Proposed fills in excess of two feet above existing grade at any location in the outer one hundred feet of the developing site adjacent to residentially zoned property require the procedure outlined in IBC Chapter 36 Section13.1. This process must be complete prior to Grading Plan approval. This condition may impact drainage flow, water and finished floor elevations. Please revise and make corrections.

Hydrology Report

The following items must be revised or added to the Storm Water Pollution Prevention Plan (SWPPP). Please include a response letter with the next submittal that states how all comments have been addressed.

RESUBMITTAL REQUIRED: STORM WATER POLLUTION PREVENTION PLAN.

1. Please include the label site map in the title block on the SWPPP.

2. In the narrative, Section 1.3. Description, installation of stormwater controls should occur prior to any soil disturbing activities (i.e. grubbing). Revise the narrative accordingly to be consistent with the SWPPP site map's Site Erosion and Control Plan. Part IV.C.2.b

3. Per Part IV.C.2.e and Part IV.4.C., identification of the nearest receiving waters within 1 mile is required to be on the location map and listed in the narrative of the SWPPP. Revise the narrative accordingly.

4. In the narrative include a copy of the AzPDES permit and the NOI provided by ADEQ. Each operator is responsible for submitting a completed NOI to ADEQ and to the City of Tucson. Part IV.F

5. In Section 1.3.b., the second paragraph states that it is not anticipated that there will be potential pollutants stored on site during any phase of the property. This statement is not consistent with the language in the SPILL PREVENTION Section and on the site map the section POLLUTANTS THAT MAY AFFECT STORMWATER QUALITY. Please revise Section 1.3.b. to avoid any confusion.

6. Include concrete washouts in the list for potential sources for nonstormwater discharges. Describe Best Management Practices (BMP) for the nonstormwater discharges listed on page 10. Part IV.D.7.

7. Include in Section 6, compliance with the State of Arizona, AzPDES General Permit for discharge from construction activities. Demonstrate that this section meets the requirements of Part IV.G.

8. Please add this statement as a general note in an appropriate area in the narrative and on the site map, "Report oil or hazardous materials releases in excess of reportable quantities, or that may endanger human health or the environment, within 24 hours to ADEQ: (602) 771-4466 FAX (602) 771-4505." Part VI.L.5.a

9. Add a general note stating, "All BMPs must be properly selected, installed and maintained per specifications and good engineering practices", in an appropriate section discussing BMP's on the site map and in the narrative. Part IV.D.2.b

10. If final stabilization includes establishing perennial vegetation, and drought conditions or seasonally arid conditions preclude vegetation establishment, vegetative stabilization must be initiated as soon as practicable. Per the landscape planting schedule a seed mix is listed on the landscape plan, however on the plan it is not clearly indicated where the seed mix is going to be implemented. Is hydroseed (seed mix) going to be utilized on site? Add a general note to the SWPPP site map and the narrative indicating compliance with Part IV.D.4.b.iii and include hydoseeding if it is planned to be utilized on site.

11. Demonstrate compliance with Part IV.D.4.c.
The following records of stabilization must be maintained:
