REVIEWER: Doug Williams DATE: 27 August 2003 ACTIVITY NUMBER: T03CM04028 T14S R13E Sec. 36 SUMMARY: Engineering Division has reviewed the Site Plan and Drainage Report received on 19 August and 27 August 2003, respectively. Site Plan and Drainage report approvals are not recommended at this time - resubmittal is required. Approval of the Site Plan may not occur prior to Drainage Report approval. The following comments are offered: SITE PLAN: 1. Please provide a location map, preferably at the top right hand corner of the site plan, scaled at 3" = 1 mile, per Development Standard (DS) 2-02.2.1.4; 2. Depict drainage patterns, finish floor elevations and finish grades (Development Standard - DS - 2-02.2.1.16); 3. Provide estimated cut and fill quantities (DS 2-02.2.1.17); 4. The present right of way for Irvington Road is 90', according to public right of way drawings available online at: http://tdotmaps.transview.org/mandr/Plans/tifflist.cfm?plan=R-85-003. Please clarify the centerline label and identify as "survey/section line", as depicted on sheet 5 of 7 on R-85-003. The future Major Streets and Routes (MS&R) right of way dimensioning may rely on 30 additional feet of widening -15' of which would occur on the north side of Irvington Road. The future curb and sight visibility triangles should be depicted based upon this data (DS 2-02.2.1.19); 5. A centralized onsite refuse provision is required on all new commercial developments, in accordance with Development Standard 6-01.0. Please depict the refuse container location, size and access thereto, fully dimensioned. Written approval from Environmental Services (formerly Solid Waste Management Department) is necessary for site plan approval of curbside pickup, as depicted on the plan (DS 2-02.2.1.32 & 6-01.0); 6. Provide a note stating: (a) that the owner or owners shall be solely responsible for the operation, maintenance, and liability for drainage structures and detention basins; (b) that the owner or owners shall have an Arizona registered Professional Civil Engineer prepare a certified inspection report for the drainage and detention facilities at least once a year, and that these reports will be on file with the owner for review by City staff, upon written request; (c) that City staff may periodically inspect the drainage and retention/detention facilities to verify that maintenance activities are being performed adequately; and (d) that the owner(s) agree to reimburse the City for any and all costs associated with maintaining said facilities, should the City find the owner(s) deficient in their obligation to adequately operate and maintain their facilities, in accordance with the City of Tucson's Standards Manual for Drainage Design and Floodplain Management (SMDDFM) section 14.3.3 (DS 10-02.0); 7. The drainage report incorporates 12" vertical curbing onsite for detention containment purposes. Please revise keynote #1 to ensure the site and grading plans match the drainage report recommendations; 8. Depict the limits of ponding for the onsite detention basins, in accordance with section 2.3.1.6 A 4 e of the City of Tucson Standards Manual for Drainage Design and Floodplain Management (SMDDFM - DS 10-02.0); 9. Required detention and any related accessories may not be constructed within the future right of way. Please revise the site plan to demonstrate that all required drainage improvements are outside of the future (MS&R) right of way; 10. Demonstrate water harvesting maximization in all landscape areas (Land Use Code, Section 3.7.4.3 B & SMDDFM, Section 14.2.10). DRAINAGE REPORT: 1. Please include a topographic map at a scale of one inch = 200' or larger, or preferably a photo-topo showing the applicable items listed in section 2.3.1.3 A 3 of the City of Tucson Standards Manual for Drainage Design and Floodplain Management (SMDDFM). The resubmittal should address acceptance of existing offsite flows from any adjacent property or properties (Development Standard 10-02.0); 2. Required detention and any related accessories may not be constructed within the future or present right of way (see Site Plan comment # 4, above). Please revise the report as necessary; 3. Please provide the detailed basin maintenance and checklist schedule in the resubmittal, as noted in the report, including the items listed in Sections 2.3.1.6 C 1 & 2 and 14.3.3 (DS10-02.0); 4. It appears that the proposed north basin outlet will concentrate flow exiting the site, with no indication or discussion of flow dissipation. Existing drainage patterns should be maintained as closely as possible under developed conditions. Please address this matter and revise the report and plan, as necessary; 5. Please address/provide the finished floor elevation for the structure on the adjacent (west) property, as it relates to the north basin water surface elevation. GENERAL COMMENT: A grading permit will be required for this development if the fill quantity exceeds 50 cubic yards. Please submit a completed grading permit application with the resubmittal. Notation should be provided on the grading plan that grading shall conform to the 2000 International Building Code (IBC), Chapter 36 (local amendment), Excavation and Grading - particular attention should be given to Sections 13 and 14. CODE SECTION/ DEVELOPMENT STANDARD 1. Per Pima County Assessors Records, the site is comprised of two (2) separate parcels which must be combined by providing a copy of the approved Pima County Assessors Tax Combination form. 2. An approved site plan is required indicating how the project will comply with LUC requirments when the MS&R right-of-way can no longer be used as part of the site or you may add the future site plan information to the current site plan drawing as long as it does not make the current site plan hard to read. In addition, a copy of the recorded Major Streets and Routes Covenant must be submitted to the Zoning Review Section prior to site plan approval. Attached to the yellow site plan card is a copy of the MS&R covenant. 3. Note the project address. (D.S. 2-02.2.1.A.3) 4. Add a location map. (D.S. 2-02.2.1.A.4) 5. Note canopy heights. (D.S. 2-02.2.1.A.6) 6. Dimension the setback from the canopy to the back of future curb. Per LUC Sec. 3.2.6.5.B.1, minimum building/structure setback required is based on the greater of 21 feet or the height, measured from back of future curb. (D.S. 2-02.2.1.A.7) 7. Provide the square footage of the enclosed building area (i.e. retail, office, storage). For loading space calculation, it is not necessary to include the wash bay area. If the square footage of the enclosed building areas is less than 1,500 square feet GFA, a loading space will not be required for this project. (D.S. 2-02.2.1.A.6) 8. Note the parking angle (degree) to verify compliance with angle parking spaces under LUC Table 3.3.7-I. (D.S. 2-02.2.1.A.8) 9. Dimension the wheelstop location. D.S. 3-05.2.3.C.2, requires the wheelstop to be located two and one-half (2 ½) feet from the front of the parking space. (D.S. 2-02.2.1A.8) 10. Dimension stacking spaces. (D.S. 2-02.2.1.A.8) 11. Revise the plans to correctly show the MS&R right of way line. LUC Table 3.7.2-I 8) Per LUC 2.8.3.5.F "An approved site plan is required indicating how the project will comply with LUC requirements when the MS&R right-of-way can no longer be used as part of the site. Such plan is to be an exhibit to an executed covenant for recordation stating the responsibility of the property owner, successor, or assignee as to the removal of improvements and compliance with the LUC at no cost to the City." Revise the site and landscape plans as necessary. Upon conditional approval of the future site plan, the plan must be recorded as an exhibit to an approved covenant.
