SUMMARY: The Site Plan and Grading Plan and Stormwater Pollution Prevention Plan (SWPPP) were reviewed by Development Services Department Engineering Division. The Site Plan and Grading Plan were not approved at this time.

Site Plan and Grading Plan Comments

1. Revise the Site and Grading plans to show roof drainage patterns and specify that drainage flowing across all pedestrian circulation paths and sidewalks shall be conveyed under the path or sidewalk for up to ten-year frequency flood events. (DS 2-08.4.1.E and DS 2-08.3.1)
2. Cross section A on page 3 of three does not appear to match the larger plan. Please revise the cross section or the plan to provide consistency.
3. Show distance to driveways on adjacent properties to show that the standards of the Transportation Access Management Guidelines for the City of Tucson (TAMG) are met. The standards require a maximum of 2 driveways in 300 feet of street frontage and a minimum of 80 feet between driveways. (TAMG 5.4.1)
4. Aerial photos of the site appear to show two buildings located on the project site. Address the location and removal of the buildings on the site plan. (DS 2-02.2.1.A.6)
5. Provide the basis of bearing. [City of Tucson Development standard (DS) 2-02.2.1.A.5]
6. Label the Solid Waste Container enclosure. (DS 6-01.4.1.A)
7. Show a 25 foot minimum curb return radii for each driveway location. (TAMG 5.5)

Stormwater Pollution Prevention Plan (SWPPP) Comments

8. Clarify whether Entranco or Jeffrey A. Stanley Engineering is the engineer of record and the operator with "Operational Control over Construction Plans and Specifications." (Part IV.C.1)
9. Include the import of soil in the intended sequence of soil disturbing activities. Also note that the sweeping schedule may have to be increased if tracking of sediments occurs during the soil importation. (Part IV.C.2.b and Part IV.D.1)
10. The Hydrology Report indicates that this project is in the Mission View Wash watershed and the SWPPP identifies the Tucson Diversion Channel as the receiving water. Please clarify or explain the apparent discrepancy. (Part IV.C.4)
11. Show the receiving water on the location map. (Part IV.C.2.e)
12. Specify an inspection schedule of at least once every seven days or once every 14 days and within 24 hours of the end of each storm event of 0.5 inches or greater. The reduced schedule described in the SWPPP may be used during the seasonally dry period of the year. (Part IV.H)
13. Provide signed certifications for each operator. (Part IV.J.1)

09/04/2003 JOE LINVILLE LANDSCAPE REVIEW Denied 1) Revise the Native Plant Inventory to include only plants impacted by the project. Plants located on adjacent properties should not be included in the calculations, if they are not impacted or within the site area.
2) Include any plants impacted by the proposed sewer line near the northwest corner of the site.
3) When using the Native Plant Inventory methodology, the preservation requirements of LUC 3.8.6.2.A apply, revise the plans to provide a minimum of thirty percent preservation for each species. LUC 3.8.6.2.A
4) See DS 2-15.5.0 for tagging and fencing standards and add appropriate notes to the plans.
5) Include an analysis per DS 2-15.3.3., a Plant Preservation and Salvage plan per DS 2-15.3;.4, and a mitigation report per DS 2-15.3.5. The Plant Preservation and Salvage Plan must be a minimum scale of 1" = 60’.
6) Revise the landscape plans as necessary to comply with the Native Plant Preservation regulations and include a summary of required native plants per Ds 2-15.3.4.B
7) Revise the landscape plan to locate required screen plantings proposed along Benson highway to elevations which will provide effective screening, such as at or near the top of the basin slopes, closer to the parking spaces. LUC 3.7.3

COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed.

1. The listed property description does not match the legal descriptions as listed by the Pima County Assessor's Office online information. This site is comprised of three parcels rather than four as noted under the legal description, which are identified with the following tax code numbers, 132-13-0058, 132-13-0590, and 132-13-0600. Prior to approval of the site plan a Pima County Parcel Tax Code Combo is required and a Lot Combo Covenant must be recorded. The Parcel Tax Code Combo is processed through the Pima County Assessor's Office. A copy of the Lot Combo Covenant document may be downloaded from the DSD web site or see copy on attached to site card. (For your convenience I have attached a copy of the Lot Combo Covenant.) Upon completion of the combos the legal description listed on the site plan must be revised accordingly. DS 2-02.2.1.A.2

2. Please add a fully dimensioned detail drawing of the class-one bicycle parking facility, which demonstrates compliance with the requirements of Development Standards 2-09. In addition indicate on the plan by keynote or detail drawing how the lighting for the class-two bicycle parking facility will be provided. DS 2-02.2.1.A.9

3. Please relocate the loading zone, which has been placed over the pedestrian crosswalk. In addition the crosswalk from the east parking lot is directing customers over the pedestrian refuge which will be next to the service bays. This pedestrian refuge will cause a safety concern if utilized by the customers. A concrete sidewalk between the south 18 parking spaces and the south fence and along the fence that would eventually connect to the sidewalk, which has been provided from the Benson Highway property line, would be a safer and preferred route for the customers. Some type of signage restricting the use of the pedestrian refuge area around the service bays to "employees only" should be provided. DS 2-02.2.1.A.12

4. Please show and label the locations of all proposed freestanding signs. The location size and type must be labeled. Per keynote four (4) (existing conditions) the existing billboard is to be removed by others. Documentation regarding the lease of the land utilized for the billboard must be submitted with the site plan submittal. Keep in mind that the billboard site must be brought into full code compliance if the billboard cannot be taken down prior to site plan approval. The documentation or lease agreement must state that the lease may be terminated and the billboard removed. DS 2-02.2.1.A.13

5. As indicated in comment three, the loading zone, which has been placed over the pedestrian walkway, must be relocated. In addition the crosswalk or sidewalk may not be located between the PAAL and the loading zone. DS 2-02.2.1.A.14

6. If applicable to this site, all existing or proposed easements must be drawn and labeled on the plan. The purpose, location and width must be indicated. DS 2-02.2.1.A.20

7. If applicable, proposed freestanding lighting must be drawn and labeled on the plan. DS 2-02.2.1.A.25
