| 11/10/2003 | WILDAN | 3RD PARTY REVIEW-COMMERCIAL | AT 3RD PARTY OFFICE | Completed | The second review of the above-referenced project has been completed. The following items reflect original comments which remain unaddressed and require a written response indicating any action to be taken. In order to facilitate a shorter back-check time, we request that you provide two (2) sets revised plans and calculations, which highlight any changes made to the previous submittal. Please replace all revised drawing sheets, in all sets of plans, before returning to Willdan for the follow-up plan review. Please return comment drawings with your resubmittal. Also, please note that per paragraph V-C third party contract, third and subsequent reviews will be charged at the current hourly rate in addition to the base contract amount. Occupancy Occup. Load Construction Area S.F. Sprinklered Alarms R-3 N/A V-B 3,201 No Smoke GENERAL COMMENTS: 1. This project has been reviewed for conformance with the 2000 IRC, 1997 UAC as adopted by the City of Tucson, and the 1994 UPC with State of Arizona amendments. Any revisions to this plan will require an additional review and approval by Willdan. 2. The following comments reflect initial review comments that remain unresolved. 3. "A.R.S. Article 3. Regulatory Provision, 32-141 Firm or Corporate Practice. No firm or corporation shall engage in the practice of architecture, assaying, geology, engineering, landscape architecture, or land surveying unless the work is under the full authority and responsible charge of a registrant, who is also the principal of the firm or officer of the corporation." Since the work is by statute to be under the full authority and responsible charge of registrant, all work for this project shall be sealed by the registrant in responsible charge. Reference R106. 4. The owner's signature is not on the deferred design submittal request. Provide with your resubmittal. Reference IBC Section 106. ARCHITECTURAL COMMENTS: Sheet A-10 1. Review and coordinate Rastra panel widths with structural design. Reference R106.1.1. Sheet A-11 1. Exit doors shall be openable from the interior without the use of a key, special knowledge, or effort. Review and provide appropriate notation on the door schedule. Reference R311.2. STRUCTURAL COMMENTS: Sheet AS1 1. The width of the screen wall footing is not identified on the drawing. Review and clarify. Reference 106.1.1. Sheet S1 1. Structural engineer identifies in his response letter that the Rastra proprietary wall system is intended to comply with the 2000 IRC. Accordingly, the following requirements of the proprietary ER-4203 are required IF the design is to be in compliance with the 2000 IRC. A. ER-Report Section 2.2.2 Concrete If construction is based on the 2000 International Residential Code (IRC) concrete must comply with Section R611.6.1. That IRC section requires: Ready Mix Concrete Materials used to produce concrete and testing thereof shall comply with the applicable standards listed in ACI-318 Maximum slump shall be 6-inches Maximum aggregate size shall not be larger than ¾ inch B. ER-Report Section 2.2.3 Reinforcement If construction is based on the IRC, reinforcing steel must comply with Sections R611.6.2 and R404.4.6 of the IRC. Minimum yield strength of reinforcing steel shall be 40,000 psi. C. ER-Report 2.3.3 Design In Accordance with the IRC Reinforced concrete walls and structural members constructed with Rastra panels must be designed and constructed in accordance with Section R404.4 or Section R611 of IRC. Note that Figure 611.5 for screen-grid (Rastra Panels) requires vertical cores to be 12 inches on center maximum. The RASTRA vertical cores are spaced at 15 inches on center. Accordingly, since Rastra panels are not in physical compliance with IRC design tables, an engineered design must be prepared in accordance with ER-4203. D. ER-Report 2.3. Design The design of cast-in-place, reinforced concrete structural members formed by Rastra panels must conform to Chapters 16 and 19 of the UBC or IBC. Since the design must conform to the 2000 IBC, special inspection per ER-Report Section 2.11 is required. Provide City of Tucson special inspection documentation with your resubmittal for concrete, concrete materials, and welding. Reference R106 and IBC Section 1704. 2. The computer design for the concrete wall is noted for compliance with ACI-318-95 and 1997 UBC requirements. In Tucson, the design is required by the ER-Report to comply with 2000 IBC and thereby the attending ACI-318-99. Review and clarify. Reference IBC Section 1901.2. 3. The ER-Report calls for panel cores to be filled with normal-weight concrete. However, the computer design identifies concrete weight at 110 pcf and the drawing calls for grout. Review and clarify requirement for normal weight concrete in the calculations and on the drawings. Reference ER-Report Section 2.2.2. 4. Drawing note IV.B calls for Rastra installation in accordance with ER42003. Review and correct that designation to ER-4203. Delete the reference to SBCCI ER#9955 since the engineered design must comply with the 2000 IBC. 5. Placing of concrete in cores is identified on the drawing to be in accordance with Section 1905 of the UBC. However, concrete quality, mixing, and placing shall be identified for compliance with the 2000 IBC Section 1905. 6. It shall be noted that wood truss deferred design documents shall include all of the information specified in IRC Section R802.10. Sheet S2 1. The structural plan appears to identify Rasta panel width of 1-foot. However, on the Rastra exterior footing detail section, the panel width is noted to be 10" or 12" per architectural drawings. But, the architectural dimension shown on Sheet A-10 is numerically and physically different. Review and clarify. Reference R106.1.1. 2. Rastra panels are available with core diameter of either 6-inches or 8-inches. Identify on the drawing the required core diameter. Reference ER-Report Section 2.2.1. Sheet S3 1. Component design pressures shall be determined from Table R301.2(2) and Table R301.2(3) and appropriately noted on the drawing for used by glazing, door, and skylight, and roof truss suppliers. Noting the applicable foregoing tables is not what is required. The actual design pressures are required to be noted on the drawing by the designer for use by suppliers. Review and clarify. Reference R301.2.1. PLUMBING COMMENTS: 1. The registrant shall seal the drawings. MECHANICAL COMMENTS: 1. The registrant shall seal the drawings. ELECTRICAL COMMENTS: 1. The registrant shall seal the drawings. ENERGY CODE COMMENTS: Sheet A-1 1. The proprietary Rastra panel U-value was not discernable in the manufacturer's data submitted. Default values are required for mass walls if no proprietary data is available. Review and clarify thermal envelope calculations and coordinate with insulation Section 07210 and building thermal calculations. The registrant shall seal the building energy calculations. Reference IBC Section 106. ACCESSIBILITY COMMENTS: The accessibility portion was not a part of this review. |
