The site plan was not approved. Please address the following comments. Site Plan Comments: 1) Show existing and future sight visibility triangles for access to Valencia Road and to Wieding Road. (Development Standard (DS) 2-02.2.1.A.10) 2) Provide estimated cut and fill quantities. (DS 2-02.1.A.17) 3) Show pedestrian circulation routes. (DS 2-02.1.A.12) 4) Show drainage patterns including roof drainage. (DS 2-02.1.A.16) 5) Show how that sidewalks and pedestrian circulation routes will be flood free for all storm discharges up to a 10-year event. Include sidewalk scuppers for roof drains, if appropriate. (DS 2-08.3.1 and DS 2-08.4.1E) 6) Clarify the lines around the proposed loading spaces. Are these paint or curbs? Show and dimension access to the proposed loading spaces. (DS 2-02.2.1.A.15) Revise the Site Plan to address all of these comments and resubmit two copies for review. Include a letter explaining how each comment has been addressed. When the site plan is approved, submit application for a grading permit, if it is determined to be necessary. Valencia Road Site Plan - Site plan was reviewed for full code compliance Transmittal date: 1st Review September 11, 2003 COMMENTS: Please attach a response letter with the next submittal, which states how all Zoning Review Section comments regarding the Land Use Code and Development Standards were addressed. 1. Based on the proposed building height the setback from the street property line must be a minimum of 36'-9". Per the plan the proposed building setback from the street property line as indicated does not meet the minimum setback requirement. Please revise as required. DS 2-02.2.1.A.7 2. Sight visibility triangles must be shown. DS 2-02.2.1.A10 3. Dimension the width of the driveway entrance. Also please define and dimension PAAL area from the driveway entrance to the PAAL area next to Jimmy's Diner. DS 2-02.2.1.A.11 4. Demonstrate how the required continuous pedestrian circulation and handicap accessibility will be accomplished. A sidewalk that connects from the site to the street sidewalk on Valencia Road and Wieding Road must be provided. In addition this site functions as one site because of the shared access parking and pedestrian circulation. The pedestrian circulation must connect all buildings on the site with sidewalks and painted crosswalks which continue the circulation across the PAALs. Add sidewalks and crosswalks as required. Sidewalks must not be placed between parking spaces and the PAAL. Bicycle parking facilities may not be placed on the sidewalk unless the sidewalk is wide enough to accommodate the facility, space requirements and allow for a minimum of four feet for the pedestrian area. See DS 2-09 for additional information regarding bicycle parking facilities, location and spacing. DS 2-02.2.1.A.12 5. If applicable show and label all existing or proposed signage including existing billboards. The size and type of sign must be labeled. DS 2-02.2.1.A.13 6. The loading zones have been placed between vehicle parking spaces, which could cause problems when maneuvering in and out of the loading spaces. Demonstrate maneuverability in and out of the spaces. (It may be easier and safer if the new vehicle-parking spaces were consolidated into one parking area and a contiguous loading area that accommodates the required or proposed loading spaces was created.) DS 2-01.2.1.A.14 7. Future right-of-way dimensions must be labeled for Park Avenue, Wieding Road, and Valencia Road. Future curb locations must be drawn, labeled and dimensioned from the future right-of-way line. DS 2-02.2.1.A.19 and .21 8. If applicable existing or proposed freestanding lighting must be drawn and labeled. DS 2-02.2.1.A.25 9. Refer to the Landscape reviewer comments regarding the requirements for landscape borders, screening, and NPPO. Additional comments may be forthcoming due to the review by Engineering and Landscape sections regarding the wash requirements. DS 2-02.2.1.A.27 10. List the existing and proposed uses and development designators for each principle use. E.G. (Storage Use Group; Commercial Storage DD 34, Subject to 3.5.10.1 and Commercial Services Use Group; Food Service DD 33, Subject 3.5.4.6.A and .C. 11. The floor area calculations for each use must be listed separately based on the applicable development designator of each use. DS 2-02.2.2.A.2 12. Please list the total building square footage for the Jimmy's Diner buildings. If the building square footage is equal to or greater than 1500 square feet in size, a 12-foot by 35-foot loading zone will be required. If applicable show the location and dimension the loading zone and demonstrate maneuverability into and out of the loading zone. The loading zone calculations must also be revised to reflect the additional loading space.
