveyed under the sidewalks including any other site drainage as well. Please provide supporting calculations to demonstrate compliance with D.S. 3-01.4.4. If the location(s) of the roof scuppers have not yet been decided, a general note indicating sidewalk scuppers will be used when the roof scuppers locations have been designed and located will suffice. Although the comment response letter states that the scupper have been shown, they are evident on the plans. Per previous comment.
14. Add note: "Depress all landscaped areas 6" maximum for water harvesting" on the site plan. Per previous comment.

Drainage Report:
1. The DR is accepted conditionally.
2. Please size the opening of the masonry wall opening for the screen wall that crosses the drainage swale at the North side of the property.
3. COT/DSD Engineering/Floodplain does not accept addendum's to accompany any DR. All additional information must be incorporated into a revised DR.

2. A minimum of 2 ½ feet is required for vehicle overhang. Revise the vehicle overhang distance between the 6" curb and the retaining wall along the south end of the parking lot in Parcel B accordingly. Remove the reference to wheelstops in these spaces, as no separate wheelstop curbing is to be placed in these parking spaces.
